Audits of government entities offer a potential tool to hold public officials to account and to improve the functioning of public administration; however, empirical studies of audit impacts show mixed results. This is largely due to the diversity of audit regimes with different goals and accountability mechanisms, which yield different causal chains. In this study, I compare three distinct audit regimes with distinct casual mechanisms in Honduras. I find that backward-looking audits, which aim to hold officials accountable for past behavior or performance, require effective horizontal accountability mechanisms to investigate and prosecute cases. Forward-looking audits, which aim to hold officials accountable for future behavior or performance, require independent accountability mechanisms, a systematic follow-up methodology, public dissemination, and pressure from the media and civil society. Complementary initiatives that build on audit recommended reforms are found to strengthen these weaknesses in the causal mechanism linking audits to outcomes.  相似文献

Although there have been many studies that address the representation of women in parliament, there are few analyses that compare the current state of gender representation between democracies and non-democracies. Focusing on Africa, Central and South America, as well as Asia and the Pacific region, this paper evaluates whether democracies have more female deputies or whether female representation increases with the maturity of democracy. While controlling for the type of electoral system, quotas, women's participation in the workforce, a state's GDP, as well as its degree of corruption and Communist regime type, this cross-national analysis reveals that the variable democracy does not affect the representation of the genders in parliament. Women's parliamentary representation also does not increase with the maturity of democracy.  相似文献

With the increase of cross-Strait economic activity, the interaction between Taiwanese business people and the Chinese government has gradually changed. As Taiwanese investment grew in volume, so did the number and frequency of contacts between the parties; a more institutionalised form regulating these contacts was established as a result. Nowadays Taiwanese businessmen have become an identifiable factor in Chinese governmental policy implementation; the process also has far-reaching implications. This paper argues that Taiwanese capital has become a Chinese governmental security asset and examines the importance of this factor when discussing conventional government/business interaction. This paper concludes that a superior national interest guides the warm welcome given by the Chinese government to Taiwanese businessmen.

There is good reason to believe that blogs are changing politics, but we don’t know exactly how. Nor do we know whether the normative consequences of blogs for politics are likely to be good or bad. In this special issue, we and our co-authors undertake the first sustained effort to map the empirical and normative consequences of blogs for politics. We begin by setting out basic information about blogs, and some anecdotal evidence suggesting that they are indeed politically important. We go on to identify the key empirical and normative questions that blogs raise, and discuss the dearth of relevant data in the existing literature. We conclude by summarizing how the authors of the articles gathered in this special issue help fill this gap.  相似文献

The rise of bloggers raises the vexing question of why blogs have any influence at all, given their relatively low readership and lack of central organization. We argue that to answer this question we need to focus on two key factors—the unequal distribution of readers across weblogs, and the relatively high readership of blogs among journalists and other political elites. The unequal distribution of readership, combined with internal norms and linking practices allows interesting news and opinions to rise to the “top” of the blogosphere, and thus to the attention of elite actors, whose understanding of politics may be changed by frames adopted from the blogosphere.  相似文献

Campaign advertising can provide benefits to constituencies when used to fund the distribution of useful information, but voters can be harmed if candidates finance such advertising by trading policy favors to special interests in exchange for contributions. We report data from novel laboratory campaign finance experiments that shed light on this tradeoff, and that provide rigorous empirical evidence on formal campaign finance theory. Our key finding is that voters respond to advertising differently between special interest and publicly-financed campaigns, and that the nature of this difference is qualitatively consistent with formal models’ predictions.  相似文献

In a recent Public Opinion Quarterly article “Is the Academy a Liberal Hegemony?,” John Zipp and Rudy Fenwick pit themselves against “right-wing activists and scholars,” citing our scholarship (Klein and Stern in Academic Questions 18(1): 40–52, 2005a; Klein and Western in Academic Questions 18(1): 53–65, 2005). Here, we analyze Zipp and Fenwick’s characterization of our research and find it faulty. We, then, turn to their self-identification “liberal vs. conservative” findings and show they concord with our analysis. If one feels that it is a problem that humanities and social science faculty at 4-year colleges and universities are vastly predominantly democratic voters, mostly with views that may called establishment-left, progressive, or status-quo oriented, then such concerns should not be allayed by Zipp and Fenwick’s article. We commence the article with a criticism of the “liberal versus conservative” framework because it is the source of much of the confusion surrounding controversies such as the one over the ideological profile of faculty.  相似文献

This study used relational content analysis to assess the relative importance of criminal justice pioneers (N = 44) as identified by Jones (2005). Comparisons were made in terms of race, gender, area of focus, level of education, era of birth, longevity, and the amount of space (i.e., pages) devoted to each biography. The results were threefold: (1) most of the designated pioneers were born between 1901 and 1950 where a significant number contributed in the area of law enforcement, (2) all women pioneers were Caucasian and outnumbered African American pioneers by more than more than a 2:1 ratio, and (3) men were ten times more likely than women to be regarded as pioneers. The implications of these findings are discussed regarding the perceived relative importance of certain personalities based on the amount of space devoted to their bibliography.  相似文献

First Amendment absolutists and proponents of speech regulation are locked in a normative stalemate over the best way to diminish racial "hate speech." I argue that this stalemate can be overcome by considering a more expansive theory of the "force of words" and the risks the right of free speech entails for individuals. Drawing on a cultural theory of symbolic power, I discuss the merits and limitations of two recent texts which redefine hate speech as discriminatory conduct. As an alternative to this strategy, I develop an analytical framework for describing the social risks the right of free speech entails, and propose juridical and deliberative-democratic remedies that might redistribute and attenuate these risks. Cultural and legal theory can find common ground in the analysis of the undemocratic effects of symbolic power. Such common ground can be achieved if legal theorists consider the force of words as a problem for democracy and if cultural theorists consider the resources provided by democratic institutions and practices for the redistribution of the social risks of speech  相似文献
