The institutional landscape for public land management in the U.S. West underwent a seismic shift in the 1990s as the long‐dominant resource extraction paradigm was replaced by the ecosystem management paradigm. Here we analyze the efforts of community‐based organizations (CBOs), entities that emerged in some locations across the West to help their respective communities navigate the transition from resource extraction to environmental stewardship. Despite their formal status as civil society actors, in practice CBOs came to fill various institutional gaps by taking on roles traditionally assigned to both the state and the private sector. We use a case study approach to examine how the Hayfork, California–based Watershed Research and Training Center engages in institutional work within a setting that is at once both open and constrained, as the rural community within which it operates lacks strong state‐ or industry‐led development trajectories while remaining constrained by the legacies of past institutions. 相似文献

The works of Luther Gulick rank prominently among the contributors who influenced the modern administrative state's development. This paper examines how Gulick played a significant role during the New Deal Era in promoting administrative management in government operations. His commitment to administrative management is further explicated by how he structured efficiency of operations into his now classic organizational perspective so as to make managerial priorities inevitable. While Gulick's efficiency therefore illuminates the supremacy of management purposes, it is also critically elucidated as limiting human development and general participation among organizational employees. 相似文献

Finland and Sweden have been in the forefront of bilateral aid efforts to the neighbouring Baltic States (Estonia, Latvia and Lithuania) especially in the promotion of economic and regional integration. Although Finland and Sweden have refused to contemplate NATO membership themselves, their neighbours are all seeking to enhance their security through NATO membership. It is unlikely that the Baltic States will become part of the Alliance in the short‐term, but new forms of military co‐operation between NATO and its former adversaries are taking place. With the regional security situation in greater flux than at any time during the post‐World War II period, Finland and Sweden are thus being asked to reevaluate their traditional policies of neutrality and non‐alignment. Accumulated evidence from dozens of cash transfer (CT) programs across the world suggests that there are few interventions that can match the range of impacts and cost‐effectiveness of a small, predictable monetary transfer to poor families in developing countries. However, individual published impact assessments typically focus on only one program and one outcome. This article presents two‐year impacts of the Zambian Government's Child Grant, an unconditional CT to families with children under age 5, across a wide range of domains including consumption, productive activity, and women and children's outcomes, making this one of the first studies to assess both protective and productive impacts of a national unconditional CT program. We show strong impacts on consumption, food security, savings, and productive activity. However, impacts in areas such as child nutritional status and schooling depend on initial conditions of the household, suggesting that cash alone is not enough to solve all constraints faced by these poor, rural households. Nevertheless, the apparent transformative effects of this program suggest that unconditional transfers in very poor settings can contribute to both protection and development outcomes. 相似文献

Cold case squads have garnered much attention; however, they have yet to undergo significant empirical scrutiny. In the present study, the authors interviewed investigators and reviewed 189 solved and unsolved cold cases in Washington, D.C., to determine whether there are factors that can predict cold case solvability. In the interviews, new information from witnesses or information from new witnesses was cited as the most prevalent reason for case clearance. The case reviews determined that there were factors in each of the following domains that predicted whether cases would be solved during cold case investigations: Crime Context, Initial Investigation Results, Basis for Opening Cold Case, and Cold Case Investigator Actions. The results suggest that it is possible to prioritize cold case work based on the likelihood of investigations leading to clearances. 相似文献

Psychologists and other professionals are often appointed by the courts to assist families in resolving post-separation disputes and to assist judges in making orders on behalf of the best interests of the child(ren). Although these evaluations provide valuable information to the court, they require assessing areas of human behavior that are imprecisely defined or lacking professional consensus. As parents separate, their disputes may become more challenging, and they may act in uncharacteristic and unpredictable ways. Families that cannot solve their own challenges outside of court often show high levels of conflict and/or have issues that are extremely complex, including domestic violence allegations, resist-refuse family dynamics, and relocation requests. Evaluators and judges, being human, tend to oversimplify complex issues due to the limitations of the human brain. Evaluators are subject to cognitive biases that result from the use of mental heuristics, leading to shortcuts and errors in their reasoning and judgment. Other biases, such as implicit and explicit cultural biases, often influence evaluators' reasoning and conclusions. This article explores various biases that affect and potentially diminish the quality of an evaluator's work. We conclude by addressing “de-biasing” strategies that can reduce, but not negate, the risks associated with such biases. 相似文献
