Spurn Thy neighbour: Direct democracy and Swiss isolationism

In recent years, Switzerland has conspicuously distanced itself from the international community. It has rejected membership in the UN, the EEA treaty and participation in UN peacekeeping operations; and it remains outside the EU. After the year 2004, foreign freight lorries will no longer be allowed on Swiss highways. This starkly isolationist posture is not by government design; rather, these decisions are the product of Swiss direct democracy. In the past 11 years, Swiss voters have considered six ballot issues concerning international integration. In five of the six cases, they delivered a sharp rebuff to the international community and to their own government. This article examines the referendums in detail and offers several conclusions. Most importantly, a renewed linguistic cleavage between German speakers and French speakers has shaped the outcomes decisively. Also critical has been the desire of many voters to preserve a wide scope for Swiss direct democracy by rejecting binding international agreements. And finally, government campaign tactics have exacerbated popular opposition to international integration.     

The Value of Crime Scene and Site Visitation by Forensic Psychologists and Psychiatrists

Site visits and crime scene visitation by forensic psychologists and psychiatrists may enhance the accuracy and credibility of their forensic work in criminal, civil, and other important contexts. This ethically sound technique of after‐the‐fact data collection and verification offers numerous potential benefits to the forensic mental health professional: clarifying the subject's actions, assessing the reliability of witness reports, identifying contextual determinants of behavior, and more fully illuminating subject motivation and decision‐making. Limitations and suggested guidelines for conducting site visits are offered. Guidelines include preplanning, arranging for an informed guide to accompany and narrate the visit, and conducting the site visit prior to forensic examinations.     

Herbert Simon’s Forgotten Legacy for Improving Decision Processes

ABSTRACT:

Public administration scholarship could benefit from a return to its Simonean roots for distinctively managerial insights about decision processes. Though Simon is often juxtaposed with Dwight Waldo and portrayed as a rationalist focused on the limits of human cognition, a full understanding of his work reveals a rich understanding of the decision context that managers face. Simon argued that decisions should (1) account for norms and values; (2) link means to ends; (3) identify feasible alternatives; and (4) automate processes where automation improves transparency and evaluation. To date, economics and psychology have exploited these insights to a greater degree than has the study of management and administration in the public sector. We use one example of a structured decision process in a salmon fishery and another in a case of religious and cultural conflict in schools as illustrations of the potential for Simon’s decision principles to improve public sector decision making.     

And the peace goes on? Consociational democracy and Belgian politics in the twenty-first century

Belgium has long been considered a copybook example of consociational democracy. In this article we first explore the nature of this ‘old’ Belgian consociationalism. We conclude that consociational decision-making was not a permanent feature of the system, but rather a technique of decision-making at moments where deep conflicts severely threatened the stability or even survival of the political system. Next, we ask whether Belgium can still be labelled a consociational democracy today. If so, one must be aware of the fact that the societal segments are in the first place territorial. It is the federal construction that still displays the typical characteristics of consociational decision-making. However, its stability so far cannot be simply explained by referring to elite attitudes, but rather to institutional features making the absence of a negotiated compromise unattractive to all partners.     

A Latent Class Analysis of Victimization Among Middle and High School Students in California

School victimization is associated with negative social-emotional outcomes and risky behaviors. Most studies have provided definitions and measures of victimization, depicting a limited characterization of victimization in schools. More nuanced analyses of school victimization are needed to assess the heterogeneous pattern of victimization in schools. The current study explored distinct victimization configurations in a diverse sample of 418,483 middle and high school students in California, utilizing latent class analyses to account for type and frequency of victimization. The results uncover four classes of victimization, including frequent verbal, physical, and sexual victimization; occasional verbal and physical victimization; verbal and sexual victimization; and no victimization. Older age was associated with a lower likelihood of frequent verbal, sexual, and physical victimization and African American youth were more likely to be classified in this class. Females were more likely to be in the verbal and sexual victimization class than males.
