Value,Growth, Development: South American Lessons for a New Ecopolitics

Current debates on politics and ecology in South America offer a number of lessons on the controversy concerning ecosocialism and degrowth. Some recent experiments on the South American left show a strong emphasis on socialism while deploying conventional developmentalism including decisive social and environmental impacts. In this dispute the different conceptions of value are very clear. Original perspectives on Buen Vivir as a radical critique of development point to alternatives that are at the same time post-capitalist and post-socialist, alternatives in which the recognition of the intrinsic value of the non-human is a core component.     

Assessing the impacts of a peer-to-peer training programme for women in Peru

This article reports on research that aimed to assess the economic and social impacts of a peer-to-peer training programme targeted to women in Peru, looking at overall and differentiated impacts according to design features, on a sample of 300 women in participant and non-participant communities. The study found significant positive impacts on women’s time devoted to work outside the house and in their saving propensity, although no significant change on time allocated to domestic activities. It also detected some effects on an index of family cohesion and on home improvements. Finally, there was evidence that some design features influence the magnitude and significance of these impacts.     

Dynamics of State Modernization in Colombia: The Virtuous Cycle of Military Transformation

Military transformations are usually understood as linear processes involving diverse, steady, and costly initiatives to be achieved during a specific timeframe. However, other influencing elements, such as assessment, follow-up, and feedback from the personnel in charge of enforcing and evaluating their implementation, are often disregarded. This article seeks to bridge this information gap and provide a model to analyze the transformation of the military forces of Colombia as a virtuous cycle using the perceptions of its future implementers as its core and main evaluating resource. The questionnaire developed focuses on national interests and the roles and functions of the military forces, gathering the perceptions of officers who will be responsible for implementing the transformation. The statistical findings suggest that determining threats, factors of influence, obstacles, enhancers, and priorities such as drug trafficking, defense expenditure, conflict of interests, fiscal responsibility, and doctrine and policy are central to obtaining successful outcomes.     

Marginal vote seeking in multi member districts

Differences in the number of seats that similar vote shares can deliver make some votes more marginal than others. In multi-member district systems, high-marginal-return votes are very volatile and research has assumed that parties do not go after them. This paper rejects this assumption, introducing a theory of marginal vote seeking across multi-member districts. By leveraging a novel mathematical algorithm and a cross sectional data set, we find evidence that parties seek marginal votes in these systems despite their volatility. In the case of the poverty alleviation programs used here, their use to attempt to secure marginal votes overwhelms the program’s poverty alleviation goals. Estimates suggest that a district’s share of a program’s budget can increase by as much as 8% simply because of this district’s likelihood of delivering marginal votes.     

La Generalización del Impuesto al Valor Agregado: ¿Una opción para México?

Given poor tax collection in Mexico –which has registered an average of 10 to 11 percent of the GDP over the last 10 years, while spending has remained around 20 percent–, fiscal reform has been a recurring issue in public debates. In this context, the vat generalization appears as a major option for the country. Nonetheless, its viability has been caught in a discussion tinged with dogmatic hues. This paper presents some important elements that should be taken into account in the debate regarding a generalization of the vat. If the argument for not generalizing this tax is based on the tax’s regressive turn, it should then be stressed that current tax structure has created a situation of greater inequality in terms of the recipients of the support.     

The Politics of Urban Violence: Challenges for Development in the Global South

At the start of the twenty-first century, urban violence represents one of the most significant challenges for development across much of the Global South. This essay introduces a new framework for analyzing the politics of urban violence that combines a subnational comparative perspective with multi-method and multi-level approaches. The empirical contributions to this special issue analyze the politics of urban violence and its consequences for development in major cities across Africa, Latin America, and South Asia. First, the contributors show how variation in the nature of relations between states and local armed actors poses distinct implications for several outcomes, including patterns of violence, associational life, and economic markets. Second, the volume unpacks how the integration of developing world cities into both licit and illicit global economic flows impacts local patterns of and political responses to violence. And, third, the contributions identify how actors and interests that operate at multiple territorial and institutional scales influence the local dynamics and consequences of urban violence.     

The Alliance System of the Abu Sayyaf, 1993–2000

Unsettled conditions on Jolo and Basilan islands in the southwestern Philippines have seriously hampered efforts to obtain information about the Abu Sayyaf. The result has been a continuing ignorance over the most fundamental features of the group. In the attempt to broaden our understanding of its structure, this article examines data drawn from an array of sources in light of the authoritative work of Thomas Kiefer on the traditional Tausug alliance system on Jolo. It argues that the Abu Sayyaf consists of a system of alliance groups of the kind customarily found in Muslim Filipino societies.     

通过市场机制实现政府公共管理职能问题研究——以深圳市西乡街道为例

在城市化进程中,我国各级政府面临如何更有效地提供优质的公共服务和管理的问题。2008年以来,深圳市宝安区西乡街道在辖区内探索公私合作进行城市街区公共管理的新模式,这一新举措的最大特点在于通过市场机制实现政府公共管理职能。本文拟在介绍这一改革具体过程的基础上,分析政府公共管理职能市场运行的理论合理性、实践必要性、合法性及正当性,并对其进一步完善及推广进行讨论,以期对我国城市管理机制创新提供有益的借鉴。     

Legal Culture and State Building: Liberal Constitutionalism and <Emphasis Type="Italic">Droit Administratif</Emphasis> in early Twentieth Century Argentina

This paper deals with the ways in which jurists and law professors applied transnational systems of public law, in particular US constitutionalism and French droit administratif, in their approaches to the state building process in late nineteenth century Argentina. In covering these movements of adaptation of a nascent legal culture to changing ideological and political circumstances, this article attempts to illuminate the strong links between the process of institutionalization of certain academic disciplines or forms of social knowledge, and modern state building in Latin America.     

High resolution Y chromosome typing: 19 STRs amplified in three multiplex reactions

Nineteen Y-specific short tandem repeat (STR) loci have been amplified in 768 samples from the Iberian Peninsula in order to evaluate their usefulness in forensic casework. Two previously published multiplex reactions by Thomas et al. [Hum. Genet. 6 (1999) 577] (MS1, modified here: DYS19, DYS388, DYS390, DYS391, DYS392 and DYS393) and by Ayub et al. [Nucl. Acids Res. 28 (2000) e8] (CTS: DYS434, DYS435, DYS436, DYS437, DYS438 and DYS439) plus a novel one reported here (EBF: DYS385, DYS389, DYS460, DYS461, DYS462 and amelogenin) have been used. DYS385, DYS439 and DYS391 were the most informative loci with allele diversities of 0.7997, 0.6683 and 0.5940, respectively. A total of 635 different haplotypes were observed, of which 573 (90.24%) were found in single individuals. The overall haplotype diversity was 0.9988 and that obtained by each multiplex system was 0.9812 for EBF, 0.9292 for MS1 and 0.9089 for CTS.
