This article examines the role of ethnicity in the formation of political cleavage and is based on the analysis of the political agenda of the Polish national minority in Lithuania after the re-establishment of the independent state in 1990. It analyzes the political performance of the Electoral Action of Poles in Lithuania (EAPL), an ethnic-based “niche” political party that tends to keep a monopoly over the representation of interests of the Polish minority in Lithuania and collects a vast majority of the votes of citizens of Polish origin. State control of land plays a critical role in producing land dispossession throughout the Global South. In Myanmar, the state’s approach towards territorial expansion has driven the country’s system of land governance, resulting in widespread and systemic land grabbing. This article investigates ongoing land governance reforms as key terrains for contesting such abuses of power. Employing a relational land governance approach, we view reform processes as shaped by changing power-laden social relations among government, civil society, and international donor actors. Legal and regulatory reforms in Myanmar potentially act as sites of meaningful social change but in practice tend to maintain significant limitations in altering governance dynamics. Civil society organizations and their alliances in Myanmar have played an important role in opening up policy processes to a broader group of political actors. AbstractPast research on drug-related vendors on Tor marketplaces indicate that sellers are motivated by the greater anonymity afforded by the Tor Network. Limited research has even posited that some drug-related vendors on cryptomarkets sell to other dealers, adding another dimension to existing literature that highlights the retail nature (dealer-to-customer transactions) of these Tor-based drug markets. Yet these past studies have been largely qualitative in nature. This study conducted a quantitative analysis of vendor accounts on Evolution and Agora to determine characteristics predictive of vendors advertising controlled substances, and to determine whether any statistically significant differences among drug vendor characteristics existed between the two sites. 相似文献

Poor performance of government managed irrigation systems persists globally despite numerous policies over the last four decades to address the problem. I argue that policy efforts to improve irrigation performance in developing countries fail in part because they are often formulated in isolation from the existing agrarian reality. What are the mechanisms of legitimation in non-democratic and linguistically divided states? How do regimes in these states use and manipulate the ideology and nation-building for the purposes of regime legitimation? The article focuses on the concept of compartmentalized ideology in non-democratic regimes with substantial divisions in the so-called titular and minority group where socio-linguistic divide allows regimes to construct diverse audiences and even political communities with their own distinct narratives and discourses about the nation, state and the regime. The compartmentalized ideology is only sustainable under the conditions of the regime's power to control and facilitate these discourses through the system of authoritative presidential addresses to the nation and/or other forms of regime's communication with the polity. This article reflects on the real world relevance of rational approaches to grantmaking. The characteristics and environment of foundation work are outlined, then both traditional and newer funding practices are analysed. Unpacking implicit assumptions of a rational approach, eight costs to foundations and their grantees are identified. The final sections of the paper consider what grantmaking for a complex and disorderly world might encompass.
