A median-voter model of economic regulation

A basic median-voter model is developed and extended to analyze issues of economic regulation and public policy outcomes. The model is used to generate comparative static results relating changes in public-policy outcomes to changes in relative group sizes, total population, information costs, and population heterogeneity. The model is also used to explore the issue of optimal group size — the size of the special-interest group that maximizes the group's per capita public policy gains. Comparative static analysis reveals how optimal group size and gains per capita are affected by changes in population heterogeneity, the size of the total population, and relative knowledge levels.     

Why Human Rights Should Matter to Conservatives

In a speech given to the University of London's Constitution Unit and Judicial Institute on 3 December 2014, the Rt Hon Dominic Grieve QC MP challenged Conservatives to think carefully about the party's proposal to break the link between British courts and the European Court of Human Rights in Strasbourg. Grieve recalled why the United Kingdom signed the Convention in the first place and, although recognising that the Court's approach has been on occasion properly criticised and may present difficulties, argued that the reforms embodied in the Brighton Declaration 2012 are bearing fruit. He provided a critical exposition of the Conservative paper ‘Protecting Human Rights in the UK: the Conservatives’ Proposals for changing Britain's Human Rights Laws’ (October 2014) and concluded that Conservatives should want to remain within the jurisdiction of the ECHR to maintain and ensure the Court's effectiveness and continued viability.     

Community‐Based Organizations and Institutional Work in the Remote Rural West

The institutional landscape for public land management in the U.S. West underwent a seismic shift in the 1990s as the long‐dominant resource extraction paradigm was replaced by the ecosystem management paradigm. Here we analyze the efforts of community‐based organizations (CBOs), entities that emerged in some locations across the West to help their respective communities navigate the transition from resource extraction to environmental stewardship. Despite their formal status as civil society actors, in practice CBOs came to fill various institutional gaps by taking on roles traditionally assigned to both the state and the private sector. We use a case study approach to examine how the Hayfork, California–based Watershed Research and Training Center engages in institutional work within a setting that is at once both open and constrained, as the rural community within which it operates lacks strong state‐ or industry‐led development trajectories while remaining constrained by the legacies of past institutions.
