Critical Factors for Enhancing Municipal Public Hearings

Although public hearings are the most common form of citizen input, they often fail to achieve their objectives. This nationwide survey of city administrators identifies factors that contribute most to successful public hearings. The most successful hearings have (1) a greater number of prehearing educational methods, (2) more media types and greater media frequency in the formal presentation, (3) more control over speakers' presentation time, (4) greater use of open follow-up meetings, and (5) more use of newspaper and direct mail to communicate posthearing decisions to the public. The qualitative data reveal city managers' 10 critical factors that are essential to the success of public hearings: effectively notifying and educating the public before the hearing; carefully planning the meeting; giving a clear, media-rich presentation of the issues; properly facilitating the meeting; and conducting appropriate follow-up.     

A fatality involving U4Euh, a cyclic derivative of phenylpropanolamine

A fatality following ingestion of diazepam and 4,5-dihydro-4-methyl-5-phenyl-2-oxazolamine, a cyclic derivative of phenylpropanolamine known as U4EuH or 4-methyl aminorex, is described. Solid dosage samples of U4EuH were analyzed using gas chromatography, ultraviolet and infrared spectroscopy, nuclear magnetic resonance, and mass spectrometry. Physiological fluids were analyzed quantitatively by gas chromatography and qualitatively by gas chromatography-mass spectrometry. Concentrations of 4,5-dihydro-4-methyl-5-phenyl-2-oxazolamine were: in blood 21.3 mg/L; in urine 12.3 mg/L. Diazepam concentration in blood was 0.8 mg/L.

Battered women: Implications for social control

This paper examines battered women as a systemic problem of social control, involving three structural phases: structure, deconstruction and reconstruction. At the first phase, woman battering occurs in a context of dependency, including economic, social, political, and emotional subordination that maintains the traditional, male-centered family structure. During phase two, or deconstruction, broad societal changes, including the feminist movement, contributes to altered gender definitions and the emergence of a battered women's movement and practice. During this phase feminists served as the chief reform catalyst, introducing protective legislation, educating the public and organizing women's shelters. Phase three, reconstruction, entails the state's direct involvement in the violent relationship in a series of coercive netwidening actions, including arrest of the offender, forcible separation of the couple, and formal sentencing. On the one hand, state intervention substantially reduces the incidence of violence against women in the home. On the other hand, the power of arrest and detention extends state power into new spheres, as the state exploits social problems and weakened social structures in line with its expanding control agenda. Overbureaucratization during this phase also affects feminist practice, as shelters increasingly take on a social provision, sometimes anti-feminist, orientation that further constrains who can be served. The paper raises questions about the extent to which the reconstruction phase, operating in the interests of dominant groups, contributes to the revictimization of battered women.     

Industrialisation and the Sustainability of China’s Agriculture*

The paper argues that the sustainable development of Chinese agriculture is constrained by the continuing adverse effects of the policy of industrialisation. This has resulted principally in an excessive loss of capital from the agricultural to the industrial sector, a loss of strategic natural resources and infrastructure from agriculture and severe environmental degradation associated directly and indirectly with the development of industry. Quantitative links are established between changes in the growth of grain production and the progress of industrialisation in the pre and post reform eras. It is argued that a fundamental adjustment to the relationship between industry and agriculture is needed and that a more favourable socio-economic environment will be required if China is to develop a sustainable agricultural sector within the context of a national autarky objective in the grain sector.     

Optimization of recovery of human DNA from envelope flaps using DNA IQ™ System for STR genotyping

An optimized protocol based on the DNA IQ™ System has been tested for the extraction of DNA from envelope flaps. DNA is extracted directly without the need for opening and swabbing the flaps. The method is repeatable with <10% R.S.D. (relative standard deviation). The results of a systematic study show that it is an equilibrium extraction, and a small sample volume as well as high lysis buffer content in sample contribute to high extraction efficiency. The extracted DNA requires no further purification steps following its extraction with the DNA IQ™ System. Complete but skewed 15-locus short tandem repeat (STR) profiles, which is typical of degraded of DNA, have been generated from the DNA extracted from 6 to 9 years old casework envelope samples.
