Individual scholars and their departments are increasingly judged according to the alleged 'quality' of the academic journals in which they publish. This article is the first systematic attempt to measure the reputation of political science journals and is designed for comparison with American academics' evaluations. It explores academics' criteria for judging journals, the consensus of judgement on any one journal across different criteria. and the range of evaluations between different journals. A relatively strong consensus is found among academic political scientists about the relative quality of political science journals. Nevertheless the order of the ranking depends, in part, on the measure adopted. Ranking by impact scores supports the consensus theory, while the rankings by quality lend some weight to the pluralist argument that specialist journals can be highly rated by small groups of experts while having little impact in the profession as a whole. Trade coverage ratios are calculated to assess the 1991 incidence of non‐tariff measures (NTMs) on imports of products eligible for duty‐free treatment under the United States’ Caribbean Basin Economic Recovery Act (CBERA). Overall, 16 per cent of all CBERA‐eligible products were found to be covered by one or more NTM. Corresponding figures for all eligible products exported from individual beneficiaries range up to 40 per cent. Much higher trade coverage ratios are found for individual product groups. NTMs constitute important deterrents to US imports of CBERA‐eligible products. Heavy reliance on NTMs counters the intent of the CBERA, namely to extend preferential treatment to exports from Caribbean Basin countries. 相似文献

How do presidents in new democracies choose cabinet ministers to accomplish their policy goals? Contrary to existing studies explaining the partisan composition of the cabinet with institutional characteristics, such as formal authority, we argue that the broader political context surrounding the president's ability to control the legislature can affect cabinet partisanship. By analyzing original data on cabinet formation in all presidential systems in East Asia since democratization, we find that when presidents are more likely to be dominant in executive–legislative relations, they have less concern about legislative support and more leeway to focus on policy performance by appointing nonpartisan cabinet members. This analysis suggests that understanding cabinet partisanship requires a view of cabinet appointments as a trade‐off between securing legislative support and managing policy performance, and the scope of this compromise depends on the strength of the president vis‐à‐vis the legislature. 相似文献

This article examines the state of intensive family preservation services (IFPS) research. Using studies of IFPS in five states, this article seeks to establish whether IFPS can be regarded as an evidence-based practice, an increasingly important standard for publicly funded services. While reporting rates of repeat child maltreatment, the analysis uses placement rates as the main outcome measure and compares effect sizes using Cohen's arcsine transformation for data reported as proportions. Significant differences in rates of child out-of-home placement and repeat maltreatment were found in some studies, particularly for higher risk families. The findings also underscore the difficulty of identifying which families to serve (targeting), ensuring treatment fidelity, and employing rigorous and appropriate evaluation methods. Overall, additional research is needed to move IFPS from a promising practice to an evidence-based practice. 相似文献
