Assessing Market Power: The Trade-off Between Market Concentration and Multi-Market Participation

This analysis reveals that traditional market power measuresare biased under the conditions of multi-market participationand demand interdependence. Specifically, when complementary(substitutable) demands dominate, traditional market power measuresare biased upward (downward). A similar bias carries over tothe evaluation of mergers. To wit, mergers that simultaneouslyincrease market concentration and multi-market participationcan result in lower prices even in the absence of merger economies.It follows that merger guidelines that place undue emphasison market concentration can lead policymakers to block (approve)mergers that enhance (diminish) consumer welfare.     

Caring for the orphan in the Philippines:A Policy-Capacity review

Using synthesis and an integrative approach, the article analyzes laws, policies, and institutions that protect the rights and promote the welfare of orphaned children in the Philippines. The article undertakes an exploratory review of the potential and contemporary impacts of colonialism, imperialism, feudalism, and capitalism on child and youth welfare and describes the conditions and difficulties Filipino children face in the current policy environment. To address these conditions and difficulties, the article offers a synthesis of potential and ongoing policy-capacity solutions in orphan and youth care, such as implementing a strong social supporting structure to grandparents as first caregivers, strengthening a mixed welfare system on orphan care, and legislating a national orphan policy.     

Women in Defense of Workers: Ella Winter,the literary left,and labor journalism in California

Left-wing, middle-class journalists such as Ella Winter contributed decisively to the labor rebellion of the 1930s. In contrast to mainstream labor reporting, they practiced a form of anti-fascist, working-class journalism that consistently linked the drive for collective bargaining to a larger movement for social and economic justice. Winter and other writers such as Miriam deFord and Emily Joseph carried forward a tradition of labor defense, socialist feminism, and free speech advocacy that originated in the bohemian left of the early twentieth century. Rather than reducing women’s activism to communist intrigue or the exigencies of the economic crisis, this essay seeks out the deeper roots of women’s working-class journalism in the 1930s. It finds them in the democratic and aesthetic aspirations of the pre-Bolshevik left, even while it addresses the critical impact that the crisis of capitalism and the rise of fascism had on socialist feminist writers. Functioning as mediators, organizers, and witnesses to the movement, they bridged the gap between the middle and working classes, chronicling the experiences and articulating the aspirations of a multiracial proletariat. For these writers, radical commitment and responsible social commentary seemed entirely compatible. Out of this conviction, Winter and others helped build a cross-class coalition in California. In addition, they carved out lives of social purpose that allowed them to achieve a measure of female independence and professional achievement.     

Determinants of interest group formation

It is widely recognized that interest groups affect both microeconomic and macroeconomic outcomes. However, few researchers have attempted to discern empirically the factors that contribute to interest group activity. This paper provides a test of several theories of group formation in a panel setting. A nation’s stability, socioeconomic development, political system, size, and diversity all appear to contribute to interest group formation, as predicted by theory.     

Parent-adolescent congruence for adolescent substance use

Parental reports of adolescent substance use were compared to the adolescents' self-reports using identical scales. Congruence was defined as exact agreement on whether adolescents were current users, ex-users, or never-users. Both parents were found to be less accurate in predicting their adolescents' alcohol use compared to cigarette or marijuana use. Single mothers were significantly less likely to be congruent than were mothers from two-parent households. Mother and father congruence on all substances was unrelated to the adolescent's sex, race, or after school employment. For both parents, congruence for adolescent marijuana use was significantly related to the age and GPA of the adolescent. Congruence may also reflect important properties of family functioning, as significant relations were found between both adolescent and parent ratings of family cohesion and parent-adolescent congruence on perceptions of marijuana use.This research was supported by Grant DA03706 from the National Institute of Drug Abuse (Hyman Hops, Principal Investigator).Jennifer Langhinrichsen is a doctoral candidate in psychology interested in adolescent and family interactions. Risk compensation and the effectiveness of safety belt use laws: a case study of New Jersey

This paper investigates the effectiveness of New Jersey's mandatory belt use law (MUL) by testing specifically for: (1) a safety effect, and (2) a risk-compensation effect that could offset (in part) any safety impact. The main findings are that injury severity declined significantly in the 22 months following implementation of the MUL; but that accident frequency increased significantly. The increase in accidents may be explained only partially by increased driving mileage. These findings suggest that the real safety effect of the law may have been diluted by risk-compensating behavior.This paper is based on a study conducted for the New Jersey Office of Highway Traffic Safety by the Rutgers University Bureau of Economic Research. Decentralizing water supply services in developing countries: Factors affecting the success of community management

This article examines the problem of extending access to potable water through conventionally controlled government services and describes the roles of non-governmental organizations and community management associations in improving service delivery and maintaining local water systems. Six sets of factors that are crucial to the success of community management are identified: adequate incentives, sufficient skills and resources, appropriate processes for water systems operations and maintenance, effective interorganizational relationships, appropriate technology, and effective systems of monitoring, evaluation and feedback. The components that must be taken into consideration in designing and implementing programmes for decentralizing water supply systems through community management are set out.
