Based upon a county level analysis, this article explores the complex processes of poverty mis-targeting in China and supplements
the pre-existing literature with a bottom-up analysis. It argues that the rational calculations of key county leaders, shaped
by a combination of formal and informal institutions, determine whether a county, irrespective of poverty level, competes
for the title of “state-designated poorest county (SDPC).” This article also demonstrates that the interaction between formal
and informal institutions is dynamic and subject to change. For future relevant research, this article suggests to analyze
the practice of poverty reduction in a disaggregated manner by examining the interplay within and among different levels of
government.

The American electric utility industry is entering a moment of transition. Once viewed as a stable and secure consortium of
publicly regulated monopolies that produce and distribute electricity, the industry has weathered market restructuring only
to face the ever-present risk of natural disasters, price fluctuations, terrorist attacks, and blackouts. This paper uses
five criteria—technical feasibility, cost, negative externalities, reliability, and security—to evaluate the broad portfolio
of energy technologies available to American electricity policymakers. Upon close inspection, energy efficiency practices,
renewable energy systems, and small-scale distributed generation technologies appear to offer many advantages over large and
centralized nuclear and fossil fueled generators. Contrary to the mimetic commentary produced by the media, these three approaches
would present policymakers a superior alternative for curbing electricity demand, minimizing the risk of fuel interruptions

The Social Logic of Politics places social learning at the center of political choice. People develop their political preferences,
knowledge, values, perceptions of ability, and decisions about political behavior in interactions with others, usually members
of their social circles. Political attitudes and goals are not derivatives of exogenous economic preferences. They are not
the results of careful calculations, in which optimization of personal needs guides the mode of reasoning. This theoretical
stance draws sustenance from recent work across the social science, even as it harkens back to established, if neglected principles
of political analysis.

We use economic theory to examine the intensity of fundamentalist sects in which leaders work to enhance their followers’ observance level. We model three stylized situations under which fundamentalist groups function, examining the intensity of observance in each. Abstract. This article is an exploratory analysis of the efficacy of parliamentary representation as a means to moderate ethnic conflict in new democracies. The authors agree with many others that the interests of a minority ethnic group are better protected when the group has access to decision makers, can block harmful government policies and veto potentially damaging decisions. Parliamentary representation, however, does not always allow for an effective representation of those who are not in government. Seats in the legislature may be of little use in a parliament where the executive dominates the policy process at all stages. This article focuses on the new democracies of Eastern Europe and the former Soviet Union between 1990 and 2000. The authors use the number of parliamentary seats obtained by minority ethnic parties as their main independent variable and the MAR ethnic protest and rebellion scores as their dependent variables. In addition, they employ the system of government (i.e., parliamentary versus presidential) as a proxy indicator of the degree of influence that parliamentary parties have over decision making. A cross-section-time-series regression analysis shows that the ameliorative effect of parliamentary representation over ethnic conflict is stronger in those legislatures where the ethnic group has effective influence over decision making. It is also shown that representation within national parliaments has no ameliorative effects over violent secessionist conflicts. When the ethnic minority's demands are too radical, parliamentary representation is simply an inadequate instrument. 相似文献

of the other. In solving the mystery of the small town, the detective provides moral instruction and restores the town’s innocence.
In solving the mystery in the big city the detective reveals the city as part of the mystery and provides the reader with
temporary orientation to the city. Mysteries have grown with the growth of the cities and now appear in every country of the
world.

Campaigns rely upon both paid and volunteer phone calls to mobilize voters. Past field experiments show calls from volunteers to increase turnout and paid calls to be wholly ineffective. This article argues that the quality of phone calls rather than the presence or absence of a payroll explains this regularity. Three aspects of quality are considered: monitoring pace and interactivity, timing, and message. A fully randomized field experiment with over 100,000 subjects comparing professional and volunteer phone banks simultaneously was conducted during the 2002 congressional elections to test this hypothesis. The experiment discovers precisely the opposite relationship of prior research: effective professional phone banks and inefficient volunteer phone calls. The experiment also finds substantial temporal decay. The specific messages appear less important than tone or timing. The implications for the role of campaign consultants, replacing social capital, voter psychology, and the capacities of civic organizations are discussed. 相似文献
