Do leadership-dominated parties change more?

It is often assumed that political parties have more fluid party platforms than in the past because internal veto players – like party activists – have lost the power to restrain the office-seeking party elite. Several case studies subscribe to this view. However, there is no systematic assessment of this relationship. Using new data this research note investigates this relationship and finds a clear positive effect of leadership domination on party platform change. With leadership domination increasing over time, our model predicts increasing fluidity in party platforms. This note provides a motivational and a numerical argument in favor of this hypothesis, considers alternative hypotheses and provides empirical evidence for the claim using two different datasets.

This article demonstrates, on the basis of survey data from the 2005 German national election, that voters often systematically choose more extreme parties than warranted by their own preferences. Estimation of Grofman’s (1985) spatial discounting model reveals that party preference and vote decision follow different utility functions. Preferences turn out to be purely proximity driven, i. e. voters prefer parties with positions close to their own. Moving from preference to the vote of the top-ranked alternative, a devaluation of party positions and a significant shift in voter utility towards more extreme parties is observed. These results show that voter behaviour may change, even though voter preferences remain unchanged. Results also suggest that the remarkable success of FDP and Linke in the 2005 election is more likely due to shifting behaviour by moderate voters rather than to sweeping changes in the German electorate’s preferences toward welfare policy.

Missbr?uchlichkeit eines vom Gl?ubiger gestellten Konkurser?ffnungsantrags ist anzunehmen, wenn der Schuldner oder eine andere Person mit dem Konkursantrag ungerechtfertigt unter Druck gesetzt werden oder ein verfahrensfremder Zweck erreicht werden soll.     

Citizen aid: grassroots interventions in development and humanitarianism

Abstract

The introduction to this collection brings together, under the umbrella terms of citizen aid and grassroots humanitarianism, interdisciplinary research on small-scale, privately funded forms of aid and development. It notes the steady rise of these activities, including in the Global South as well as North, such as in the context of the recent European refugee crisis. It considers their position vis-à-vis more institutionalised forms of aid; methodological approaches and their challenges; and asks what political dimensions these initiatives may have. It outlines key themes arising from the contributions to the collection, including historical perspectives on ‘demotic humanitarianism’, questions of legitimacy and their apparent lack of professionalisation, motivations of their founders, the role of personal connections, as well as the importance of digital media for brokerage and fundraising. Being mindful of its critiques and implicit power imbalances, it suggests that citizen aid deserves more systematic academic attention.     

Preparation of a Ytterbium‐tagged Gunshot Residue Standard for Quality Control in the Forensic Analysis of GSR

Preparation of a ytterbium‐tagged gunshot residue (GSR) reference standard for scanning electron microscopy and energy dispersive X‐ray spectroscopic (SEM‐EDS) microanalysis is reported. Two different chemical markers, ytterbium and neodymium, were evaluated by spiking the primers of 38 Special ammunition cartridges (no propellant, no projectile) and discharging them onto 12.7 mm diameter aluminum SEM pin stubs. Following SEM‐EDS microanalysis, the majority of tri‐component particles containing lead, barium, and antimony (PbBaSb) were successfully tagged with the chemical marker. Results demonstrate a primer spiked with 0.75% weight percent of ytterbium nitrate affords PbBaSb particles characteristic of GSR with a ytterbium inclusion efficiency of between 77% and 100%. Reproducibility of the method was verified, and durability of the ytterbium‐tagged tri‐component particles under repeated SEM‐EDS analysis was also tested. The ytterbium‐tagged PbBaSb particles impart synthetic traceability to a GSR reference standard and are suitable for analysis alongside case work samples, as a positive control for quality assurance purposes.
