Sino-globalization: Politics Of The Ccp/tnc Symbiosis

This article critiques the “Beijing Consensus” that Joshua Ramo proposes as the ideal model for the entire developing world. The political dynamics of Sino-globalization have been given too much of a free ride by neoliberals. For investors with the right guanxi, the Chinese Communist Party (CCP) has been a guarantor of profitability in an almost mercantile sense. The fact that the CCP is also an instrument of monumental oppression is not just incidental to this arrangement. The specifically anti-democratic nature of CCP authority is in fact its strongest recommendation, since this power is on loan to transnational corporations (TNCs) for the right price. Not only has the CCP made the “trains run on time,” but, more to the point, it has given the TNCs an inside track. They in turn have become de facto lobbyists for Beijing in Washington. The TNC/CCP symbiosis that defines Sino-globalization has resulted in a worst-of-both amalgam that has taken China from one of the lowest income differentials in the world to one of the highest. The unrest this spawns will eventually erode one of the main sources of China's globalist appeal: its presumed political stability. By then, however, Sino-globalization will have migrated to other cheap labor reservoirs. It is the model itself, rather than the PRC, that poses the greatest threat to liberal democratization in coming decades.     

India in Search of Itself: The Crisis and Opportunity of Indo-Globalization

The benefits of today's Indo-globalization have bypassed those most in need: the nearly 70% of the workforce that remains in agriculture. Only about 1.3 million of the total workforce have a tangible stake in India's vaunted New Economy. While that globalized sector lifts the aggregate economy toward nearly double digit growth, there will be little of China's labor-intensive industrialization to take up the slack as 70 million Indians enter the workforce over the next five years. This is a country with more indigenous billionaires than any except the US, yet one in three of the 1.1 billion population subsists on less than $1 per day. These are not the wages of substantive democracy, or even sustainable plutocracy. Globalized India will sink or swim by how well it negotiates its coming clash between haves and have-nots. Talk of a “Shining India” almost always omits reference to the rising scourge of Naxalism in the derelict countryside. The rural meltdown has reached such a scale that the usual Naxalite question must be reversed. Instead of asking how the movement became so widespread, we should ponder why it is not wider still. There is no doubt that the Other India will fight back against globalization on these terms. The only question is whether this resistance can be brought into the fold of mainstream Indian politics, thereby producing a uniquely democratic Indo-globalization.     

The leadership environment of public sector executives

Olshfski uses critical incident methodology to describe the leadership environment of state cabinet officials. The rich data set offers insight into how state executives (1) learn about their jobs, (2) exercise discretion to determine their policy agenda, and (3) operate in the political environment of state administration. She concludes by pointing out discrepancies in our understanding of leadership and offers suggestions for leadership, research, and teaching.

Somerset Maugham is said to have begun all his lectures by saying there are only three things that one must know in order to be a good writer: the only problem being that no one knows what those three things are. The same might be said of leadership research. For example, Stogdill's survey of leadership research contains over 3,000 references and Bass's revision documents over 5,000 references.⁽¹⁾ The preface to Stogdill's survey assesses the status of leadership research: “four decades of research on leadership have produced a bewildering mass of findings…. The endless accumulation of empirical data has not produced an integrated understanding of leadership. “⁽²⁾ A more pithy evaluation is offered by Bennis and Nanus, “never have so many labored so long to say so little.”⁽³⁾ Yet, most people still vigorously believe in the importance of the leader and leadership research.⁽⁴⁾

Recognizing the confusion in the field of leadership research, this study attempts to describe the context within which public executives operate. It is assumed that the executive's operating environment determines the extent to which leadership is possible. Critical incident methodology is used to illustrate how public sector executives conceptualize their environment and how they operate based on that conceptualization. This research is driven by two questions: What is the leadership environment of the state cabinet executive? Secondly, how does the leadership literature facilitate the understanding and interpretation of executive leadership in the public sector?     

Family violence and depressive symptomatology among incarcerated women

This study examines the potential association between witnessing parental violence as a child and later adult depressive symptomatology within a population that has received limited attention in the scientific literature, namely, incarcerated women. The Conflict Tactics Scale and the Center for Epidemiological Studies Depression Scale were administered to 60 women incarcerated in a maximum security prison in North Carolina. A majority of the women reported that they had witnessed verbally aggressive or physically violent interactions among the adult members in their families. Seventy percent of these women suffered from clinically relevant levels of depressive symptomatology. Stepwise multiple linear regression analysis revealed that increasing levels of reasoning conflict resolution strategies used in the women's families of origin were associated with decreasing levels of depressive symptomatology of the women, whereas increasing levels of physically violent conflict resolution strategies were associated with increasing levels of depressive symptomatology.     

The objective interpretation of histopathological data: an application to the ageing of ovine bruises

Muscle and adipose tissue from a total of 178 experimental bruises inflicted on sheep and aged from 1 to 72 h old were processed for light microscopic examination. Five observed histopathological features of inflammation and repair were scored semiquantitatively on a scale of 1-4 according to their degrees of change from the normal state. These data were evaluated mathematically using a Bayesian probability model designed for the purpose. The model was able to age bruises with an acceptable degree of accuracy only as either 1-20 h or 24-72 h old but within these constraints a degree of confidence in excess of 90% was achieved. The exact performance of the model depended on the nature and number of tissue samples examined but mathematical ageing was superior to interpretative ageing based on personal experience.     

Enhancement of the luminol test by means of light amplification

The type of device commonly referred to as a "starlight scope" will amplify available light by a factor of approximately 17 000. The use of this device will permit an image to be formed by exceedingly small amounts of blood when reacted with luminol reagent. Modification of the apparatus is necessary to permit focusing at short distances.
