Verkehrssicherungspflichten in besonders geschützten Teilen von Natur und Landschaft

Es bestehen erhebliche Unklarheiten über Art und Umfang von Verkehrssicherungspflichten für Gefahrenquellen (z. B. Totholz) in besonders geschützten Teilen von Natur und Landschaft. Der Beitrag versucht, hierzu allgemeine Grundsätze herauszuarbeiten und die Problematik anschließend anhand von Fallgruppen im Einzelnen zu erläutern. Dabei wird sich zeigen, dass dem Gebot der Rechtssicherheit und dem aus Art. 14 GG abzuleitenden Zumutbarkeitskriterium nur dann ausreichend Rechnung getragen werden kann, wenn in die Landesnaturschutzgesetze oder in die Unterschutzstellungsverordnungen selbst haftungsbegrenzende Regelungen aufgenommen werden.     

Sea grant — Technology transfer in marine systems

This paper presents several examples of transfer of technology from aerospace systems to marine systems, drawing on the author's personal experience with the shipboard installation of Navy guided missiles and in the area of advanced design deep submersibles. A few instances of marine technology transfer to other disciplines are also included. Emphasis is on the culture clash of advanced technology and exotic materials on a conservative, long-established, and slowly evolving body of technology represented by naval architecture and marine engineering professions. Some concluding remarks discuss the organizational and personal environment which helps or hinders these transfers, with mention of the role of “technological gatekeepers” in the sense of Thomas Allen (T. Allen: Managing the Flow of Technology, MIT Press, 1977).     

A survey of communication skills needed and communication methods used in the dissemination of development information

This article reports on the results of a survey conducted on the role of change agents in the communication development process. Change agents working with twenty non-profit development agencies were asked to evaluate the amount of time they spent communicating development information, the communication skills and methods used, and the roles they play as change agents in the development process.     

Umweltsonderrecht für Vorhaben der Landesverteidigung

Im deutschen Umweltrecht finden sich an verschiedenen Stellen Sonderregelungen für Vorhaben der Landesverteidigung. Ausgehend von der Fragestellung, welche Vorhaben hiervon erfasst sind, werden nachfolgend die wichtigsten dieser Sonderregelungen vorgestellt. Die Untersuchung beschränkt sich dabei auf Bestimmungen zum medialen Umweltschutz, der die klassischen Umweltmedien Boden, Wasser und Luft zum Regelungsgegenstand hat ¹ , und widmet sich außerdem einer Sondervorschrift im Waldrecht. Dagegen bleiben Vorschriften beispielsweise zum Strahlenschutz, zu Gefahrstoffen oder zur Gefahrgutbeförderung ² sowie zum Luftverkehr3 ausgeklammert. * Der Verfasser ist am Landratsamt Neustadt a. d. Die Qualität von demokratischen Regimen. Zur Erklärung der politischen Performanz in Italien und Indien durch Robert Putnam und Patrick Heller

Long-term processes of democratization have brought about a great number of states with democratic regimes. Therefore, political sociology has to focus in its research on the determinants of the quality of democracies. This article compares two theoretical perspectives: first, Robert Putnam’s attempt to explain the political performance in the Italian regions by the strength of their civil society and their social capital and secondly, Patrick Heller’s study about the Indian state of Kerala, which underlines much more the importance of the mobilization and organization of the lower classes and the functioning of the state apparatus. An empirical analysis of the determinants of the social development of the 15 largest Indian states and further studies in political sociology indicate a greater plausibility of Heller’s approach. Therefore, Putnam’s core concepts of social capital and civil society are reconstructed in a concluding theoretical discussion so that a connection to Heller’s theses and to other fields of research in the social sciences becomes possible.     

Technology transfer: An overview as related to LDCs

The Technology Transfer issue has aroused much controversy in the last two decades among management researchers. This paper attempts to discuss the problems of Technology Transfer, the debate on this issue and some of the theories concerned. It also presents a suggested theoretical framework to assist the LDCs in determining need for, and receiving of, new technology.
