Systems change efforts seek to alter the status quo by shifting the form and function of a targeted system. Evaluation is a critical component, yet little research has examined a collaborative forum as a vehicle for change in the criminal justice system. Over 150 citizens and police were brought together to work collaboratively at improving a Canadian police complaints system. Using survey, participant observation, and focus group data, this study investigates the perceptions of this Forum as a vehicle for systems change in police oversight mechanisms. We find the Forum provided both opportunities for, and barriers to, collaborative systems change work. However, these findings need to be understood within the context of police-community relations as fear and mistrust of police influence problem definitions and potential solutions. Therefore, the collaboratives model is not a one-size-fits-all approach to systems change work in the criminal justice system.  相似文献

As information and communication technologies have gradually invaded every aspect of our daily lives, the body of law that we call IT law has not only expanded, but it also pushes traditional areas of law to become more tech-savvy. This article makes a plea for a more intra- and interdisciplinary approach towards developing the future IT law, on the one hand, and towards educating the future IT lawyer, on the other hand. It substantiates the need for lawyers from different fields and non-lawyers to engage in a constructive dialogue when determining, interpreting and enforcing fairness standards in contemporary and future IT law, and outlines directions for integrating such dialogue in university curricula.  相似文献

European Commission expert groups provide powerful platforms from which interest organisations can steer the EU consultation process and weigh in on policy outcomes. Commission decision-makers and bureaucrats rely heavily on expert groups to provide expert policy advice on highly technical issues in the early stages of the policymaking process. Interest organisations provide this advice in order to have their voices heard at the EU level. But whose interests are being represented in these expert groups? Which types of interest organisations, in other words, get a seat at the table and why? This article, using data on over 800 expert groups and nearly 3,000 interest organisations, argues that expert group membership is largely a function of superior resources, EU-level interests and existing institutionalised ties to decision-makers. Far from simply addressing the Commission’s need for expertise, expert group membership is more a story of capital and capture.  相似文献

Despite a decade of use in US courtrooms, it is only recently that forensic computer animations have become an increasingly important form of communication in legal spheres within the United Kingdom. Aims Research at the University of Nottingham has been influential in the critical investigation of forensic computer graphics reconstruction methodologies and techniques and in raising the profile of this novel form of data visualization within the United Kingdom. The case study presented demonstrates research undertaken by Aims Research and the Department of Forensic Pathology at the University of Sheffield, which aims to apply, evaluate, and develop novel 3-dimensional computer graphics (CG) visualization and virtual reality (VR) techniques in the presentation and investigation of forensic information concerning the human body. The inclusion of such visualizations within other CG or VR environments may ultimately provide the potential for alternative exploratory directions, processes, and results within forensic pathology investigations.  相似文献

Research has linked youth activity involvement to positive development. However, past studies have confounded at least two separable dimensions of involvement: breadth (number of activities) and intensity (participation frequency). Theory and the limited available evidence suggest that these dimensions may make independent contributions to development. Based on self-reports from 7430 high school students, this study assessed whether breadth and intensity dimensions were related to each other, to a typical aggregate measure of involvement, and to various indicators of positive development. Breadth and intensity were moderately interrelated and, in combination, they explained the majority of the variance in the typical involvement measure. Both dimensions were positively related to each development index. When examined simultaneously, only breadth had a unique relation with each developmental index. Further, evidence of nonlinear effects was found. Findings were consistent across age levels. Implications for measurement of involvement and interpretations of the extant research are discussed.

The strength of participation in its political processes has increasingly become the yardstick against which the legitimacy of the European Union is measured. Yet experiments in deliberative and participatory democracy suggest that their practice invariably falls short of their lofty ideals. A reason is their failure to consider the process of communication itself. As understanding of communication is constituted through a number of surrounding communicative contexts, communication, per se , can never be said to be good or bad. More important is a constitutional framework for communication which provides the contexts—performative, institutional and epistemic—that enable communication to contribute to particular, desirable ideals. This piece will argue that a deliberative approach to European governance involves a process of justification in which the three practical tasks of the European Union—polity-building, problem-solving and the negotiation of political community—are debated and resolved around the four values that have underpinned the development of politics as a productive process—those of transformation, validity, relationality and self-government. The organisational reform required for this involves a wide-ranging revisiting of the structures of the European polity.  相似文献
