This article draws on some findings from research which investigated penal voluntary sector adaptation to the mixed market in criminal justice services. The article firstly reprises the main trends for aligning state relationships with the voluntary sector from the 1980s to the present. We then outline some findings about adaptive experiences, situations and practices of the voluntary sector in criminal justice resettlement in the light of considerable upheaval. The research found that service providing voluntary sector organisations (VSOs) either outwardly comply with, or, in a minority of cases, actively embrace, competitive marketised models of service delivery. Secondly, the sector has normalised commercial approaches to organisational efficiency as well as aligned with bureaucratic practices common to the statutory sector. Despite charges that they are effectively co‐opted by both state and market interests, many have reported conflicts between prioritising long‐term financial viability with their founding ‘ethos and values’. We conclude that while many VSOs have successfully adjusted to market and bureaucratic norms, aspects of that repositioning have been at a cost to their traditions of relative autonomy, localism and distinctiveness, to the possible detriment of a vigorous civil society. 相似文献

How do presidents in new democracies choose cabinet ministers to accomplish their policy goals? Contrary to existing studies explaining the partisan composition of the cabinet with institutional characteristics, such as formal authority, we argue that the broader political context surrounding the president's ability to control the legislature can affect cabinet partisanship. By analyzing original data on cabinet formation in all presidential systems in East Asia since democratization, we find that when presidents are more likely to be dominant in executive–legislative relations, they have less concern about legislative support and more leeway to focus on policy performance by appointing nonpartisan cabinet members. This analysis suggests that understanding cabinet partisanship requires a view of cabinet appointments as a trade‐off between securing legislative support and managing policy performance, and the scope of this compromise depends on the strength of the president vis‐à‐vis the legislature. 相似文献

Conventional wisdom argues that national economic perceptions generally have an important impact on the vote choice in democracies. Recently, a revisionist view has arisen, contending that this link, regularly observed in election surveys, is mostly spurious. According to the argument, partisanship distorts economic perception, thereby substantially exaggerating the real vote connection. These causality issues have not been much investigated empirically, despite their critical importance. Utilizing primarily American, and secondarily British and Canadian, election panel surveys, we confront directly questions of the time dynamic and independent variable exogeneity. We find, after all, economics clearly matters for the vote. Indeed, once these causality concerns are properly taken into account, the impact of economic perceptions emerges as larger than previously thought. The study of political conflict in legislatures is fundamental to understanding the nature of governance, but also difficult because of changes in membership and the issues addressed over time. Focusing on the enduring issue of civil rights in the United States since Reconstruction, we show that using current methods and measures to characterize elite ideological disagreements makes it hard to interpret or reconcile the conflicts with historical understandings because of their failure to adequately account for the policies being voted upon and the consequences of the iterative lawmaking process. Incorporating information about the policies being voted upon provides a starkly different portrait of elite conflict—not only are contemporary parties relatively less divided than is commonly thought, but the conflict occurs in a smaller, and more liberal, portion of the policy space. These findings have important implications for a broad range of work that uses elite actions to compare political conflict/polarization across time. 相似文献

One feature associated with democratic governance is frequent leadership turnover. While the ease of replacing leaders improves accountability, it may impede the ability of democracies to make credible long-term international commitments. Using newly collected data that identify cases in which leaders who derive their support from different domestic interests come to power, we evaluate the effects of changes in domestic political leadership on one important aspect of foreign policy—decisions to maintain military alliances. An analysis covering bilateral alliances between 1919 and 2001 reveals that changes in societal supporting coalitions in nondemocratic states are associated with decisions to abrogate alliances prior to their scheduled end dates, but changes in societal supporting coalitions in democracies have no effect on the probability of premature alliance termination. We conclude that international cooperation is sensitive to changes in core supporting coalitions, but that this effect is moderated by democratic political institutions. 相似文献

In this article, we describe the background and issues to be addressed related to dependent children in juvenile court. In an important effort to systematically examine developmental functioning and treatment needs in maltreated and violence‐exposed young children, the Prevention and Evaluation of Early Neglect and Trauma (PREVENT) initiative of the Dependency Court Intervention Program for Family Violence, a national demonstration project in the Miami‐Dade Juvenile Court, developed a program to evaluate all infants, toddlers, and preschoolers who are adjudicated dependent by the court. The goal of the intervention is to raise awareness of the needs of infants and toddlers in juvenile court and to work toward healing the child. The PREVENT program involved the evolution of a judicial‐mental health partnership designed to assist the court in making more informed decisions about the best interest of the child by adding scientific knowledge about development, prevention, intervention, evaluation, and treatment. The outcome of the partnership and multidisciplinary approach is illustrated through presenting a case vignette of a mother and baby showing the challenges and strengths of intervention. Finally, we consider overall outcomes of the intervention and directions for the future. 相似文献

The presence of callous–unemotional (CU) traits designates an important subgroup of antisocial youth. To improve upon existing measures, the Inventory of Callous–Unemotional Traits (ICU) was developed to provide an efficient, reliable, and valid assessment of CU traits in samples of youth. The current study tests the factor structure and correlates of the ICU scale in a sample (n = 248) of juvenile offenders (188 boys, 60 girls) between the ages of 12 and 20 (M = 15.47, SD = 1.37). Confirmatory factor analyses are consistent with the presence of three independent factors (i.e., Uncaring, Callousness, and Unemotional) that relate to a higher-order callous–unemotional dimension. Also, CU traits overall showed associations with aggression, delinquency, and both psychophysiological and self-report indices of emotional reactivity. There were some important differences across the three facets of the ICU in their associations with these key external criteria. 相似文献

A novel method for the forensic analysis of commercial petroleum products is presented. In this approach, the petroleum sample is extracted with nitromethane and then separated by capillary liquid chromatography with laser-induced fluorescence detection. The addition of selective fluorescence quenching agents allows the sample to be profiled by the distribution of alternant and nonalternant polycyclic aromatic hydrocarbons (PAHs). In preliminary studies, the quenching behavior of nitromethane and diisopropylamine was established by using a standard mixture of sixteen PAHs ranging in size from two to six aromatic rings. Subsequent examination of new and used motor oil demonstrated that characteristic differences arise in the PAH content, which may allow for the unique identification of oil from a particular engine or vehicle. In addition, three brands of petrolatum jelly were successfully distinguished. Although a number of alternant alkylated and heterocyclic PAHs were found in all petrolatum samples, there were significant differences in the relative concentrations of alternant as well as nonalternant PAHs. This allowed for clear differentiation of the samples through qualitative inspection of their chromatograms as well as quantitative statistical correlation techniques. 相似文献
