Altering Risk Following Child Maltreatment: Family and Friend Support as Protective Factors

Although the long-term effects of cumulative childhood maltreatment (CCM) include a variety of adverse consequences, many individuals are resilient following such experiences. This study explored the role of social support from family and friends in buffering long-term outcome following CCM, examining both main and moderating effects. Participants included 344 college aged men and women. Findings revealed strong promotive (main) effects of social support from family and friends that were associated with a reduction in symptoms of depression/anxiety and anger/hostility, regardless of the severity of abuse experienced. Support generally acted as a buffer (moderator) against negative outcomes for individuals with lower, and not higher, levels of CCM. The role of family support in moderating outcome was complex, particularly with respect to women’s later dating victimization; here family support functioned as a protective factor at low CCM, but as a vulnerability factor at high CCM.     

Managerial Necessity and the Art of Creating Surpluses: The Budget-Execution Process in West Virginia Cities

Budget execution traditionally has been defined as a straightforward process of implementing the budget as approved. Research into the process has been limited, particularly with regard to local government budgets. This article examines the rebudgeting process using a case study of 15 West Virginia cities. Rebudgeting displayed a consistent pattern for the various budget categories—personnel, contracts, commodities, capital, and contributions—closely resembling the "increase-then-decrease" pattern seen in the overall budget. Empirical data on budgetary adjustments and structured interviews with city finance officials helped to describe budget changes and explain probable causes and effects of behavior during budget execution for these smaller cities. Budget changes were found to be the result of managerial necessity and the exercise of discretion to generate and distribute surpluses.

Defending the Articles of Conferation: A Response to Sobel

A fundamental mystery of the Articles of Confederation is why the statescontributed sizeable resources to the confederation government when theywere allegedly caught in a collective action problem. In a recent article,Russel Sobel denies the collective action problem and suggests that ourresearch on the incentive structure of the confederation contradicts theevidence. This note clarifies both of our arguments, introduces the typeof evidence that would determine whether national public goods weresub-optimally supplied, and explains why states contributed in a mannerthat is consistent with the evidence and with a deficient institutionaldesign.     

Dilemmas of Divorce: How Secessionist Identities Cut Both Ways

This paper develops and illustrates a novel theoretical explanation for maximal revisionist challenges to the status quo. I argue that some rising great powers become dissatisfied with the normative and constitutive structure of the status quo and therefore incapable of or unwilling to orient themselves toward reassurance, not because of increasing capabilities but rather due to the domestic political effects produced by perceptions of status immobility—the idea that the status quo is unable to accommodate the rising state's claims to increased status and prestige. I illustrate the argument by showing that Japan's increasing revisionism after 1931 can in large part be explained by widespread perceptions of status immobility linked to Japanese understandings of the role of race in the maintenance of the Western-dominated status hierarchy.
