Keeping discourses separate: explaining the non-alignment of climate politics and human rights norms by small island states in United Nations climate negotiations

The Alliance of Small Island States (AOSIS) encompasses more than 40 low-lying and island developing states that are among the most vulnerable but also most vocal parties in international climate negotiations. Over the years AOSIS's strategies comprised of the building of scientific expertise, and leadership by example, but also a particular framing that puts emphasis on multilateral processes to deal with issues of common concern and established principles of the international community. The initial assumption of the paper is that a frame alignment of climate change and human rights concerns would strengthen the coalition's moral and legal arguments. However, as a frame analysis of close to 50 coalition submissions and statements reveals, such a linkage is not established. The paper concludes by outlining three possible explanatory factors for this observation: the nature of the issue area, the character of the coalition and the professional background of AOSIS negotiators.     

Of ‘Strong’ Leadership,Crisis Communication,and Pooper Scoopers: Change in the Queensland Public Service Under Newman

Governments have historically offered their workforce a public service bargain founded on stable pay and conditions and job security. However, while the Westminster system aims for public service employment to be protected from the whims of government, public servants are nonetheless affected by the political environment in which they operate and changes to this bargain can occur with a new government. This paper focuses on a Queensland public service change process that resulted in large‐scale forced redundancies, non‐renewal of temporary contracts, and legislative changes that nullified the provisions in job security, organisational change, and redundancy policies. Using communication as a lens through which to understand leadership, it examines how the government communicated with the public service about this organisational change, immediately before and after the 2012 election. In particular, through analysis of public and media commentary, speeches and Hansard records, it examines Premier Newman's change leadership and communication by contrasting pre‐election messages to the public service with post‐election messages about the public service and the justifications for change during this period of downsizing. This analysis is used to reflect on political leadership, communication, fair treatment, and trust in public service change.     

Britannia waived the rules: The Major government and the 1994 Rwandan genocide

Ten years after the 1994 Rwandan genocide occurred, seriousquestions remain about the circumstances of the British government'sresponse. This article critically evaluates the response ofJohn Major's government to the genocide. It does so in fourstages. The first section provides a brief overview of the Majorgovernment's international agenda in 1994, focusing on Britishpolicy towards the war in Bosnia and the African continent ingeneral. The second section deals with the substance of Britain'sRwanda policy, while the third discusses the ways in which thispolicy has been almost totally omitted from mainstream accountsof this period. The final section provides a critical evaluationof some of the tactics that British officials employed to avertcriticism of their government's policies. Based on the evidencepresented we conclude that the British government displayeda deeply troubling indifference towards the victims of Rwanda'sgenocide.

The environmental nightmare of the economic miracle: Land abuse and land struggles in Taiwan

Abstract

This is an article about gut feelings: The kind of gut feeling you get when you step out of an elegant wood-paneled coffee shop in Taipei, where you have sipped a dense European brew at U.S. $6.00 for a small cup, and are assaulted by a whirl of grit and trash in the humid eddies of air, the noxious fumes of motorcycles, and the growl and honk of nearby traffic. The mounting nausea you feel when you cannot avoid eyeing slop spilled from restaurant pails left for pickup by pig farms, mounds of used styrofoam bowls and drink cartons, mangy dogs rooting in the corner garbage heaps awaiting early morning collection, and scraps of rotting wood and rusting metal from long-abandoned carts. The unease you feel when you seek escape from the congested city center and find debris from construction sites egregiously scattered in supposedly scenic spots, and industrial and household waste piled up on every otherwise open piece of land, whether vacant lot or graveyard knoll. The choke and dry cough that becomes habitual after a few days of too many hours in stop-and-go city traffic, evenings of endless banquets with chain smokers, and nights in which the smoke of chemical emissions from faraway factories—venting illegally but with impunity under cover of darkness—seeps into your apartment, where you thought you were safe with your cool tiled floors and humming air conditioners.     

STUBBORN LEGACIES OF WAR: Japanese Devils in Sarajevo

Japanese Devils, a documentary of personal confessions of war crimes by Japanese Imperial soldiers in China duringWorldWar II, was invited to the Sarajevo Film Festival, in August, 2002. Accompanying the film and its director to Sarajevo, the author, an American, sensitive to the postwar Japanese experience, discovered a people and city still deeply traumatized by war. The visit prompted a series of questions about the origins of genocide, the consequences of targeting civilians in war, and our collective responsibility to question and listen to the stories of perpetrators, as civilians increasingly become explicit targets in hostilities.     

Balancing acts in construction: A study of two women painters in Denmark and Britain

The construction industry is the most male-dominated labour market in every country in Europe. In Britain and Denmark, women constitute only 1% of those employed in this industry. In spite of the barriers to women entering and remaining in skilled construction work, inroads have been made. Amongst housepainters in Denmark, for instance, women constitute 27% of the workforce and 40% of trainees, and in a number of local authorities' Direct Labour Organisations in Britain, relatively high proportions are to be found. Through the example of two women painters in Britain and Denmark, each with over 14 years' continuous employment, the authors identify the opportunities and obstacles to women entering and remaining in the construction industry. The commonalities and differences between the two countries are illustrated, and it is shown how integration has successfully occurred where social and working conditions are better. The paper concludes that gender segregation and the exclusion of women can be attributed to structural discrimination through training and recruitment mechanisms, the nature of labour relations, employment conditions and the wage system.
