Managing AIDS in the workplace

Because of the AIDS epidemic and the protections afforded individuals with AIDS under the Americans with Disabilities Act (ADA), employers are well advised to ensure compliance under applicable law to reduce exposure to employee claims of discrimination and to efficiently manage workplace issues associated with AIDS. Employers should implement AIDS policies and programs designed to educate their workforce to reduce the spread of AIDS and to clear up any misunderstandings about the disease which could wreak havoc in the workplace. This article summarizes suggested action steps for employers and outside resources to consult for guidance.     

Who benefits from minority business set-asides? The case of New Jersey

Race-based remedies often are justified by evidence of prior discrimination. They work when they benefit groups previously disadvantaged. This article examines one such remedy—minority business set-asides—and its application in the award of public procurement and construction contracts by the state of New Jersey. Analyzed are contract awards to minority and non-minority/non-women-owned business enterprises in 1990, as well as in periods before, during, and after the imposition of a state minority set-aside program. Using a conventional decomposition approach, the article reveals significant discriminatory gaps in the success of minority- versus non-minority-owned firms in obtaining contracts from the state of New Jersey. The analysis suggests that minority contracting success rates fell from the pre-set-aside era to the set-aside era and that discriminatory outcomes persisted. The particular remedy chosen—while justified based on evidence of prior discrimination—appears not to have reduced the original discrimination nor did it unambiguously benefit minority businesses.     

The Victimization of LGBTQ Students at School: A Meta-Analysis

ABSTRACT

Although research suggests that LGBTQ youth are at risk for victimization at school, it remains unclear just how much more likely they are to be victimized relative to heterosexual or cisgender youth, or the conditions under which their risks for victimization are highest. Accordingly, we conducted a meta-analysis on the relationship between LGBTQ identification and school victimization. Multilevel analysis of 276 effect size estimates, from 55 studies, revealed a moderate overall mean effect size (r = .155). Moderator analyses indicated the relationship was stronger for transgender youth, homophobic victimization, and students in the Western United States; and weaker for questioning youth. We conclude with recommendations for policy and future research, and suggest that theories of victimization be broadened to better explain the risks that LGBTQ students face.     

Introduction: A Sense of Place

In his book No Sense of Place: The Impact of Electronic Media on Social Behavior (1985), Joshua Meyrowitz analyzes the ways in which electronic media of the twentieth century have broken down the "once strong relationship between physical place and social 'place,'" engendering greater social mobility and blurring distinctions based on social class, gender, race, and age (ix).     

African–American Parents’ Racial and Ethnic Socialization and Adolescent Academic Grades: Teasing Out the Role of Gender

This study examined the relationship of racial and ethnic socialization and academic achievement in a sample of 218 African American adolescents (grades 9–12; 52% girls) attending a public high school in the northeastern United States. Researchers were particularly interested in whether adolescent gender moderated the relationship between racial and ethnic socialization and academic grades. Results indicated that aspects of ethnic socialization, African American cultural values and African American heritage were linked to adolescent grades. Additionally, adolescent gender was found to moderate the association between these socialization variables and grades. The findings also suggest that socialization provided by paternal caregivers around African American cultural values and African American heritage may have differential effects for academic grades than the socialization messages provided by maternal caregivers. Information generated from this study broadens the understanding of socialization factors that can facilitate positive academic outcomes in African American youth and has practical implications for parents and educators.

Formal versus traditional institutions: evidence from Ghana

Citizens in Ghana have a host of options when it comes to local governance provision as a result of the government’s decentralization policies. We undertake to explore and understand how Ghanaians navigate the constellation of local institutions, both formal and traditional, to solve an array of common problems. A four-constituency survey was administered during the summer of 2009 and asked respondents about their experiences interacting with four formal institutions and one traditional institution. We find that formal institutions are by and large working effectively and are enhanced by the presence of a traditional institution. We consider the implications of our results with respect to both democratization and decentralization.

Sibling violence and agonistic interactions experienced by early adolescents

Negative physical and verbal interactions occurring between early adolescents and their closest-spaced sibling were examined. Two hundred forty-four junior high school students provided information concerning their experiences as victims and perpetrators of aggressive and agonistic behaviors. Results confirm earlier studies' findings that siblings engage in numerous hostile interactions and that females and males perform these behaviors to an almost equal extent. Participants' self-reports suggest that parents may underestimate sibling use of physical force to resolve conflicts. Findings indicate there is further need to examine sibling interactions in order to better understand family functioning and family violence.     

Volunteerism and technology transfer: A case study

The withdrawl of Federal funds in a number of social service programs and state and local government budgets calls for an upsurge in volunteerism. Since August 1978, a Technical Volunteer Service (TVS) has been doing just that at one of the nation’s largest Federal laboratories. As measured by service to the community, acceptance by laboratory management, and satisfaction for the volunteers, this program has been an outstanding success. The time is ripe to transfer this program to other Federal laboratories, universities and industry. This paper describes the program and offers practical suggestions for its transfer to other organizations.
