ABSTRACTThe national redress scheme proposed by the Royal Commission into Institutional Responses to Child Sexual Abuse is unique and unusual in the world of government redress. It is unique with its inclusion of both care leavers and non-care leavers (it is the only government scheme to do so), and it is unusual in focusing on sexual abuse alone (18% of government schemes do). These unique and unusual qualities come at a price for justice. Care leavers and non-care leavers are different groups with respect to their experiences of abuse and social status as child victims. Unless these group differences are explicitly recognised in guidelines for the monetary payment, care leavers will be disadvantaged. Two corrective measures are proposed: adopting an inclusive understanding of sexual abuse in closed and open settings, and addressing the negative bias that may result from care leavers’ lower social status as children compared to that of non-care leavers. Their lower status is likely to affect (that is, devalue) judgements of the severity and impact of abuse. 相似文献

This article argues that classificatory problems such as parochialism, misclassification, degreeism and conceptual stretching underpin the classification of democratic regime types. This is due to the safeguarding of the parliamentary/presidential dichotomy as a framework for the classification and comparison of democratic types of regime. Drawing upon Giovanni Sartori's ladder of abstraction, types of democratic regime are classified as part of a hierarchy of concepts. This approach enables scholars to avoid classificatory pitfalls as it facilitates the methodological expansion of the conceptual framework for the classification of democratic regime types. Disordered eating behaviors and substance use are two risk factors for the development of serious psychopathology and health
concerns in adulthood. Despite the negative outcomes associated with these risky behaviors, few studies have examined potential
associations between these risk factors as they occur during adolescence. The importance of accurate or inaccurate weight
perception among adolescents has received increased interest given documented associations with nutritional beliefs and weight
management strategies. This study examined the associations among the perceptions of weight and substance use with disordered
eating behaviors among a diverse sample of normal weight and overweight adolescent males and females. Data came from the 2007
National Youth Risk Behavior Survey (YRBS). The sample consisted of 11,103 adolescents (53.4% female; 44% Caucasian, 21% African
American; 13% Hispanic; age responses ranged from 12 and under to 18 and over), with 31.5% meeting criteria for being either
at-risk for obesity or already obese (i.e., overweight). As hypothesized, overestimation of weight among normal weight adolescents
and accurate perceptions of weight among overweight adolescents were associated with higher rates of disordered eating behaviors.
In normal weight adolescents, use of all three substances (tobacco, binge drinking, and cocaine) was associated with each
disordered eating behavior. In contrast, findings revealed differences for overweight adolescents between the type of substance
use and disordered eating behavior. Post hoc analyses revealed that gender moderated some of these relationships among overweight
individuals. Implications for the development and implementation of secondary prevention programs aimed at reducing disordered
eating behaviors, substance use, and obesity risk among normal and overweight adolescents are considered. 相似文献

Conclusion The practical implications that have been drawn from this analysis of anger in mergers and acquisitions negotiations are just a few of the many that could be identified and further developed from future research. Future studies of conflict behavior can profitably go beyond the narrow focus on anger used here to consider other emotions and related states, such as fear, resentment, gratitude, guilt, or stress. Scholars and negotiators should be mindful not to ignore emotional factors in negotiation simply because emotions and their causes are complex. As I pointed out earlier, emotions are an integral part of the way human beings approach many conflict situations. Those of us who are interested in resolving disputes can only benefit by gaining a better understanding of emotions, the factors that trigger them, and their consequences.

Many government policies ostensibly designed to serve allocative ends appear to be driven primarily if not exclusively by redistributive considerations. This paper analyzes one such policy, the New Source Performance Standards of the Clean Air Act of 1977, using data derived principally from studies commissioned by and known to those involved in the policy making process. These data are used to produce estimates of the magnitude and relative efficiency of the wealth transfers effected by the policy. Among our conclusions are that, at least with respect to this particular episode, (a) environmental regulation is an extremely inefficient method of transferring wealth and (b) transfers between groups within regions of the U.S. are large relative to transfers between those regions. 相似文献

This study documents the importance of employing an integrated model to explain innovative policy making among county governments in Florida. Specifically, it suggests that both internal determinants and regional diffusion factors influence the adoption of county impact fees. While rapid growth and impending county commission elections appear to be factors motivating adoption, the tendency to adopt can be offset by a substantial low-income population. Nevertheless, obstacles to adoption can be overcome where cities within the county have previously adopted an impact fee. 相似文献

Anecdotal evidence points to a significant relationship between repression and rebellion and yet the quantitative civil war literature ignores state strategies, deeming them endogenous or perfectly correlated with polity type. This article seeks to bring the state back in again and examine the causes of states' strategies and the effects of these strategies on non-violent mobilisation. It finds that, under certain circumstances, a state's response to a peaceful opposition movement depends not on its institutions or capacity; rather, it is a function of the state's control of the national security apparatus, autonomy from its constituents, and resources fungible for reform. Additionally, the article concludes that state policy can play a more significant role in explaining the onset of civil conflict than do structural variables such as per capita income, terrain and population size. Historical analysis of coercion and insurgency in the counterfactual case of Honduras illustrates the plausibility of this argument. 相似文献
