Cultural and institutional determinants of economic growth: A cross-section analysis

Economic growth rates for the period 1968–1987 are analyzed for ninety countries. Culture, political and economic arrangements, and personal freedoms are statistically significant determinants of growth. Personal freedom is shown to be a normal good whose demand might be affected by cultural influences. Democracies raise personal freedoms,ceteris paribus, and, consequently, grow more quickly than non-democratic regimes. Evidence is found for the convergence hypothesis; other things equal, lower income countries grow more rapidly than higher income countries.     

Does the Fed Contribute to a Political Business Cycle?

In contrast to findings of other studies, evidence is presented to support the existence of a Federal Reserve-induced political monetary cycle that corresponds to the U.S. presidential election cycle. Using various Taylor rules, we find support for the view that Fed policy turns significantly more expansionary in the seven quarters prior to the election, but only when the Fed chair and incumbent presidential party have partisan affiliations.

Ever-increasing circles: A descriptive study of Hampshire and Thames Valley Circles of Support and Accountability 2002–09

Abstract

This paper gives a history of Hampshire and Thames Valley (HTV) Circles, an organisation which recruits, trains and supports volunteer members of the public who are formed into small groups meeting weekly to provide support and monitoring of post-conviction sex offenders (Core Members) in the community. It describes the origins of Circles of Support and Accountability in Canada and gives an account of its implementation in the UK and a summary of the findings of the previous study of the first 16 HTV Circles Core Members in 2006 and some discussion about the challenges inherent in evaluating this kind of community-based and volunteer-led intervention. It describes demographic data on 60 Core Members followed-up for an average period of 36.2 months, including offence and sentence category, treatment history and statistically assessed risk of reconviction. It provides evidence of progress by these Core Members across a range of dynamic risk factors, as well as information on sexual reconviction, recall to prison and dropout from Circles. Three case studies provide details of Circles practice in community risk management of sex offenders. The paper discusses proposed areas of further research into Circles work, as well as the development of new techniques for measuring and managing dynamic risk factors displayed by Core Members in the community.     

Describing the feasibility of using case management in a specialist forensic substance misuse intervention for UK veterans: a case study

Veterans with mental health problems are a high-risk group for substance misuse difficulties and are over-represented in forensic settings. Yet, there are few substance misuse services available for this population. Evidence suggests that case management can provide effective interventions for veterans with substance misuse problems. However, there is little research to show its effectiveness in the UK. The present study reported on the implementation and preliminary outcomes of the Veterans Forensic Substance Misuses Service (VFSMS), piloted within a prison setting, to demonstrate the feasibility of the service. The VFSMS operated in four stages: Assessing needs, developing case management plans, providing bespoke support and developing discharge plans. Case studies were used to demonstrate this process, with measures of alcohol use and recovery showing outcomes for each case. Findings from three case studies suggested that case management was a feasible approach, with a range of interventions being used, including substance misuse and mental health services, plus housing and employment services. Outcome measures suggested that alcohol and substance misuse recovery improved following the VFSMS intervention. While the scope of the findings is limited, they suggested that case management is a feasible substance misuse intervention, with preliminary findings showing improvements in substance misuse outcomes.
