The French model of urban services

This article explores the nature of the French model of urban services and more especially its distinguishing features relative to other European countries. The article attempts to answer the basic questions: with such a fragmented communal system how and why has an effective system of service delivery emerged? The answer lies in examining the complex and flexible relationships which exist between the various actors involved ‐ relationships which emerged essentially in the nineteenth century.

Acute Fatal Coronary Artery Dissection Following Exercise‐related Blunt Chest Trauma

Coronary artery injury such as acute coronary dissection is an uncommon and potentially life‐threatening complication after blunt chest trauma. The authors report an unusual autopsy case of a 43‐year‐old healthy man who suddenly collapsed after receiving a punch to the chest during the practice of kung fu. The occurrence of the punch was supported by the presence of one recent contusion on the left lateral chest area at the external examination and by areas of hemorrhage next to the left lateral intercostal spaces at the internal examination. The histological examination revealed the presence of an acute dissection of the proximal segment of the left anterior descending coronary artery. Only few cases of coronary artery dissection have been reported due to trauma during sports activities such as rugby and soccer games, but never during the practice of martial arts, sports usually considered as safe and responsible for only minor trauma.     

The fragmented French executive: Ministerial cabinets in the Fifth Republic

Ministerial cabinets are small informal groups of personal advisers attached to each Minister. Originally a political body they have in the Fifth Republic become a pivot in the politico‐administrative system. To a large extent the role of cabinets can be understood by analysing their environment—that is the needs of the Minister to whom they are responsible, the central administration and the nature of the cabinet itself. These three variables form a useful framework within which the activities of cabinets can be assessed. ¹     

Estimating the Number of Contributors to Forensic DNA Mixtures: Does Maximum Likelihood Perform Better Than Maximum Allele Count?

Abstract: Determining the number of contributors to a forensic DNA mixture using maximum allele count is a common practice in many forensic laboratories. In this paper, we compare this method to a maximum likelihood estimator, previously proposed by Egeland et al., that we extend to the cases of multiallelic loci and population subdivision. We compared both methods’ efficiency for identifying mixtures of two to five individuals in the case of uncertainty about the population allele frequencies and partial profiles. The proportion of correctly resolved mixtures was >90% for both estimators for two‐ and three‐person mixtures, while likelihood maximization yielded success rates 2‐ to 15‐fold higher for four‐ and five‐person mixtures. Comparable results were obtained in the cases of uncertain allele frequencies and partial profiles. Our results support the use of the maximum likelihood estimator to report the number of contributors when dealing with complex DNA mixtures.     

Male and female juveniles arrested for murder: a comprehensive analysis of U.S. data by offender gender

Murders committed by juveniles remain a serious concern in the United States. Most studies on juvenile homicide offenders (JHOs) have used small samples and have concentrated on male offenders. As a result, little is known about female JHOs and how they differ from their male counterparts on a national level. This study utilized the Supplementary Homicide Report (SHR) database to examine more than 40,000 murders committed by male and female juvenile offenders from 1976 to 2005. This research effort, the most expansive to date, replicated previous findings with respect to gender differences using bivariate and multivariate analyses. As predicted, six variables used to test eight hypotheses with respect to male and female JHOs in single-victim incidents were significant (victim age, victim-offender relationship, murder weapon, offender count, victim gender, and homicide circumstance). Regression analysis revealed that all variables remained significant when entered into the model. This article concludes with a discussion of our findings and directions for future research.
