Governments at all levels buy mission‐critical goods and services whose attributes and performance requirements are hard to define and produce. Many governments—and the public managers who lead them—lack experience and knowledge about how to contract for complex products. The contract management counsel provided to public managers is thin. Missing is a conceptual managerial framework to guide purchasing the complex products that are often so critical to public organizations' core missions. Drawing on perspectives from across the social sciences, the framework presented in this article provides guidance on how managers can harness the upsides of complex contracting while avoiding its pitfalls. The framework helps identify conditions that increase the likelihood of positive outcomes for the purchasing government and the vendor—the win‐win. To illustrate the framework, the article provides examples of successful and failed acquisitions for complex products such as transportation projects, social service systems, and information technology systems. 相似文献

The literature on intelligence analysis contains many references to the ‘review process’, the mechanism by which analysts’ drafts are converted into corporate products. Analysts whose drafts consistently navigate the process quickly and smoothly are regarded as star performers. Divining the practical meaning of organizational definitions of ‘good’ analysis and the personal preferences of specific senior reviewers is not easy, however. Analysts occasionally commit their understanding of reviewers’ stylistic preferences to paper, effectively providing style guides to help others. The Laboratory for Analytic Sciences (LAS) at North Carolina State University, funded by the National Security Agency, is a collaborative, long-term research enterprise focused on improving intelligence analysis using Big Data. In its work, LAS has recently begun dealing with the trade-off between the collection, storage, and use of large unclassified data-sets and analyst privacy. We discuss particular privacy challenges at LAS, analyze privacy principles in the life cycle of LAS unclassified data-sets, what intelligence analysts themselves think about these privacy concerns, and recommend possible best practices potentially applicable to LAS, as well as future Big Data laboratories and research centers that collaborate with intelligence communities. 相似文献

This research analyzes the individual-level factors associated with public support for the private provision of public goods and services. Given that privatization requires the transfer of authority from public to private entities, we argue that beliefs about private companies are an important and overlooked source of heterogeneity in explaining public policy preferences toward privatization. We test this expectation using survey data from the 2014 Cooperative Congressional Election Study. We find that support for privatization is associated with positive beliefs about the motivation of private companies and with favorable views about corporate accountability relative to the accountability of government. Opposition to privatization is associated with beliefs about corporate influence in politics. Preferences for limited government are also associated with support for privatization. These results highlight the potential for beliefs about private companies to serve as a group heuristic in political reasoning and the ability of citizens to make reasoned choices on complex public policy issues. 相似文献

Among these are: the narrowing and hardening of intellectual discourse in a cultural-political climate dominated by the “liberal consensus,” the discrediting of the progressive impulse in American writing, the subordination of “class” to “culture” in evaluations of American writers, and the changing status of Jews and Jewish writers in post-war America. While the fertility effects of improving teenagers’ access to contraception are theoretically ambiguous, most empirical work has shown that access decreases teen fertility. In this paper, we consider the fertility effects of access to condoms—a method of contraception not considered in prior work. We exploit variation across counties and across time in teenagers’ exposure to condom distribution programs in schools. We find that access to condoms in schools increases teen fertility by about 12 percent. The results suggest that the effects of condom access varied significantly across different programs; the positive fertility estimates are driven by communities where condoms are provided without mandated counseling. Programs that mandated counseling have zero or negative fertility effects, but estimates on these counties are less robust across specifications. 相似文献

It is time to imagine a new policy sciences. The policymaking world has moved on since its first design. So too has our understanding of it. The original policy sciences were contextualized, problem-oriented, multi-method, and focused on using scientific research towards the realization of greater human dignity. We introduce a new policy sciences that builds on such aims. We describe the need for realistic depictions of ‘rational’ and ‘irrational’ choice, multiple theories to portray the multifaceted nature of complex contexts, and the combination of applied and basic research. To set this new agenda, we build on two foundational strategies: identifying advances in the psychology of decision-making and describing how policy theories depict policymaking psychology in complex contexts. 相似文献
