Policy Community, Policy Network and Comparative Industrial Policies

This article explores ways in which the relationships between 'government' and 'industry' in the making and carrying out of policy can be compared cross-sectorally and cross-nationally. It draws attention to the accumulating empirical evidence which suggests a disjuncture between conventional characterizations of national economic and industrial policies and processes, with what actually happens in practice. It argues that more systematic attention needs to be given to the analysis of the norms of policy and behaviour at different policy levels. Using the concepts of policy community and policy network, it shows how policy networks can be identified, characterized and compared, and how relationships within networks are regulated by 'rules of the game'.

What does “knock and announce” mean? An analysis of<Emphasis Type="Italic">Wilson v. Arkansas</Emphasis> and its progeny

The U.S. Supreme Court held in Wilson v. Arkansas (1994) that the common law “knock-and-announce” principle formed part of the “reasonableness” inquiry under the Fourth Amendment. However, the Court’s opinion gave little guidance as to what would be unreasonable under these circumstances. Some critics expressed concern that this lack of guidance would lead to many variations among lower courts. Other observers discerned a signal that little should be deemed “unreasonable” in the context of “knock and announce.” These criticisms are analyzed through a review of lower court interpretations of Wilson.

Canadian news. Blood donor screening practices criticized

Critics say that the question about gay men on the questionnaires used to screen blood donors is outdated and discriminatory. But a consensus panel formed to examine the screening process says that the safety of the blood supply is paramount and that any changes to the questionnaire might undermine public confidence in the system.     

Canada refuses to issue a visa to an HIV-positive worker on antiretroviral drugs

Citizenship and Immigration Canada has denied an application for a visa from an HIV-positive man even though he is in good health. The man was seeking to fill a two-year work term in Canada. The case raises concerns about Canada's immigration policies for people with HIV and about the ability of organizations working in AIDS to hire HIV-positive foreign workers.
