Recent studies on European Union (EU) Enlargement have emphasised the importance of usages of ‘Europe’ by domestic actors as a necessary condition for the EU to have an impact on domestic politics. We study the usages of Europe in the critical case of Turkey’s nuclear energy policy. We analyse the narratives and actions of domestic actors in Turkey to identify if they use ‘Europe’ (the EU and the idea of Europe). We reach the counter-intuitive finding of usages by both state and non-state actors, which illustrates that usages of Europe can persist despite enlargement stasis in candidate states.相似文献

In 2005 Indonesian and European institutes joined to start the first step for the implementation of an Ocean Operational System
in the Indonesian archipelago. The system will support the decision making process for the sustainable use of marine resources,
providing useful information and added value products as well as a service for an improved management of the sea with high
business impact to targeted groups as public authorities and commercial operators (coastal managers, fishermen, shipping companies).
In this paper the System is shortly described with its potential benefits and economic and social impacts.
Public administrators at the local level often rely on citizen surveys to measure the outcomes or accomplishments of their service delivery efforts. However, many remain skeptical about the value of survey-based measures of local government performance, in large part because of the low empirical correlation between objective and subjective performance measures reported in the literature. Using data from New York City's street cleanliness scorecard, a well-established outcome measure, combined with responses from more than 4,000 respondents to a citizen survey, the authors find a clear and consistent correlation between the scorecard and citizen ratings of street cleanliness in their neighborhoods. Moreover, the street cleanliness scorecard is a much stronger predictor of citizen ratings than demographic factors, trust in government, or contextual effects. These results demonstrate that citizen judgments about government performance can correspond closely with more objectively measured outcomes—and that citizen surveys can provide valid and useful performance measures, at least for some local government services. 相似文献
Research into e-government is relatively new. Nevertheless, much contemporary thinking and writing about e-government is driven by normative models that appeared less than a decade ago. The authors present empirical evidence from three surveys of local e-government in the United States to test whether these models are accurate or useful for understanding the actual development of e-government. They find that local e-government is mainly informational, with a few transactions but virtually no indication of the high-level functions predicted in the models. Thus, the models do not accurately describe or predict the development of e-government, at least among American local governments. These models, though intellectually interesting, are purely speculative, having been developed without linkage to the literature about information technology and government. The authors offer grounded observations about e-government that will useful to scholars and practitioners alike. 相似文献
Results from previous studies of campaign spending imply that equal-sized grants to both incumbents and challengers are a net benefit to challengers, who on average spend less money and derive greater marginal returns from each additional dollar. This study provides an experimental test of this proposition. Cities holding mayoral elections in November 2005 and 2006 were randomly assigned to broadcast nonpartisan radio ads that stated the names of the mayoral candidates, reminded listeners about the date of the upcoming election, and encouraged them to vote. Consistent with the findings of previous studies on the differential effects of incumbent and challenger campaign spending on election outcomes, we find that these radio ads produced substantially more competitive elections. The borderline statistical significance of our results, however, invites replication of this experiment. 相似文献
Trends in states’ civil service reforms since the Winter Commission’s report was published in 1993 are described and evaluated in the context of its recommendations. The authors argue that the commission’s reform agenda relies on a public service bargain that requires public employees, elected officials, and other stakeholders to respect, trust, and support each other’s efforts to serve the public interest. Its recommendations for modernizing state and local personnel systems are discussed and related to the “reinvention” and New Public Management initiatives of the past 20 years. Many of these ideas have been adopted by state governments, but there is no single reform model that has been followed across the states. Some states, such as Georgia and Florida, have engaged in radical reforms that include replacing traditional merit systems with at‐will employment models. The general pattern involves decentralization, deregulation, and limitation of employee protections. While many of the management‐oriented changes advocated by the Winter Commission are staples of states’ civil service reforms, its emphasis on a “trust and lead” strategy based on public service values, partnership, and leadership in the public interest has not received much attention. In general, objective evaluations of states’ reforms are needed to determine whether their purposes are being achieved.相似文献
While there is a growing academic literature about mail-in ballots, there has been no serious academic research to date on overseas voters, even though the counting of overseas military ballots figured into the 2000 presidential election controversy. The participation of nearly 4 million overseas voters, both civilian and military, is governed by the Uniformed and Overseas Citizens Absentee Voting Act. The authors examine the reported perceptions of military and nonmilitary voters covered by this legislation using two surveys funded by the U.S. Election Assistance Commission, focusing on their perceptions of electronic means of transmitting voting materials. The authors find that civilian overseas citizens have a harder time registering and voting than military overseas citizens; that the key factor is the timely transmission of voting materials; and that, despite privacy concerns, electronic transmission of voting materials is viewed favorably. 相似文献
