Managing “wicked” issues like the tobacco epidemic is addressed using a combination of Open Systems Thinking (OST) and Actor–Network Theory (ANT). OST was used to construct a model of the tobacco problem as a management system acting in a broader environment. This highlighted several problems with the current system but provided no mechanism for reform. ANT, the “sociology of translation,” was used for understanding how change occurs. Unlike systems thinking, ANT focuses the contest for change on heterogeneous networks of human and nonhuman actors that must be constructed through a process of defining and defending models of change, building alliances, gaining public acceptance, and finally achieving institutional acceptance of the reform (or of some compromise). We then show how this dual approach can shed light on a current challenge in controlling tobacco, the issue of product regulation, and the broader issue of harm reduction versus harm elimination.  相似文献

Long-term public disability programs in the United States and several other countries have incorporated fast-track (FT) procedures that share a common goal of accelerating applicants through various stages of the disability determination process--generally for those with severe disabilities, blindness, or terminal illness. This article identifies a variety of FT procedures either implemented or under consideration in public long-term disability programs operated in the United States and other countries; compares FT procedures in those disability programs with respect to specific program features, differences with respect to the administrative components involved in those procedures, and the level of technology used; examines more generally why countries may consider implementing FT procedures; and describes how FT procedures may be employed to improve overall processing of claims and contribute to disability case management.  相似文献

Representatives have more effective incentives to cater to the preferences of the majority of citizens when they are elected in districts with few rather than many seats. We investigate this hypothesis empirically by matching Swiss members of parliament’s voting behavior on legislative proposals with real referendum outcomes on the same issues for the years 1996 to 2008. We thus identify the impact of district magnitude on representatives’ incentives to adhere to citizens’ revealed preferences. We find systematic, statistically significant and economically relevant evidence that individual representatives from districts with few seats vote more often in line with majority preferences.  相似文献

This article investigates the implementation of key performance indicators (KPIs) in Western Australia's public mental health system. A nationally agreed performance measurement framework forms part of the much needed reform now taking place within Australia. However, progress in the effective monitoring and reporting of KPIs is slow in most states, including Western Australia. The authors report on the results of a selective case study involving semi‐structured interviews with mental health administrators and offer a more nuanced insight into the intricacies and difficulties involved in performance measurement reform. The principal finding is that effective performance measurement and reporting can be internally problematic, particularly within a fragmented and networked system. This tends to give rise to a conformance‐only approach to performance measurement.  相似文献

One of the most prominent claims to emerge from the field of public opinion is that citizens can vote for candidates whose issue positions best reflect their own beliefs even when they cannot remember previously learned stances associated with the candidates. The current experiment provides a unique and powerful examination of this claim by determining whether individuals with profound amnesia, whose severe memory impairments prevent them from remembering specific issue information associated with any particular candidate, can vote for candidates whose issue positions come closest to their own political views. We report here that amnesic patients, despite not being able to remember any issue information, consistently voted for candidates with favored political positions. Thus, sound voting decisions do not require recall or recognition of previously learned associations between candidates and their issue positions. This result supports a multiple memory systems model of political decision making.  相似文献

Many voters are canvassed by British political parties in the months and weeks immediately preceding a general election – but many are not. The parties are selective in whom they make contact with, and where. They focus on those in marginal constituencies who are likely to vote for them – and having identified them early in the process they contact them again, seeking to sustain that support in the seats where the contest overall will be either won or lost. A large panel survey conducted immediately before and after the 2010 general election allows detailed insight into that pattern of canvassing, identifying who the parties contacted, and where, in the six months prior to the election being called, and then who were contacted during the month immediately preceding polling day, and in how many different ways. Each party focused on its own supporters in the marginal constituencies, and in the middle-class neighbourhoods within those constituencies, but whereas the Conservatives, expecting to win the election, campaigned most intensively in the seats they lost by relatively small margins at the previous contest, Labour and the Liberal Democrats fought defensive campaigns in the seats that they won then. Such tactics were successful; the more ways in which respondents were contacted by a party, the more likely they were to vote for it.  相似文献

Through the in‐depth ethnographic study of one squatter neighborhood in Montevideo and its leader's political networks, this article illustrates a successful strategy through which some squatter neighborhoods have fought for their right to the city. This consists of opportunistic, face‐to‐face relationships between squatter leaders and politicians of various factions and parties as intermediaries to get state goods, such as water, building materials, electricity, roads, and ultimately land tenure. Through this mechanism, squatters have seized political opportunities at the national and municipal levels. These opportunities were particularly high between 1989 and 2004, years of great competition for the votes of the urban poor on the periphery of the city, when the national and municipal governments belonged to opposing parties. In terms of theory, the article discusses current literature on clientelism, posing problems that make it difficult to characterize the political networks observed among squatters.  相似文献

Lip prints are thought to have the ability to distinguish individuals and, hence, have a potential use in human identification purposes. However, questions remain regarding their utility for sex determination. This study aimed to classify lip prints for different individuals in a Portuguese population and to determine whether sex differences exist. Lip prints of 25 females and 25 males were obtained using dark-colored lipstick and cellophane tape. Lip prints were analyzed using a magnifying lens and classified according to the Suzuki and Tsuchihashi classification. A Type II pattern was found to be most common. A comparison of lip-print patterns between males and females showed results with a statistically significant difference: Type III pattern was most common in males, and a Type II pattern in females. This study corroborates the hypothesis that lip prints are able to distinguish individuals and may be useful in sex determination.  相似文献
