Public administrators have long treated their connections with citizens as tools for efficiently achieving results. As Dwight Waldo once commented, their key political concern has been, “How much democracy can we afford?” Increasing use of social media technologies appears to expand citizen input at greatly reduced cost. On the basis of phenomenological investigation of virtual citizen–government relationships, we argue that the political consequences of social media have yet to be noticed fully. A key question in understanding regulation through independent intermediaries is the extent to which intermediary actions are either coordinated, thereby supporting consistency in regulatory application, or uncoordinated, leading to monitoring and enforcement disparities. This paper examines professional associations as one mechanism by which policy action may be coordinated in decentralized arrangements. Professional associations provide means and venues for members to interact, offer training and education that develops shared understanding of policy directives, are collective representation bodies for professional members, and may play an important role in establishing and enforcing collective standards for appropriate behavior. We examine these functions in the decentralized administration of United States organic food certification, focusing on two relevant professional associations – the Accredited Certifiers Association and the International Organic Inspectors Association. Drawing on multiple methods, including interviews and survey data, our findings indicate that professional organic certification associations provide valuable education and training, disseminate information, and facilitate knowledge sharing among administrative entities and with regulatory authorities. We conclude with a discussion of the prospects and limitations of professional associations for third‐party regulation, and how accounting for professional association functions can improve our understanding of regulatory intermediary coordination and conduct. 相似文献
Among the more recognizable programs related to natural and sustainable food is the United States Department of Agriculture’s National Organic Program. Although the robustness of the organic food market is difficult to contest, many debate the extent to which U.S. organic policy outcomes adequately serve consumers and the organic agriculture producers they rely on. This paper engages the debate from the perspective of certified organic producers. Drawing on the results of a nationwide survey of USDA‐certified producers, we first provide a snapshot of how producers assess the environmental, consumer, and market impacts of U.S. organic food policy. We then examine the extent to which organic producers’ policy impact perceptions are associated with their alignment with an “organic ethos”—understood as producers’ commitment to core organic principles and the organic movement. The paper highlights producers’ values as perceptual filters and cognitive mechanisms that help shape producers’ policy impacts perceptions, illustrating a contributing factor to the enduring nature of organic policy debates. 相似文献
Maternal intimate partner violence (IPV) exposure has been linked to negative parenting outcomes. Studies suggest that parenting stress is an intermediary between IPV exposure and parenting, though past work has relied on small, clinically- referred samples. Moreover, it is unclear if parenting is differentially affected by a mother’s recent versus past history of IPV exposure, or whether a mother’s childhood abuse history moderates the associations of IPV with parenting stress and parenting behaviors. The current study examines whether recent IPV, versus past IPV, has stronger associations with parenting stress and parenting behaviors and tests whether maternal abuse history moderates these associations. Using structural equation modeling, we tested relations between IPV (frequency and recency), parenting stress, and parenting behaviors cross-sectionally and longitudinally in a large community sample of IPV-exposed low-income Hispanic and African American mothers of children aged 0–14 years (N?=?1159). We found that mothers who reported IPV exposure in the past year reported higher negative and lower positive parenting behaviors than mothers who reported less recent exposure. Further, we found that the frequency and timing of IPV exposure affected parenting indirectly through increased parenting stress. However, a childhood history of abuse did not appear to sensitize women to these effects. These findings suggest that psychological interventions aimed at reducing the subjective experience of parenting stress, as well as increased access to resources that reduce objective childcare burden, are important for promoting resilience among families exposed to violence.

The influence of childhood contexts on adult blood pressure is an important yet understudied topic. Using a developmental perspective, this study examines the association between neighborhood socioeconomic disadvantage in early childhood (0–5?yrs), middle childhood (6–12?yrs) and adolescence (13–18?yrs) on subsequent blood pressure in young adulthood. Data were from 263 college students (52% Black; Mage?=?19.21 years) and neighborhood socioeconomic disadvantage was measured using a tract-level Area Deprivation Index. Neighborhood disadvantage in early childhood was significantly associated with diastolic blood pressure and explained 22% of the race difference between Black and White adults. The findings are consistent with the notion that early childhood may be a sensitive period for the effects of neighborhood disadvantage on blood pressure.
