Post-conflict governance is an increasingly important aspect of foreign development assistance in sub-Saharan Africa (SSA), where the weakening and disintegration of the state undermine sustainable human development. A major challenge in post-conflict rebuilding in SSA concerns the incorporation of subnational non-state structures and informal institutions into the post-conflict governance apparatus. In order to tackle this apparent gap in sustainable peacebuilding, more theoretical and empirical research is needed into the nuanced role(s) and contribution(s) of the post-conflict state in reconstituting governance and rehabilitating communities. This article discusses the post-Washington Consensus (PWC), an emerging development approach which seeks to re-introduce the role of the state in development and post-conflict studies. The central proposition of the article is that, contrary to the anti-statist premise of the Washington Consensus, states, non-state structures, and informal institutions play an important role in cultivating institutional reconciliation, interpenetration, and integration between macro-level government structures and subnational social institutions. 相似文献

Much of the recent literature on customary property relations in sub‐Saharan Africa has highlighted underlying characteristics of negotiability and indeterminacy. Custom is prone to reinvention as resource claimants manipulate customary references across multiple forums for property legitimation and authority. This article focuses on the resilience of customary property relations in East Timor. Based on a study of customary authority in the village of Babulo, we conclude that traditional Timorese narratives of first possession, where land authority is claimed by groups that trace descent to a mythic first settler, have acted as adaptive and resilient focal points for the reproduction of customary property relations in historical circumstances of war, colonization, and occupation. While a finding of customary resilience is not new to postcolonial contexts, the relative novelty of our study lies in its structured explanation for resilience in circumstances of war and displacement, based on the social ordering capacity of first possession principles themselves. This explanation, which derives from focal point theories for cooperative property relations, also takes into account a number of limits on the ordering capacity of first possession principles, which support a conclusion of relative or constrained resilience, particularly in terms of contested interpretations of possessory authority in contemporary East Timor. 相似文献

This article examines the congressional vote for HR3734, The Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The primary concern is to identify the factors that had a significant influence over the voting decision, paying special attention to representative ideology measured by Americans for Democratic Action and American Conservative Union voting scores. An empirical model is developed and estimated using logistic regression. The model incorporates proxies for representative ideology, constituent ideology, constituent economic interests, and the potential for legislative shirking. The results indicate that representative ideology was an important factor in the vote, but that constituent ideology and interests were also influential. Knowledge of the pattern of voting on the original legislation should prove useful to policymakers as the need for further refinement of the welfare system becomes evident, as it almost surely will. 相似文献
