ABSTRACT

Parental choice among schools in England is informed by annually published school performance (league) tables. The 2006 league tables included a measure of contextual value added (CVA) for the first time. By explicitly accounting for the characteristics of a school's intake, the aim is that CVA should isolate the impact a school has on its pupils' progress and so provide a measure of school effectiveness. In this paper we use UK government administrative data to replicate CVA and other key performance measures in order to investigate the extent to which the current league tables provide the information necessary to support parental choice on the basis of school effectiveness. We find that school rankings based on CVA are largely uninformative for parents: almost half of English secondary schools are indistinguishable from the national average level of CVA.  相似文献

Purpose. Three studies were conducted to determine the effect of a judicial declaration of competence on perceptions of credibility towards a child witness and an adult defendant. Methods. Undergraduates read vignettes about a 5‐ or a 13‐year‐old child witness or an adult involved in either a sexual assault case or a motor vehicle accident case. In the child conditions, the case was either preceded by a declaration of the child's competence to testify (either specific or general declaration) or there was no mention of the competence of the child. Participants then rated the perceived credibility of both the complainant/witness and the defendant. Results. A judicial declaration of competence that was targeted at the particular child sometimes increased the credibility ratings of the child and decreased those of the defendant, sometimes to levels beyond those observed in the adult conditions. These effects on credibility were not replicated when a general declaration of all children's competence was used. In fact, the general declaration sometimes resulted in more positive ratings of the defendant. Conclusions. These results are discussed in the context of recommendations for the use of competence evaluations and declarations of competence in court.  相似文献

This paper explores the dynamic interaction between peasant food production and commodity production under conditions of the increasing penetration of capital and consequent erosion of pre‐capitalist modes of production in pre‐colonial and colonial Tanganyika (Tanzania). It is argued that while the law of value inherent in commodity production definitely served to effect more specialisation of labour in peasant production, nevertheless,it was bounded by the limits of labour productivity attainable in peasant household production units. Shortfalls in peasant food production appeared as the most glaring consequence of the labour productivity constraint. The role of the colonial state was critical, not merely in the sense of acting to increase peasant commodity production. The colonial state also intervened strategically to dispense famine relief in times of serious food shortfalls, which guaranteeing peasant subsistence, altered its character from that of unreliability to that of regularity. Since peasant subsistence formed the necessary base for peasant commodity production, state famine relief ensured the persistence of peasant commodity production but not its proliferation, the latter again being indicative of the labour productivity constraint.  相似文献

What is the relationship between scientific research and government action in addressing health inequalities in the United States? What factors increase the impact of scientific research on public policy? To answer these questions, we focus on racial and ethnic disparities in health status and health care in the United States. We first review the history of the disparities issue to elucidate how the continual and persistent interplay between political action and scientific research drives government policy. We then analyze two recent government-sponsored reports about racial and ethnic disparities to understand the strategic consequences of issue framing. We draw lessons about how disparities research can have a greater impact on public policy.  相似文献
