The 1988 Assembly elections in South Korea provide an opportunity to explore whether voting based on short-term economic fluctuations was a feature of the elections. The research design regresses party votes from a large sample of the 224 electoral districts against several well-known determinants of Korean voting behavior (regionalism, urban-rural residence, and social class), as well as district unemployment rates and levels and changes in income. With traditional explanations of voting behavior held constant, income variables had no apparent influence on the vote. However, the coefficients for unemployment rates are large, statistically significant, and in a direction entirely consistent with the theory of rational economic voting. There are grounds for including short-term economic variables in future modeling of Korean electoral behavior.  相似文献

During 1995 and 1996, the Congress and the president gave considerableattention to block granting over $200 billion in federal intergovernmentalgrant programs, ranging from large entitlement programs to smallerprograms in housing, vocational education, and law enforcement.In the end, the record of successes was modest—highlightedby welfare-reform legislation that, in some respects, resembleda block grant and in others did not. The contrast between processand outcomes in this most recent block-grant cycle reinforcesthe point that block-grant prospects depend on fundamental fiscal,political, and programmatic forces that are separate from federalismconsiderations. The states' maturation as leaders in many domesticpolicy areas strengthens the performance rationale for blockgrants. The federal fiscal crisis will continue to stimulateinterest in block grants among fedeal as well as state policymakers.The proposals offering the greatest fiscal advantage (i.e.,Medicaid and AFDC) may not be those with the strongest performancerationale. Although recent congressional developments suggeststronger support for states, nationalizing forces remain embeddedin domestic policymaking. Thus, substantial questions remain,posing obstacles to a fundamental and sustained role for blockgrants in the federal system.  相似文献

Smoking bans are gaining widespread support in the United States and other countries. While supporters argue that bans are necessary to resolve market failures associated with negative externalities, the Coase Theorem predicts that, under various conditions, private markets internalize negative externalities. We examine the smoking issue within the framework of the Coase Theorem and hypothesize that smoking bans misallocate air space resources shared by smokers and nonsmokers. Because smoking bans shift ownership of scarce resources, they are also hypothesized to transfer income from one party (smokers) to another party (nonsmokers). Supporting evidence for these hypotheses is provided by an examination of a comprehensive smoking ban imposed in San Luis Obispo, CA.  相似文献

Abstract. This article seeks to introduce the concept of political power more explicitly into the discussion of the organizational attributes of societal interests. In pursuit of this objective, it defines a set of empirical indicators of the organisational conditions of interest intermediation systems that enhance the exercise of political power. The indicators are illustrated through a comparative study of the banking sector at the European Community level and in five countries: Canada, France, Germany, the United Kingdom, and the United States. The comparison of the banking sector interest intermediation systems shows that the power of banks in Germany rests not only on their equity participation in large industrial concerns, but also on a highly developed interest intermediation system, the most integrated of the five countries. The analysis demonstrates from still another perspective the close imbrication of the state and finance in France. Finally; the article demonstrates the deep fragmentation of the US associational system, a system that has acted as a serious obstacle to banking system reform in America.  相似文献

This article investigates the use of market incentives to encourage household waste recycling by pricing waste-disposal services according to the quantity of waste generated. We use a natural experiment from an upstate New York county to examine how quantity-based pricing of waste disposal affects reported household recycling behavior, when used by itself or in conjunction with curbside pickup of recyclables or mandatory recycling laws. Curbside pickup was found to have the greatest effect on reported recycling behavior, although higher waste-disposal prices might alter these conclusions. Other concerns about quantity-based pricing of solid waste—distributional effects, public acceptance, and adverse incentives—are also examined.  相似文献

Abstract: Achieving employment equity has become an important organizational goal. An important part of an Employment Equity Program (EEP) is to inform designated group members (i.e., women, members of visible minorities, disabled persons and aboriginal peoples) that career opportunities are available to them. Public awareness programs that provide this information, such as publicity campaigns and visits to schools and community centres, are infrequently used, however. The research reported in this article demonstrates that public awareness programs can be used to encourage designated group members to apply for jobs that are traditionally avoided. In this study, young women demonstrated a greater interest in and intention to choose non-traditional careers after participating in a public awareness program (an information session) about one specific non-traditional career (police officer). Implications of this research for recruiting and employment equity initiatives are discussed. Sommaire: L'éuité en matière d'emploi est l'une des principales préoccupations des organisations. 1 cet effet, les programmes d'équité en matière d'emploi (PEME) visent à corriger la discrimination dans l'emploi à 1'égard des groupes défavorisés (femmes, minorités visibles, handicapés et autochtones). Les programmes d'information publique offrant une telle information, par le biais de campagnes d'information, de visites scolaires et dans les centres communautaires, sont cependant peu utilisés. Dans cet article, les réultats de notre recherche démontrent que les programmes d'information publique peuvent encourager les membres des groupes défavorisés à soumettre leur candidature dans les secteurs d'emploi non-traditionnels. Dans cette étude, des jeunes femmes ont montré un intérêt plus prononcéà choisir une carrière non-traditionnelle après avoir participéà un programme d'information publique (une séance d'information sur la carrière d'officier de police). Pour terminer, nous discutons les implications de cette recherche sur le recrutement ainsi que les programmes sur l'équité en matière d'emploi.  相似文献
