Do minorities fare worse under direct democracy than under representative democracy? We provide new evidence by studying naturalization requests of immigrants in Switzerland that were typically decided with referendums in each municipality. Using panel data from about 1,400 municipalities for the 1991–2009 period, we exploit Federal Court rulings that forced municipalities to transfer the decisions to their elected municipality councils. We find that naturalization rates surged by about 60% once politicians rather than citizens began deciding on naturalization applications. Whereas voters in referendums face no cost of arbitrarily rejecting qualified applicants based on discriminatory preferences, politicians in the council are constrained to formally justify rejections and may be held accountable by judicial review. Consistent with this mechanism, the increase in naturalization rates caused by switching from direct to representative democracy is much stronger for more marginalized immigrant groups and in areas where voters are more xenophobic or where judicial review is more salient.  相似文献

Citizens unequally participate in referendums, and this may systematically bias policy in favor of those who vote. Some view compulsory voting as an important tool to alleviate this problem, whereas others worry about its detrimental effects on the legitimacy and quality of democratic decision making. So far, however, we lack systematic knowledge about the causal effect of compulsory voting on public policy. We argue that sanctioned compulsory voting mobilizes citizens at the bottom of the income distribution and that this translates into an increase in support for leftist policies. We empirically explore the effects of a sanctioned compulsory voting law on direct‐democratic decision making in Switzerland. We find that compulsory voting significantly increases electoral support for leftist policy positions in referendums by up to 20 percentage points. We discuss the implications of these results for our understanding of the policy consequences of electoral institutions.  相似文献

Inequality is a central explanation of political distrust in democracies, but has so far rarely been considered a cause of (dis-)trust towards supranational governance. Moreover, while political scientists have extensively engaged with income inequality, other salient forms of inequality, such as the regional wealth distribution, have been sidelined. These issues point to a more general shortcoming in the literature. Determinants of trust in national and European institutions are often theorized independently, even though empirical studies have demonstrated large interdependence in citizens’ evaluations of national and supranational governance levels. In this paper, we argue that inequality has two salient dimensions: (1) income inequality and (2) regional inequality. Both dimensions are important antecedent causes of European Union (EU) trust, the effects of which are mediated by evaluations of national institutions. On the micro-level, we suggest that inequality decreases a person's trust in national institutions and thereby diminishes the positive effect of national trust on EU trust. On the macro-level, inequality decreases country averages of trust in national institutions. This, however, informs an individual's trust in the EU positively, compensating for the seemingly untrustworthiness of national institutions. Finally, we propose that residing in an economically declining region can depress institutional trust. We find empirical support for our arguments by analysing regional temporal change over four waves of the European Social Survey 2010–2016 with a sample of 209 regions nested in 24 EU member states. We show that changes in a member state's regional inequality have similarly strong effects on trust as changes in the Gini coefficient of income inequality. Applying causal mediation techniques, we can show that the effects of inequality on EU trust are largely mediated through citizens’ evaluations of national institutions. In contrast, residing in an economically declining region directly depresses EU trust, with economically lagging areas turning their back on European governance and resorting to the national level instead. Our findings highlight the relevance of regional inequality for refining our understanding of citizens’ support for Europe's multi-level governance system and the advantages of causal modelling for the analysis of political preferences in a multi-level governance system.  相似文献

Does low‐wage work lead to political alienation? Even though low‐wage sectors have grown in the advanced industrialized world, empirical evidence so far is sparse. This paper uses household panel data to investigate the effect of low‐wage work spells on political alienation. We argue that repeated low‐wage work spells lead to preference divergence between a low‐income and the median‐income earner, leading to withdrawal from democratic politics among low‐wage earners. Using Swiss household panel data and fixed‐effects regressions, we show that the accumulation of low‐wage work spells decreases systemic trust. In a second step, we demonstrate that an interaction of eroding systemic trust with low‐wage work is associated with increased individual abstention probabilities. These results highlight the threat of a systematic under‐representation of low‐wage workers in the political sphere.  相似文献

Contemporary policy-making guided by the ‘liberal peace’ holds that peace is necessary for states to emerge, and that peace-building and state-building do not only go in tandem, but are mutually reinforcing. Yet, in view of both the historical record of state-making and empirical evidence provided by liberal interventionism, this proposition appears questionable. While scholars have shown that state-making has, historically, been as much associated with war than with peace, cases from Afghanistan to Somalia suggest that state-making is inherently conflictive, frequently upsetting nascent peace. In order to shed light on the reasons underpinning the relationship between prevailing peace-building practices and the fundamental exigencies of state-making, this article pursues a theoretical argument. It proposes that while peace-building is principally about creating a situation of non-violent co-existence despite prevailing differences and, thus, essentially geared at accepting and enshrining institutional and identity pluralism, state-making is vitally aimed at replacing institutional and identity multiplicity with greater degrees of rule hegemony and standardisation. Applying the prism of ‘rule standardisation’ to the nexus of peace-building and state-making, this paper seeks to advance existing debates on this delicate relationship.  相似文献

In a laboratory experiment, we explore the effects of group identities on the principal‐agent relationship between voters and representatives. In an adverse selection framework with observable effort, voters can choose to condition their reelection choices on representatives' effort alone, beliefs about representatives' competence, or both of those jointly. We show that inducing social identities increases the weight of representatives' effort in voters' reelection decisions. Further, when voters and representatives share a social identity, representatives tend to invest less effort and their effort is independent of their competence. In contrast, “out‐group” representatives compensate for lower competence with higher effort and reduce effort when voters are likely to perceive them as competent. Voters often adopt laxer retention standards for representatives who are fellow group members and are responsive to evidence of other‐regardingness from out‐group representatives, but some voters actively resist treating representatives with shared identity more favorably and “overcorrect” as a consequence.  相似文献
