The “Indo-Pacific”—New Regional Formulations and New Maritime Frameworks for US-India Strategic Convergence

This article argues three things. First, it argues that at the conceptual level there has been a strategic rediscovery of a maritime regional framework, the Indo-Pacific. Second, it argues that at the policy level there is a significant regional security convergence, a degree of strategic balancing, between India and the United States in this Indo-Pacific. Third, it argues that at the causal level there is a common maritime challenge from China faced by India in the Indian Ocean and by the United States in the Pacific Ocean, a common Indo-Pacific strategic challenge which is generating this significant US-India naval convergence. In order to deal with such matters, the article looks at the strategic discourse employed around the concept of the Indo-Pacific, and the related maritime assets deployed in the Indo-Pacific by the United States and India.     

Tracing the Flow of Policy Ideas in Legislatures: A Text Reuse Approach

This article proposes a new approach to investigating the substance of lawmaking. Only a very small proportion of bills become law in the U.S. Congress. However, the bills that do become law often serve as vehicles for language originating in other bills. We investigate “text reuse” methods as a means for tracing the progress of policy ideas in legislation. We then show how a focus on policy ideas leads to new insights into the lawmaking process. Although our focus is on relating content found within bills, the same methods can be used to study policy substance across many research domains.     

Portable high‐resolution automated 3D imaging for footwear and tire impression capture

The forensic science community raised the need for improved evidence recognition, collection, and visualization analytical instrumentation for field and laboratory use. While the 3D optical techniques for imaging static objects have been extensively studied, there is still a major gap between current knowledge and collecting high‐quality footwear and tire impression evidence. Among optical means for 3D imaging, digital fringe projection (DFP) techniques reconstruct 3D shape from phase information, achieving camera‐pixel spatial resolution. This paper presents a high‐resolution 3D imaging technology using DFP techniques dedicated to footwear and tire impression capture. We developed fully automated software algorithms and a graphical user interface (GUI) that allow anyone without training to operate for high‐quality 3D data capture. We performed accuracy evaluations and comparisons comparing with the commercial high‐end 3D scanner and carried out qualitative tests for various impressions comparing with the current practices. Overall, our technology achieves similar levels of accuracy and resolution with a high‐end commercially available 3D scanner, while having the merits of being (1) more affordable; (2) much easier to operate; and (3) more robust. Compared with the current practice of casting, our technology demonstrates its superiority because it (1) is non‐destructive; (2) collects more evidence detail than casts, especially when an impression is fragile; (3) requires less time and money to collect each piece of evidence; and (4) results in a digital file that can easily be shared with other examiners.

Introduction

ABSTRACT

This article argues for the analysis of the flow of ideological discourse through society within and across three distinct but interrelated levels: (1) the canonically defined, or macro level, (2) the intermediate or meso level of competitive political appeals, political relevant public discourse and cultural criticism, and (3) the everyday or micro level of conceptual use by non-experts. This differentiation among levels of ideological action and influence helps us to clarify the objects and appropriate methods of ideological analysis. Methods applied in specific cases must facilitate an effective focus on phenomena on one of these levels while still allowing recognition of the complex forms of direct and indirect conceptual influence and connection between the levels. The article also serves as an introduction to the volume, giving a brief account of the analysis and argument of each contribution.

The election of the first government of the Justice and Development Party (AKP) in 2002 was a turning point for Turkey. People wanted change. That's what the AKP offered. Their successful economic management has seen Turkey transformed over the last 12 years. Foreign policy initiatives also prospered and relations with a number of neighbours improved.. More recent events have led some commentators to ask whether Turkey is moving forwards or backwards on the democratic path. There are concerns that the Ataturk legacy of a secular state is being slowly eroded by the forces of a conservative democracy and that too much power is now concentrated in the hands of Mr Erdogan. This is the background to the 2013 riots in (westernised) Istanbul. And the situation in the region leaves little room for optimism. The challenge now is to promote the political stability and predictability that will encourage continuing foreign and domestic investment in Turkey and to undertake the further structural reforms essential if Turkey is to rise out of the middle income trap and climb into the group of wealthier nations.
