Among the unforeseen problems of the new industrial age has been the disposal of increasing quantities of wastes—many hazardous and toxic. Industrial chemistry has produced numerous products that, while useful, are alien to nature and resistant to biodegradation or detoxification. Growing public awareness of the possible hazards and risks involved in disposal of the residuals of industrial activities is arousing a popular demand for environmental protection. But this popular awareness depends upon public information and a degree of scientific literacy—conditions which vary widely among nations. Initial consequences are environmental regulations and restrictions respecting waste disposal in scientifically developed countries, and vulnerability among less developed countries to the export of hazardous wastes from the countries of their origin. Abstract: This paper compares and contrasts the application of competitive tendering policies in the public and private sectors. It is based on information derived from a large-scale survey of public and private sector organisations in New South Wales. Analysis of the survey responses suggests a common approach to the basic elements of the tendering (market-testing) process. However, there are also some important differences, the most striking of which is that public sector organisations advertise more frequently and generally review more tenders. Despite this, there appears to be little difference in the degree of effective competition achieved between the two sectors. More generally, while nearly all organisations surveyed collect information that is relevant to performance evaluation, it does not appear to be systematic or rigorous enough to secure contract compliance. 相似文献

This article uses three perspectives to explain the radical economic and state sector reforms undertaken in New Zealand starting in 1984. We interpret the reforms using a rational-comprehensive perspective, a garbage can perspective and a modified garbage can perspective identified in the work of John Kingdon. With New Zealand as an illustrative case, we explore the conditions under which radical reform is possible, the factors governing the adoption of reforms, and the impact on the reform process of a country's historical and cultural traditions. Our analysis emphasizes the import of a package of ready-made solutions, strong advocates (particularly a well-placed policy entrepreneur) who attach the solutions to a problem, and the existence of a 'window of opportunity' for adoption of the reforms.
