Der vorliegende Beitrag befasst sich mit der Frage, welche rechtlichen Möglichkeiten der Ausschussobmann bei gleicher Mandatsstärke in Bezug auf das Nominierungsrecht der Parteien zum Gesamtvorschlag der Volksanwaltschaft hat.     

CHANGING PRACTICES AND CONCEPTIONS OF THE EXECUTIVE FUNCTION IN URBAN GOVERNMENT: THE GREATER BRISBANE EXPERIENCE

Abstract: Since the commencement of the Greater Brisbane scheme in 1925, a number of different ways of organising the executive function have been provided for in the legislation. These have included a mayor elected at large as chief executive officer; an appointed city manager model, which was never activated; a quasi-cabinet model, with the mayor being elected by the council rather than at large; a "weak" collective executive committee, akin to the early 20th century "board of control" arrangements in Canada, the mayor being elected at large and standing committees of council possessing substantial policy formulation powers; a stronger collective executive in theory, alongside which something akin to the American "strong mayor with chief administrative officer" model operated in practice; a strong collective executive, with the mayor once again elected indirectly, and weak standing committees of aldermen retained; a return to something like the original mayor-as-CEO arrangement; and finally, a strengthened version of the initial "mayor-as-CEO with chief administrative officer" model. These changes are traced chronologically and a general assessment is offered in conclusion.     

The effects of political involvement and cross-pressures on multiple party identifications in multi-party systems – evidence from Germany

Despite being part of the original concept in “The American Voter”, multiple party identifications (MPID) have rarely been analyzed. Based on a 2016 survey that is representative of the German electorate, we investigate the determinants of multiple party attachments in Germany. With the help of a new measurement instrument for MPID, we can show that multiple attachments are a common phenomenon in Germany: Nearly 30% of the respondents and more than half of all party adherents identify themselves with more than one party. Political interest and education as facets of political involvement have a significant effect on the likelihood of holding multiple attachments within ideological camps. Cross-pressures lead to a higher probability of having multiple identifications between political camps.

Strategic Restraint in the Near Seas

Although the shift back towards a more normal international order seems inevitable, its timing and manner are not. The transformation will be smoother and America's security will be greater if the U.S. adapts to changing circumstances by exercising restraint and placing greater responsibility on allied and other associated states. Ultimately, the status of the Near Seas matters most to nearby nations which are both prosperous and friendly. They must do more to preserve an open political and economic order in East Asia.     

Preserving the low‐income housing stock: What nonprofit organizations can do today and tomorrow

Abstract

In recent years, nonprofit organizations involved in housing have multiplied in number and expanded the size and scope of their activities in low‐income housing preservation. Newly available data show that nonprofits now constitute a significant sector in the upgrading, maintenance, and management of affordable housing and continue to focus their efforts on serving those most in need. Analysis also indicates that the potential exists for significant further expansion of their activities in the short and medium term. While nonprofits cannot by themselves meet the enormous needs for preserving low‐income housing, they can be major contributors, particularly if carefully designed expansion of federal support for projects and operations comes to complement their current resources.
