The product paradox of voting power

We consider a system made up of two committees, with overlapping membership but with different rules for passing decisions; the passage of a joint resolution requires separate approval by each committee. We show that it is possible for one voter a to be stronger (have greater voting power) than another voter b in both of the two committees, while in the two-committee system (considered as a single composite entity) b is stronger than a. We argue that this apparently paradoxical phenomenon is inherent in the structure of the decision-making system in question, rather than being an artefact of any particular index used to measure voting power.

在互联网迅速发展及逐步普及的背景下,如何提高政府管理的水平,实现公共治理的和谐,将成为社会广泛关注的一个重要问题。尽管影响政府管理和谐的因素很多,政府在推进公共治理的和谐方面也有多种途径,但不管选择哪条路,都要把借助信息网络技术、推动政务信息化、发展电子政务放在重要地位,这对改善政府的公共管理和公共服务,提高民众对政府的认同感和信任度,促进社会和谐,都具有重要意义。     

Death caused by orphenadine poisoning

The number of deaths as a consequence of orphenadine poisoning seems to increase, mostly among severely psychotic males. The lethal dose corresponds to the weekly average dose used in the treatment of neuroleptic extrapyramidal side effects. Based on the literature, the serious, rapidly incipient, cardiac, and neurologic symptoms of poisoning are emphasized. The handing out of orphenadine to suicidal persons must be restricted, and even small overdoses (1-2 g) ought to result in the immediate initiation of observation at an intensive care unit.     

南京新型毒品现状调查及其防范

新型毒品具有吸食人群年轻化、人群向一般阶层扩散、场域多元化等不同于传统海洛因吸食的特点，对社会形成诸如经济压力、违法犯罪、群体性问题等危害。因此，控制新型毒品的蔓延，要加大执法力度，通过“打源头、堵通道”等措施查处涉毒案件，依法严惩新型毒品违法犯罪。同时，要改善新型毒品吸食者对问题的认知态度和生活态度，展开社区服务等全方位的工作。     

军事间谍案件司法管辖问题研究

军事间谍案件是国家军事斗争准备与实施的大忌大患,应当给予高度重视和严厉惩处。目前我国对这类案件的司法管辖体制与优良司法传统、国际司法通例、现实司法需求及这类犯罪的本质特征都有诸多不相适应、不相协调之处。从现实司法需求出发,建议国家立法机关和最高司法机关尽快采取有针对性的改进措施,研究解决这类案件的司法管辖问题,进一步加大对国防和军事利益司法保护的力度。     

城市吸毒人群吸毒行为成因的个案研究——以南京市为例

本文以南京市吸毒人群为研究对象,从微观个体层面、中观同辈群体层面、宏观社会层面等探讨了影响城市吸毒人群吸毒成瘾的三维因素.通过对个案资料的剖析,我们发现,吸毒人群吸毒成瘾的深层社会根源,在于身处吸毒亚文化群体中不能自拔、自身生活方式定型化、遭受社会排斥所致.
