This article examines an area of cost-benefit methodology which has come under increasing philosophical scrutiny in recent years: the appropriate treatment of individuals' preferences. We illustrate some of the difficulties involved in assessing preferences in the context of a concrete example: the evaluation of a rural water supply project in southern Haiti. Four problems in the application of cost-benefit principles are discussed: (1) how to count the social value of private water taps connected to homes if they are preferred for prestige reasons, (2) how to assess husbands' preferences concerning the time savings by wives who previously carried water from more distant sources, (3) how to count preferences based on a respondent's desire to support general community welfare, and (4) how to evaluate a water project when people's preferences may change after the new water system is installed. We argue that policy analysis will be improved by presenting philosophical arguments as to why some preferences should be included in the evaluation and others ignored.  相似文献

The USA and Britain have medical care delivery and financing systems which are polar opposites. The Irish system incorporates important features of both. Using original household survey data of medical care utilization in Ireland, and published data and studies of the USA and Britain, the effect of the incentive structures in the three systems on physician behavior, especially on the so-called agency role, is examined. We conclude that the incentive structure is of the utmost importance to policy makers concerned with health costs and economic rationality of medical care systems.  相似文献

The national unity formed last year in response to terrorismsoon vanished as more typical political infighting returned.Although overshadowed by the buildup to and the conduct of asecond war against Iraq, political issues grounded in the nation'sfederal character contributed to a rise in divisiveness. Themid-term elections of 2002 and redistricting battles in severalstates drove partisanship to new heights. The continued sluggishnessof the nation's economy also exacerbated interparty bickering.Republicans controlled the White House and both houses of Congress,yet some of the president's policy initiatives encountered moreserious resistance in his own party than from the opposition.Many of the feuds within the majority party rested on stateand regional interests typical of federalism politics. Stateand local governments remained trapped in the third year ofa fiscal crisis, and even large reductions in expenditures didnot extricate these governments from the financial fix. Despitetheir pleas, state and local officials were unable to obtainany significant relief from the federal government. Federal-staterelations, as a consequence, exhibited more contentiousnessthan cooperation.  相似文献

This article describes the reforms to the functions of central government in New Zealand that have been introduced since 1985. It sketches the political and economic situation which motivated the changes to the systems of public management. Some of the theoretical influences that provided insights to the advice given to the government by its officials are noted. The essential elements of the system are described briefly. The results are summarized in terms of how the ideas were implemented, the extent of their acceptance, the impact on managerial behavior, and the effects on government in terms of the objectives that were originally set out. Some tentative suggestions are made regarding the messages that might be drawn from the New Zealand experience that are relevant to the reforms of the government of the United States.  相似文献

Kaplan and Norton's 'Balanced Scorecard' model has gained worldwide interest from managers in private and public organisations. The four perspectives of the model aim to communicate the strategic priorities of the organisation by measuring and setting stretch targets for them. However, the model, which was developed in 'for-profit' organisations, may not be suitable in 'not-for-profit' organisations. A possible solution is the use of the Australian Business Excellence Framework categories to determine the perspectives to be used.  相似文献
