After the demise of the space shuttle Columbia on February 1, 2003, the Columbia Accident Investigation Board sharply criticized NASA’s safety culture. Adopting the high‐reliability organization as a benchmark, the board concluded that NASA did not possess the organizational characteristics that could have prevented this disaster. Furthermore, the board determined that high‐reliability theory is “extremely useful in describing the culture that should exist in the human spaceflight organization.” In this article, we argue that this conclusion is based on a misreading and misapplication of high‐reliability research. We conclude that in its human spaceflight programs, NASA has never been, nor could it be, a high‐reliability organization. We propose an alternative framework to assess reliability and safety in what we refer to as reliability‐seeking organizations.  相似文献

This article explores issues around security sector reform (SSR) and the involvement of the international community in peace-building. It argues that the international architecture which surrounds SSR privileges a particular form of knowledge that reflects a technocratic approach to security, and illustrates this by systematically examining the literature. Research on the literature itself shows that three core themes dominate: state-centric approaches, technocratic approaches, and approaches to local ownership. These comprise a current, linear approach to SSR that ignores much of the critical literature on peace-building. The article then goes on to draw on some of this critical literature to develop an alternative approach to SSR building using a non-linear approach which incorporates a better understanding of institutional politics, an emphasis on process rather than structures, and analysis of hidden politics.  相似文献

Although prior research finds a robust link between delinquent behavior and expectations, or an adolescent’s perceived likelihood of obtaining one’s future goals, fewer studies have evaluated aspirations, or the perceived importance of achieving one’s goals. In addition, few studies consider how individual traits such as impulsivity affect the degree to which expectations and aspirations motivate or deter delinquent behavior. We contribute to this body of research by evaluating the independent effects of expectations and aspirations, and the aspiration-expectation gap (i.e., strain) on delinquent behavior during the year following an adolescent’s first arrest using a large (N?=?1117), racially/ethnically diverse sample of male adolescents (46.55% Latino, 35.81% Black, 14.95% White, and 2.69% Other race). In addition, we considered how impulse control interacts with expectations, aspirations, and strain to motivate behavior. Our results indicated that both aspirations, expectations and strain uniquely influence criminal behavior. Importantly, aspirations interacted with impulse control, such that aspirations affected delinquency only among youth with higher impulse control. Our findings suggest that aspirations may only influence behavior if youth also have the psychosocial capabilities to consider their future aspirations when behaving in the present.  相似文献

Social ecological theories and decades of supporting research suggest that contexts exert a powerful influence on adolescent delinquency. Individual traits, such as impulse control, also pose a developmental disadvantage to adolescents through increasing risk of delinquency. However, such individual differences may also predispose some youth to struggle more in adverse environments, but also to excel in enriched environments. Despite the prominence of impulse control in both developmental and criminological literatures, researchers are only beginning to consider impulse control as an individual characteristic that may affect developmental outcomes in response to environmental input. Using a racially diverse (Latino 46?%; Black 37?%; White 15?%; other race 2?%) sample of 1,216 first-time, male, juvenile offenders from the longitudinal Crossroads Study, this study examined key interactions between baseline impulse control and the home, school, and neighborhood contexts in relation to delinquency within the following 6 months. The results indicated that even after accounting for prior delinquency, youth in more negative home, school, and neighborhood contexts engaged in the same amount of delinquency in the following 6 months regardless of their level of impulse control. However, the effects of positive home, school, and neighborhood contexts on delinquency were stronger for youth with moderate or high impulse control and minimally affected youth with low impulse control. The findings suggest two risk factors for delinquency: low impulse control as a dispositional vulnerability that operates independently of developmental context, and a second that results from a contextual vulnerability.  相似文献

This article investigates local authority (LA) trends in expenditure on Children’s and Young Peoples’ services in England between 2010 and 2015, a period of government characterised by measures of fiscal austerity. We draw on a rationing framework to contextualise the levels and trends in expenditure under observation. The article analyses trends in various groupings of expenditure, using a latent growth modelling approach to identify significant trajectories in spending across LAs with different deprivation tertile membership. We find that although some kinds of children’s and young peoples’ services expenditure have been largely maintained during this period, preventive family support and early intervention services (such as Sure Start Children’s centres) have seen substantial reductions in expenditure, in contrast to the dominant narrative that children’s services have been protected. LAs in the most deprived tertile have faced the greatest cuts, mirroring other research findings on the distribution of austerity measures.  相似文献

Though the defense ministry has been a bastion of male power, a growing number of states have appointed women to this portfolio. What explains men's dominance over these positions? Which factors predict women's appointments? With comprehensive cross‐national data from the post–Cold War era, we develop and test three sets of hypotheses concerning women's access to the defense ministry. We show that women remain excluded when the portfolio's remit reinforces traditional beliefs about the masculinity of the position, particularly in states that are engaged in fatal disputes, governed by military dictators, and large military spenders. By contrast, female defense ministers emerge when expectations about women's role in politics have changed—that is, in states with female chief executives and parliamentarians. Women are also first appointed to the post when its meaning diverges from traditional conceptions of the portfolio, particularly in countries concerned with peacekeeping and in former military states with left‐wing governments.  相似文献

Participatory Budgeting (PB) is a welcome experiment in participatory democracy in New York City (NYC), one that could produce greater civic engagement of traditionally marginalized groups and more equitable resource distribution. By engaging immigrants, PB aims to affirm and elevate their voices, help develop their civic capacities, and promote their political participation and community empowerment. During the past four years, participation by immigrants (foreign-born residents) in New York City’s PB process (PBNYC) has steadily increased, growing from nineteen to twenty-eight percent of all PB voters. Yet, immigrant participation lags compared to their numbers, with great variation among PB districts. Using a mixed methods approach that incorporates surveys of and interviews with immigrant community members, staff at immigrant serving community-based organizations, and City Council staff, this article aims to parse out the logistical and affective barriers to participation immigrants face in PB districts and how PBNYC’s design attempts to circumvent said barriers and facilitate participation. Ultimately, our study reveals a complex mix of promising practices and structural constraints involved in working toward PB’s “inclusive” and “equitable” aims.  相似文献
