The intellectual study of public administration was developed by two separate groups with two distinctive orientations to the field, called here the “Public Service” and the “Public Management” orientations. Both orientations have coexisted in public administration despite their differences largely because they each addresses some of the weaknesses of the other. Interest in profit sharing as a form of flexible pay is part of a larger interest in more flexible personnel practices. The interest in flexibility, in turn, reflects a perceived increase in product-market uncertainty. Where in the past employers have offered job security - due to legal mandate or practice - increased product market uncertainty makes such job “insurance” more costly. Job security protections can be viewed as an employee option to sell labor at the going wage, even when its value to the firm has dropped. As is true of financial options, the cost increases with the variability of the value of the underlying asset. Recent political trends in the U.S. suggest that there are social costs to the flexibility in American labor markets about which mainstream politicians have little to offer. 相似文献

This article is about how political regimes should generally be classified, and how Latin American regimes should be classified for the 1945–99 period. We make five general claims about regime classification. First, regime classification should rest on sound concepts and definitions. Second, it should be based on explicit and sensible coding and aggregation rules. Third, it necessarily involves some subjective judgments. Fourth, the debate about dichotomous versus continuous measures of democracy creates a false dilemma. Neither democratic theory, nor coding requirements, nor the reality underlying democratic practice compel either a dichotomous or a continuous approach in all cases. Fifth, dichotomous measures of democracy fail to capture intermediate regime types, obscuring variation that is essential for studying political regimes. This general discussion provides the grounding for our trichotomous ordinal scale, which codes regimes as democratic, semi-democratic or authoritarian in nineteen Latin American countries from 1945 to 1999. Our trichotomous classification achieves greater differentiation than dichotomous classifications and yet avoids the need for massive information that a very fine-grained measure would require. 相似文献

In this article, we analyse changes in the circulation of advertisements of policing products at security expos between 1995 and 2013. While the initial aim of the research was to evidence shifts in terrorist frames in the marketing of policing equipment before and after 9/11, our findings instead suggested that what we are seeing is the rise of marketing to police as “vulnerable warriors”, law enforcement officers in need of military weapons both for their offensive capabilities and for the protection they can offer to a police force that is always under threat. 相似文献

It contributes to development research on two fronts. First, it examines the role of the university in the South and their collaborations with NGOs.
