Sexual attitudes and behavior of bulimic women: A preliminary investigation

One-hundred and seventeen college-aged women at varying risk for developing bulimia answered a number of questions addressing their attitudes toward and comfort with sexuality as well as their sexual and contraceptive history. Risk for developing bulimia was unrelated to sexual attitudes and weakly related to greater comfort with sexuality. High-risk women reported first engaging in intercourse at earlier ages and were also more likely to engage in risky contraceptive behavior than their lower risk counterparts. Despite their tendency to report a greater number of previous sexual partners, high-risk women currently engaged and expected to continue to engage in sex less frequently than lower risk women. Taken together with previous findings, results suggest that the relationship between risk for bulimia and certain patterns of sexual behavior reflects a general cycle of impulsive and controlling behavior exhibited by high-risk women. When is Growth Not Growth? The Curious Case of Mental Health Budgeting in New York

This article argues that the adverse impact of Medicaid on state budgets alleged in various public debates has been overstated, in some measure because of the inaccurate and misleading manner in which Medicaid expenditures are appropriated in state budgeting systems. Data on Medicaid and mental health spending in the state of New York is used for analysis. The first section provides a Medicaid spending and budgeting background. The second section discusses Medicaid and mental health in New York. The third section describes actual budgeted spending for mental health in New York, and the final section provides a discussion and concluding comments.

A Successful Transition? ACT Public Finances Under Self-government

Generous Commonwealth funding before self-government in 1989 meant that the ACT enjoyed high government expenditures and low taxation compared with the states. Self-government meant a transition to normal state funding, ultimately involving substantial reductions in Commonwealth grants. Successive governments aligned taxes with other jurisdictions, but failed to reduce expenditures, which remained well above Commonwealth Grants Commission (CGC) assessments of levels necessary to provide a standard level of services. The fiscal position — however measured — has worsened. The transition to normal funding has been unsuccessful and, without the necessary adjustments, a heavy burden will be placed on future Canberrans.     

Elite Interviewing: Approaches and Pitfalls

Interviews are one of the major tools in qualitative research, although there is a limited literature on the subject of interviewing generally and elite interviewing particularly. The aim of this article is to introduce some of the issues involved in elite interviewing to researchers new to the use of the technique. Emphasis is also placed on the need for the interviewer to know his/her subject thoroughly, and to be prepared to be flexible in an interview situation. The information is based on the author's own recent experience of interviewing a number of top civil servants, both serving and retired.
