This paper examines the policy of targeted killing from a moral perspective and defends the possibility that under certain circumstances it is paradoxically both morally justified and morally reprehensible. Governments and their agents who authorize and partake in a policy of targeted killing end up, at best, with ‘dirty hands’ – they do wrong in order to do right. When faced with intractable moral conflicts/dilemmas, politicians and military strategists are forced to choose between lesser evils, rather than between good and bad options. Consequently, supporters and critics of the policy of targeted killing, those who in turn argue that such actions are either entirely justifiable or to be unequivocally condemned, fail to grasp properly the moral complexities of such situations. The paper examines the highly controversial targeted killing of Salah Shehada by the Israel Defence Forces in 2002 to illustrate the complexities and insights of a dirty hands analysis.  相似文献

This article examines how, despite the initial scepticism about its viability, the Shanghai Cooperation Organisation (SCO) has become the primary security organisation in Central Asia. Two major factors are identified. Firstly, the focus of the SCO on tackling the so-called ‘three evils’ (terrorism, extremism, separatism) has won it favour with the prevailing leaderships of its member states. Secondly, the specific organisational framework adopted is appropriate for the region. The article concludes that the SCO is best characterised as a regional organisation concerned with non-traditional security and not as a hostile new ‘Warsaw Pact’ as suggested by some.  相似文献

Greater empirical attention directed toward gender-sensitive assessment strategies that concentrate on family-specific factors is thought to be both timely and necessary, especially with regard to outcome variables associated with mental health and substance abuse in at-risk adolescent populations. A sample of 2,646 court-involved adolescents was used to test two competing models regarding relationships among disruptive family processes, mental health (as both internalizing and externalizing problems), and substance abuse issues according to gender. The results of multiple group structural equation modeling procedures indicated that disrupted family processes were significantly associated with higher levels of internalizing problems, externalizing problems, and substance abuse in both male and female youth. For females, however, disrupted family processes were more related to internalizing problems and substance abuse than externalizing problems. Further, the relationship between disrupted family processes and substance abuse was not mediated by mental health issues, indicating a lack of support for the alternative model tested in this study. Together, the findings underscore the primacy of the family’s impact on issues related to adolescent development and well-being in tandem with the need for a more gender sensitive approach to the needs of court-involved males and females.

He received his Ph.D. in Family Science from the University of Connecticut. His major research interests include identifying the impact of family dynamics on youth development, psychopathology, and problem behavior. Ji-Young Lim   is an Assistant Professor in the Department of Family Studies and Social Work at Miami University of Ohio. She received her Ph.D. in Family Science from The Ohio State University. Her major research interests include gender and ethnic differences in risks and needs among court-involved youth, parent–adolescent relationships across cultures, and the influence of neighborhood settings on peer and family risks among juvenile delinquents. Courtney M. Yarcheck   is the Program Director at The Ohio State University Center for Family Research. She received her M.S. in Family Science from The Ohio State University. Her major research interests include gender-specific issues in the assessment of court-involved youth and the use of the Internet in training juvenile justice professionals. Jennifer M. Bostic   is the Program Manager at The Ohio State University Center for Family Research. She received her M.S. in Counselor Education from The Ohio State University. Her major research interests include the impact of gender and race on the mental health of court-involved youth. Scott D. Scheer   is an Associate Professor and State Extension Specialist in the Department of Human and Community Resource Development, and is Co-Director of the Center for Family Research at The Ohio State University. He received his Ph.D. in Family Studies from the University of Delaware. Do the leading predictors of economic growth found in the cross-national research have a capacity to predict economic growth at the state level in the United States (US)? Are the effects of education spending on economic growth underestimated because research fails to examine the indirect effects of spending on economic growth? This article presents the findings from a study investigating the relationship between education and economic growth in US states while controlling for the effects of the leading predictors of economic growth from the cross-national research. It also utilizes a path model to examine direct and indirect relationships between education spending and economic growth measured as per capita income growth. The results indicate that spending on higher education and highway expenditures demonstrate a positive association with growth in per capita income, while K12 (kindergarten through 12th grade) spending and K12 pupil–teacher ratios demonstrate a negative association with income growth from 1988 to 2005. Moreover, K12 spending and population growth indirectly affect income growth through their relationship with K12 pupil–teacher ratios, and spending on higher education indirectly affects income growth through college attainment rates. Overall, all but one variable from the cross-national research demonstrates a significant direct or indirect relationship with income growth during at least one time-period investigated. Treating K12 pupil–teacher ratios and college attainment as mediating variables also enhances our understanding of the dynamics that explain growth in per capita income at the sub-national level in the US. However, some unexpected findings emerge when the data are analyzed on the basis of two eight-year sub-periods.  相似文献

Modern urban governance, because of its demanding and complex environment, requires a facilitative style of local political leadership that is visible, outward looking, open, and less partisan than more established forms. This article examines the impact of new constitutional expressions of local political leadership in England since the introduction of executive forms of governance for larger municipalities in 2002. The mayoral form, though established in only a handful of municipalities, is showing signs of supporting a more facilitative leadership style compared to the more widespread council leader model. This finding may be explained by the decision-making resources of mayors and their relationship to followers, which are, in turn, created by the institutional framing of their role by new constitutional arrangements. Political leadership is not simply a product of personality, capabilities, or contingency—although all of these factors play a part. Crucially, from the perspective of reformers, institutional design does make a difference and can encourage leadership practices of a particular style and form.  相似文献

Zusammenfassung  In Deutschland sind gegenw?rtig über 19.000 Windenergieanlagen installiert. Dies ist klimaschutz- und energiepolitisch zu Recht als Erfolg gewertet worden, hat aber auch erhebliche Konflikte mit dem Immissions-, Natur- und Landschaftsschutz hervorgebracht. Auf die Problemlage hat der Gesetzgeber insbesondere durch Schaffung verbesserter rechtlicher M?glichkeiten für eine r?umliche Konzentration von Windenergieanlagen reagiert. Durch verschiedene h?chstrichterliche Entscheidungen sind die rechtlichen Anforderungen an den Planungsvorbehalt des § 35 Abs. 3 S. 3 BauGB als Korrektiv der gesetzlichen Privilegierung der Errichtung von Windenergieanlagen (§ 35 Abs. 1 Nr. 5 BauGB) mittlerweile in hohem Ma?e pr?zisiert worden. Die M?glichkeiten, das Anliegen des Fl?chensparens auch in die Windenergieplanung zu integrieren, sind aber durch die gegenw?rtige Rechtsetzung noch nicht ausgesch?pft.  相似文献
