The things a man once saw (and was): an appreciation of Richard Quinney

Richard Quinney ranks among the noted criminologists of the twentieth century, especially among progressives. He is also a photographer of note, drawing on scenes from his native Wisconsin to reflect his deep inner life. Things once seen, published in 2009 by Borderland Books, is a 40‐year retrospective of his photographic work. It is a deeply religious work that celebrates the requirements of life lived by a “radical realism”. In June 2009 Doctor Quinney was presented with the Sullivan–Tifft Vanguard Award at the annual meeting of the Justice Studies Association.     

Is the Westminster System Broken Beyond Repair?

Is Westminster dying as a useful conceptual encapsulation of a particular system of public administration? Scholarly critiques over the last decade have suggested Westminster civil services are evolving in ways that erode crucial Westminster “traditions.” Core elements including security of tenure, merit‐based selection, non‐partisanship, anonymity, and ministerial responsibility are all perceived as in decline or under attack. Influential commentators have proposed concepts such as “new political governance,” changing “public sector bargains,” “court government/politics,” and “presidentialization” to document and interpret these allegedly paradigmatic shifts in public administration. This article places these in context by canvasing different accounts of what Westminster is, before assessing the critiques about what it has become. The article argues that Westminster is not broken beyond repair, but rather it has been remolded to suit the needs of contemporary governance.     

Determining Bruise Etiology in Muscle Tissue Using Finite Element Analysis

Bruising, the result of capillary failure, is a common physical exam finding due to blunt trauma and, depending on location and severity, a potential indicator of abuse. Despite its clinical relevance, few studies have investigated the etiology of capillary failure. The goal of this study was to determine whether capillaries primarily fail under shear stress or hydraulic‐induced tensile stress. An arteriole bifurcating into four capillaries was modeled using ANSYS 14.0 ^®. The capillaries were embedded in muscle tissue and a pressure of 20.4 kPa was applied. Any tensile stress exceeding 8.4 × 10⁴ Pa was considered failure. Results showed that failure occurred directly under the impact zone and where capillaries bifurcated, rather than along the line of greatest shear stress, indicating that internal tensile stress is likely the primary mode of capillary failure in bruising. These results are supported by the concept that bruising can occur via blunt trauma in which no shearing lacerations occur.     

Rapprochement between Taiwan and the Chinese Mainland: implications for American foreign policy

This article examines US policy toward the improving relations between the Republic of China on Taiwan and the People's Republic of China. It also analyzes several policy options that the Barack Obama administration may wish to consider. In conclusion, the author suggests that, despite some arguments to the contrary, continuing the current policy supporting the growing rapprochement between Beijing and Taipei is in the best interest of the US.     

Development and validation of the AmpFℓSTR® Identifiler® Direct PCR Amplification Kit: a multiplex assay for the direct amplification of single-source samples

Abstract: The AmpF?STR^® Identifiler^® Direct PCR Amplification Kit is a new short tandem repeat multiplex assay optimized to allow the direct amplification of single‐source blood and buccal samples on FTA^® card without the need for sample purification and quantification. This multiplex assay has been validated according to the FBI/National Standards and SWGDAM guidelines. Validation results revealed that slight variations in primer concentration, master mix component concentration, and thermal cycling parameters did not affect the performance of the chemistry. The assay’s sensitivity was demonstrated by amplifying known amounts of white blood cells spotted onto FTA^® cards, and the assay’s specificity was verified by establishing minimal cross‐reactivity with nonhuman DNA. No effect on the age of the sample stored on the FTA^® substrate was observed and full concordance was established in the population study. These findings of the validation study support the use of the Identifiler^® Direct Kit for forensic standards and database samples genotyping.     

Why Peacekeeping Does Not Promote Peace

Peacekeeping, and the conflicts to which it is applied, have evolved since the United Nations began these operations in 1948. Today, the UN has 90,000 peacekeepers deployed around the world in 12 operations that cost the international community $6.5 billion a year. Half of these missions have been going on for a combined total of three centuries, with no solution in sight to any of them. Five of the remaining six are in response to violent extremism. In those missions, a steadily growing number of peacekeepers are being killed despite the fact that they are unable to make any significant contribution to successfully combating the extremists. UN peacekeeping has therefore become either endless or impossible, and the peacekeepers have neither the carrots nor the sticks to effectively promote peace or punish those who are preventing it. It is time for the international community to rethink how it strives for international stability in conflict situations. To have a serious discussion, however, would require the UN member states to place a higher priority on peace than on their individual national interests.
