Abstract European Union enlargement has left Russia on the margins of European political processes and led to widespread suspicion in the Moscow foreign policy establishment of European motives. This has resulted in, first, increasing resistance to the imposition of European norms and, second, a more assertive policy, particularly in the EU's and Russia's ‘overlapping neighbourhoods’. Although Moscow is likely to continue the strategy of engagement initiated under Putin, Brussels must radically rethink the nature and extent of Russia's ‘Europeanisation’. Russia's drive for modernisation will coexist with the strengthening of sovereignty and the power of the state, seen by the Putin administration as key to external and internal security. The EU will have to limit its ambition and work within this ‘window’—wider or narrower depending on state of play—of policy possibilities. 相似文献

The fact that Myanmar is not democratic is too often taken as a given in international policy discourse without analysis as to why it has not democratized or what conditions might allow for democratization. Plausible theories to explain Burma's authoritarian politics include poor levels of economic development, colonial history, regional geopolitical factors, problems of state formation and the unification of the military. Determining which theories have the most explanatory power is important because different understandings of Burma's authoritarianism steer one toward some remedies and away from others. In this paper, I argue that problems of state formation – ‘stateness’ in one strand of the democratization literature – and ‘regime unification’ theories stand the best chance of explaining the lack of democracy in Myanmar. I examine the logic and evidence for each theory and conclude that while both explain some of the status quo, ‘stateness’ had more explanatory power before 1988 but in post-1988 Myanmar, ‘regime unification’ explains more. 相似文献

Abstract While the literature on the assessment, treatment and management of non-learning disabled sexual offenders is well established, it is only in recent years that researchers and clinicians have focused on sexual offenders with learning disabilities. In contrast to mainstream sex offender treatment programmes, there are few evaluated community-based treatment programmes for sexual offenders with learning disabilities, and of the small number of published studies that describe treatment programmes, most are based on small samples and few have been validated empirically. Sexual offenders with learning disabilities differ from their non-disabled counterparts in several important ways, having implications for management and treatment. Due to methodological differences between studies, the prevalence of sexual offending by men with learning disabilities is not clear. However, in some studies, the sexual recidivism rate of offenders with learning disabilities is 6.8 times and 3.5 times that of non-disabled sexual offenders at 2- and 4-years’ follow-up, respectively. Sexual offenders with learning disabilities are also at greater risk of re-offending in a shorter time period. There remains an urgent need for further research into the assessment of risk and whether components from mainstream treatment programmes can be adapted to meet the needs of learning disabled sexual offenders. Approaches to working with sexual offenders with learning disabilities and programme development are discussed. 相似文献

The Philosophy of Criminal Law collects 17 of Doug Husak’s articles on legal theory, 16 of which have been previously published, spanning a period of over two decades. In sum, these 17 articles make a huge and lasting contribution to criminal law theory. There is much wisdom contained in them; and I find surprisingly little to disagree with, making my job as a critical reviewer quite challenging. Most of the points on which Doug and I disagree can be found in my other published work in this field, so I will have little to say about them, except where they illuminate those few points of disagreement that arise in the particular essays I discuss. Most of what I will say will be in accord with Doug’s views and will principally explore their wider implications. The 17 essays in the book cover too many and too varied topics for one review essay. Therefore, I will focus on just three of them: “Rapes Without Rapists: Consent and Reasonable Mistake” (co-authored by George C. Thomas); “Mistakes of Law and Culpability”; and “Already Punished Enough.” Although I generally agree with the upshots of Doug’s arguments in these chapters, I think the issues they raise are worth further exploration. 相似文献

Consultants are an integral component of development aid. Their involvement is based on an assumption of the transferability of knowledge to clients and beneficiaries. However, this role, its efficacy and the concept of knowledge transfer have all been questioned. Although research has shown interest in northern development consultants in recent years, detailed processes and practices of southern consultants' engagement with knowledge production are less analysed. Drawing on debates about knowledge, power and managing development interventions and on extensive fieldwork exploring a Bolivian consultancy company's assignments for northern development agencies, we analyse the ‘knowledge engagements’ between clients, consultants and beneficiaries. The results suggest a novel theorisation: knowledge engagements are shaped by power relations exercised through discourses and financial aid on one hand and shared and unshared lifeworlds and backgrounds of actors on the other. They are also characterised by collusive behaviour with the discourses and practices of aid on the part of consultants and beneficiaries, which in turn influences outcomes. Southern consultants, although aware of these issues, are in a difficult position to challenge these relationships. A greater recognition of the tensions could lead to a new role for consultants if collective action were to renegotiate their terms of engagement and aim for a new mutuality. History offers valuable lessons to housing policymakers. For those who would devise new low-income housing programs during today's trying economic circumstances, it is helpful to study the strategies that succeeded in achieving low-income housing programs in past difficult times. This article, History Lessons for Today's Housing Policy, examines the political processes that led to the adoption of new low-income housing policies during four political crises. The four crises were the Great Depression of the 1930s, the post-World War II housing shortage, the urban crisis of the 1960s, and the policy crisis of the 1970s. Among other history lessons, the article reveals that well-organized political support, especially from large institutions, is crucial to achieving distinctly different new programs; that decentralized programs are more politically resilient than centralized programs; that programs that appeal to the nation's broad middle-class are most popular; and that policy research is valuable but that politics trumps research. 相似文献

As Sri Lanka's civil war escalated in the spring of 2009, protests led by the Sri Lankan Tamil diaspora in Toronto appealed for an immediate ceasefire agreement between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE). Held simultaneously in Chennai, London, and Oslo, the protests called for an end to the hostilities in Sri Lanka as well as recognition of the legitimacy of Tamil Eelam, a separate nation state for Tamils in Sri Lanka. Based on interviews and media coverage in Toronto, this article investigates how these ‘immigrant protests’ constituted ‘transnational acts of citizenship’. I examine the Toronto protests through three acts in the protest that challenged the exclusions of national citizenship by moving from Toronto's streets, statist discourses of Canadian citizenship, and the violence of war in Sri Lanka. Although these transnational acts of citizenship were rendered inaudible in public culture, the article concludes by exploring the possibilities of citizenship and belonging in the Sri Lankan Tamil diaspora following the defeat of the LTTE. 相似文献

The literature on performance information use explains how public managers deal with mainly quantitative data that are systematically collected and formally reported. This article argues that such a narrow understanding is incomplete, as it excludes all kinds of nonroutine performance information, including verbal, ad hoc, and qualitative feedback. To understand how responsive public managers are to performance feedback, alternative sources of performance information need to be taken into account. A literature review suggests considering two important sources of nonroutine feedback: organizational insiders and relevant external stakeholders. Using survey data from German local government, this article shows that public managers prefer to use nonroutine feedback over routine data from performance reports. Furthermore, a regression analysis indicates that different sources of performance information require different determinants to trigger their use. This finding is essential because it suggests that explanations of performance information use can covary with the information source studied. 相似文献

Whether a country is able effectively to address collective action problems is a critical test of its ability to fulfill the demands of its citizens to their satisfaction. We study one particularly important collective action problem: the environment. Using a large panel dataset covering 25 years for some countries, we find that, overall, citizens of European countries are more satisfied with the way democracy works in their country if (a) more environmental policies are in place and if (b) expenditures on the environment are higher, but environmental taxes are lower. The relation between environmental policy and life satisfaction is not as pronounced. The evidence for the effect of environmental quality on both satisfaction with democracy and life satisfaction is not very clear, although we find evidence that citizens value personal mobility (in terms of having a car) highly, but view the presence of trucks as unpleasant. We also document that parents, younger citizens, and those with high levels of educational attainment tend to care more about environmental issues than do non-parents, older citizens, and those with fewer years of schooling. 相似文献

Low copy number (LCN) STR typing was successfully applied to four interesting cases during developmental validation of the approach for degraded skeletal remains. Specific questions were addressed in each case, with the acquisition of STR data largely serving as additional confirmatory or investigatory information in any specific situation, and not necessarily providing the definitive evidence to establish identity. The cases involve missing U.S. service members from World War I, World War II, and the Vietnam War. The variety of these cases, in terms of the questions addressed, the age of the remains, and the type of reference material available for comparison, demonstrates the broad utility of LCN STR typing in the identification of degraded skeletal remains from missing persons. 相似文献
