This 5-year study investigated the character of Forensic Handwriting Examiners’ (FHEs) authorship opinions on questioned signatures through the medium of blind validation trials. Twenty-nine thousand eight hundred and eleven authorship opinions were expressed by FHEs on trial kits comprising randomized questioned genuine signatures (written by the specimen writer), disguised signatures (written by the specimen writer) and simulated signatures (not written by the specimen writer). Results showed that, as a group, FHEs were significantly more confident at identifying writers’ genuine signatures than identifying writers’ disguised signatures or eliminating specimen writers from having authored simulated signatures. It is proposed that the difference in FHE confidence arises from the difficulty they have in deciding which alternative authorship explanation accounts for perceived combinations of similar and dissimilar features between specimen and questioned signatures. 相似文献

The economies of remote Indigenous settlements are dominated by public finances. The current system of governing public finance is highly saturated, fragmented and centralised, and this has a corrosive effect on local governance capability. The political accountability of leaders to their constituents is weakened in favour of an administrative accountability ‘upwards’ to higher authorities. New Public Management reforms have promoted administrative deconcentration, over political devolution, and this has been accompanied by an influx of public servants, Non‐Government Organisations (NGOs) and private contractors, and a decline in Indigenous organisations and local government. The end result in many settlements is a marked disengagement of Indigenous people in their own governance. There is evidence of considerable political capabilities existing within local government electorates. Decentralised financing arrangements can be used to catalyse these capabilities and then address deficits in administrative and technical performance. 相似文献

An aging workforce and increasing retirement benefits are ongoing problems for states and municipalities. Unions are often blamed for governments offering too generous pension benefits. This contributes to budgetary pressures in some state and municipal governments. This article analyzes the impact of collective bargaining on pension benefit generosity under different economic conditions. The study finds that the impact of collective bargaining on pension benefits is not consistent over time or across pension plans. Collective bargaining has a positive effect on pension benefits under worsening economic conditions. Additionally, unions indirectly influence pension benefit generosity through campaign donations and unionization intensity. The findings suggest mixed impacts of collective bargaining on different groups of public employees regarding pension contributions. The article concludes with implications for the role of unions in public financial performance and strategic human resource management during fiscal austerity. 相似文献

The Fuerzas Armadas Revolucionarias de Colombia (Revolutionary Armed Forces of Colombia—FARC) was originally founded to protect Colombian peasants from harsh landowner policies in exchange for food and supplies. Over time, it has evolved into an internationally connected, narco-trafficking organization that displays little concern for the peasants it once vowed to protect. In recent years, Colombian authorities have become more adept at countering the FARC, forcing it to operate increasingly outside of Colombia. The FARC's transformation from a local insurgency into an internationally connected one is the focus of this article. Using social network analysis it identifies key leaders who are tied to this transformation and discusses implications concerning the FARC's future. 相似文献

To the extent that European integration results in the decline in the importance of the nation‐state as the exclusive seat of formal political power, we can expect attendant changes in those forms of interest aggregation and articulation historically linked to the state. This article suggests that a polity characterised by multi‐level governance is emerging in Europe and that this poses a set of new constraints and opportunities for groups that wish to influence political decisions. We argue that group strategy in response to this is a function of: (1) the structure of political opportunities facing a group in the EU; and (2) inherited institutions and ideologies that constrain the capacity of a group to exploit those opportunities.
