Impact of the US Credit Crunch and Housing Market Crisis on China

Similarities between the US, the UK and the Chinese housing markets, including the movements of interest rates and house prices, and the exposure of some Chinese banks to the US mortgage securitization market, have triggered concern about whether China could experience a US-style credit and housing market crisis. Significant differences between China and Western economies make that unlikely in the near future. China's booming house market has been supported by fast economic growth, rapid urbanization and high domestic savings. Chinese banks have also been less exposed to mortgage defaults than their Western counterparts. However, the relative underdevelopment of the financial system—credit monitoring and asset securitization—may expose China to domestic mortgage lending-related crises.     

Party strategies and electoral competition in post-Communist countries: Evidence from Poland

Poland's major post-Communist party, the SLD, was an electorally successful legacy party during the 1990's. An analysis of Polish National Election Studies data and data from a separate study of new firm creation in Poland indicates their success was built on two important and related factors. One is the growth of new firms, which stimulated the growth of a centrist constituency who voted for parties supporting economic reforms. Second, the SLD adapted to this constituency by themselves becoming more economically liberal, as documented by Grzyma?a-Busse (2002). A conditional logit model of voter choice in the 1997 and 2001 elections relates votes to the distance between voters' preferences on economic policies and the positions of the competing parties. From this analysis we estimate that if the SLD had remained an ideological non-reformist party as did the KS?M in the Czech Republic and the CPRF in Russia it would have been a far weaker party as measured by vote and seat shares. Without the new firm creation, an ideological SLD cum KS?M could have been electorally successful as was the CPRF. The paper concludes by contrasting the the Polish, Czech and Russian post-Communist parties and extending the implications of the results to other developing and industrial economies faced with the need for structural change.     

放线杆菌外膜蛋白酵母双杂交诱饵质粒的构建及自激活与毒性检测

为了筛选胸膜肺炎放线杆菌外膜蛋白在肺泡上皮细胞上的作用受体,应用酵母双杂交技术构建诱饵质粒载体pGBKT7-omp(胸膜肺炎放线杆菌外膜蛋白),从胸膜肺炎放线杆菌提取基因组DNA,用PCR方法获得omp,克隆于pGBKT7载体上,进行酶切鉴定及序列分析,并检测pGBKT7-omp在酵母双杂交系统中的自激活和毒性作用。结果表明,成功构建了诱饵质粒载体pGBKT7-omp,并证明其在酵母双杂交系统中无自激活及毒性作用。表明pGBKT7-omp可应用在酵母双杂交系统中,用于寻找猪肺泡上皮细胞cDNA文库中与omp相互作用的蛋白质。

猪肺炎霉形体p52基因重组腺病毒的构建及其免疫特性

为构建携带猪肺炎霉形体(Mycoplasma hyopneumoniae,Mhp)p52基因的重组腺病毒,从Mhp J株扩增p52基因,克隆到穿梭载体pShuttle-CMV中,经Pine Ⅰ线性化后,电转化入BJ5183菌内,与其含有的骨架载体pAdEasy-1同源重组,再与脂质体混合转染AD-293细胞,包装成完整的腺病毒,经RT-PCR、间接免疫荧光鉴定后扩增,收集病毒液,免疫BALB/c小鼠,并分析了体液免疫、黏膜免疫和细胞免疫效果.结果表明,重组质粒pShuttle-CMV-P52插入片段为1 202 bp;同源重组成功;重组腺病毒可以正确表达目的蛋白,效价达1×106TCID50/mL.重组病毒经肌肉注射和滴鼻均可诱导小鼠产生血清和肺匀浆液特异性IgG、SIgA,但不能诱导特异的淋巴细胞增殖.证实,成功构建了表达p52基因的重组腺病毒,该病毒可诱发小鼠产生特异的体液免疫和黏膜免疫,但不产生细胞免疫应答.     

重组鸡痘病毒rFPV-VP3-F的遗传稳定性及在鸡体内的表达

为了评价重组禽痘病毒rFPV-VP3-F的遗传稳定性,将rFPV-VP3-F在鸡胚成纤维细胞(CEF)连续培养20代.对第5、10、15和20代病毒的F基因进行扩增及序列分析,未发现F基因发生氨基酸改变;通过间接免疫荧光方法检测各个代次rFPV-VP3-F中F基因特异表达的情况;将rFPV-VP3-F和禽痘病毒FPV017分别接种于35日龄商品鸡,在免疫后第7、14、21、28、35 d采集各组血清,检测中和抗体效价.结果显示,F基因在重组禽痘病毒中可以稳定遗传,可在CEF中表达相应蛋白,可刺激鸡产生相应的抗体.     

In a World of Their Own: Security‐cleared Counsel,Best Practice,and Procedural Tradition

This article charts how security‐cleared counsel have been constructed as a mechanism for managing the tension between security and fairness in secret trials and transferred across national boundaries as an example of ‘best practice', before going on to evaluate recent cross‐cultural and transnational research on this ‘best practice'. Particular attention is paid to the central role played by the European Court of Human Rights (ECtHR) in promoting the role of ‘special advocates’ and a contrast is made between the methodologies deployed by the Court and those used in recent research to identify and problematize ‘best practice’ within the closed world of security‐cleared counsel. The article then goes on to explore the relationship between ‘best practice’ and procedural tradition and argues that normative solutions advancing ‘best practice’ need to pay careful attention to the procedural contexts and cultures in which they are embedded.     

公共政策话语与新媒体话语的沟通与解读

随着信息技术的日新月异和媒介用户的激增,我国已进入全媒体时代。在十九届中共中央政治局第十二次集体学习时,习近平总书记强调,全媒体时代是伴随着全媒体的不断发展,出现了全程媒体、全息媒体、全员媒体、全效媒体,从而信息无处不在、无所不及、无人不用,导致舆论生态、媒体格局、传播方式发生深刻变化的时代。因此,只有依托媒介融合才能增强新时代的传播力。公共政策要借助新媒体传播就需要在保留其话语风格的基础上适应后者的话语风格,这就需要两者之间进行沟通与解读。     

破产撤销权的制度设计

破产撤销权作为一种保护破产宣告之前债权人利益的制度,设定的目的在于保护全体债权人的整体利益,对于任何损害债权人整体利益的个别清偿行为或减少破产财产的行为予以撤销,以期实现破产法许可债权人公平合理的分配债务人破产财产的基本宗旨。破产撤销权制度设立的理论基础为具体制度的构建提供了合理性标准,为具体制度的实施提供了有力保障。     

后金融危机阶段美国对华关系新定位与亚太地区安全战略调整

随着中国国际作用影响的迅速上升,适应中国和平崛起的态势,成为奥巴马政府对华关系新定位与调整亚太地区安全战略的重要背景条件。奥巴马上台后,中美关系大起大落,表明金融危机阶段的中关关系正在发生深刻变化,奥巴马政府第二个《中美联合声明》提升两国关系定位,对华政策呈现出从“接触加遏制”政策向“尊重加牵滞”政策调整的取向,美国亚太地区安全战略也进一步调整。这一战略调整,不能简单解读为以中国为主要战略目标。发展“相互尊重、互利共赢的合作伙伴关系”,是中美两国共同努力的目标,但是实现这一目标依然存在战略互信基础脆弱的局限。
