Self-report questionnaires are frequently used in youth research, but doubt remains whether total anonymity affects the results. This study compared the responses of 704 mainly 16–17-year-old adolescents to self-report measures of various health indicators in 2 groups: anonymous and confidential collection. For most health indicators no significant differences were found. Perceived health, use of alcohol, and aggressive behavior (for boys) were reported significantly less frequently in the confidential group (small effect size). It appeared that pupils with high scores on social desirability do not respond differently at most health indicators in the 2 conditions. For most health characteristics, epidemiologically useful outcomes may be derived from confidential self-report measures, which are also valuable for detecting individual at-risk children. The supply of enrollments in higher education has receivedrelatively little attention in both theoretical and empiricaleconomic research. To address this, we formulate and test amodel of the supply of enrollments in higher education inwhich administrators are modeled as utility maximizingbureaucrats. We find evidence that individual presidents andprovosts have a significant effect on enrollment supply andfaculty demand in a panel of eleven public colleges anduniversities in Maryland from 1988 to 1996, implying thatinstitutions have enough market power to permit thepreferences of administrators to influence enrollment supplyand faculty demand. 相似文献

Constitutional questions have resurfaced in the last few years with regard to the European Union. The Maastricht Treaty is a kind of constitutional reform. The rejection of this treaty by Denmark in its first referendum, and the subsequent debate of the treaty that has taken place, raise questions about both the nature of the European Union, and the process by which its rules (constitution) get revised and approved. Similar questions surround the entry of Austria and the three, additional Scandinavian countries into the Union. Perhaps, no event called the European Union's constitution, or lack thereof, into question more that way in which a new President of the Commission was chosen during the summer of 1994. This paper will reexamine the European Union's structure and procedures from a constitutional perspective. Drawing upon the author's recently completed book, Constitutional Democracy, the paper will review the purpose for the Union's existence, the implications of this purpose for the structure of the Union (federalism versus confederation), the rules for making collective decisions in the Union, citizenship, and in particular, the procedures by which the European Union's “Constitution” is written and revised. The constitutional perspective adopted is taken from public choice. The political institutions of the European Union are examined relative to those rational, self-interested individuals would choose to advance their interests. 相似文献

Using a behavioral model of political decisionmaking, it is argued that an increasing population size and/or an increasing efficiency of production in a private enterprise economy relative to a centrally planned economy may create the conditions for a self-interested nomenklatura in a Soviet-type economy to consider a transition to a market economy. This transition may be thwarted, however, by the threat for prospective private enterpreneurs of exploitation after the change of regime. Some form of political pluralism guaranteeing sufficient political influence to private entrepreneurs appears to be required for a successful transition. The analysis shows that such a combined political and economic reform can be in the interest of the nomenklatura, thereby providing an endogenous behavioral explanation for a change of regime. 相似文献

Using synthesis and an integrative approach, the article analyzes laws, policies, and institutions that protect the rights and promote the welfare of orphaned children in the Philippines. The article undertakes an exploratory review of the potential and contemporary impacts of colonialism, imperialism, feudalism, and capitalism on child and youth welfare and describes the conditions and difficulties Filipino children face in the current policy environment. To address these conditions and difficulties, the article offers a synthesis of potential and ongoing policy-capacity solutions in orphan and youth care, such as implementing a strong social supporting structure to grandparents as first caregivers, strengthening a mixed welfare system on orphan care, and legislating a national orphan policy. 相似文献

The public choice literature contains little formal analysis of the bureaucratic choice of production modes — public or private — of publicly funded services. An important question to be addressed is why some governmental bodies choose to provide a publicly funded service with publicly owned and operated production units whereas other governmental bodies contract with private firms to provide the same publicly funded service. This paper is the first formal attempt to remedy this gap in the literature. We develop a theoretical explanation of the government decision maker's choice between public and private production modes based on utility maximizing behavior. We then examine empirically this choice employing logit analysis. The empirical results, which include several tests for robustness, confirm our theoretical explanation. The results are significant and suggest that non-monetary constraints are an important factor affecting this choice of production modes and that monetary constraints are less influential. 相似文献

Why did tax reform succeed in gaining passage while the family assistance plan failed? Using cultural theory, we argue that the active consent of elites from three political cultures is required before radical policy proposals will win political support in America. Although the Nixon administration cast the income maintenance plan in integrative terms—support for the family—it failed because egalitarian leaders demanded more. Tax reform succeeded because elites of the three cultures—individualists, egalitarians, and supporters of hierarchy—saw benefits in the plan and were willing to compromise. 相似文献
