Long-term processes of democratization have brought about a great number of states with democratic regimes. Therefore, political sociology has to focus in its research on the determinants of the quality of democracies. This article compares two theoretical perspectives: first, Robert Putnam’s attempt to explain the political performance in the Italian regions by the strength of their civil society and their social capital and secondly, Patrick Heller’s study about the Indian state of Kerala, which underlines much more the importance of the mobilization and organization of the lower classes and the functioning of the state apparatus. An empirical analysis of the determinants of the social development of the 15 largest Indian states and further studies in political sociology indicate a greater plausibility of Heller’s approach. Therefore, Putnam’s core concepts of social capital and civil society are reconstructed in a concluding theoretical discussion so that a connection to Heller’s theses and to other fields of research in the social sciences becomes possible. 相似文献
Relations between American Indian tribes and state governmentsare poorly understood; they have been inaccurately portrayedas exclusively or increasingly conflictual. This study balancessuch perceptions and identifies constructive patterns of state-tribalrelations that developed between 1970 and 2003. President RichardM. Nixon's 1970 policy of Indian self-determination affirmedIndian tribes' survival; yet it failed, in the context of tribes'extraconstitutional status, to clarify their relationship tostate governments. Since then, entrepreneurial tribal leadershave asserted sovereign governmental status while advocatingpractical and substantive cooperation with state governmentsin place of adversarial and legalistic relations. The partialsuccess of these efforts has produced new intergovernmentalmechanisms and the development of state-tribal relations asan ongoing and increasingly normalized category of intergovernmentalrelations, even amidst conflict over tribal gaming and a shiftingpolitical and legal environment. 相似文献

This study investigates the relationship between postmaterial values and the New Environmental Paradigm in Canada (Ontario) and the United States (Michigan). Based on survey data collected among both citizens and environmental activists, it is evident that among both Canadian and American respondents of both citizen and activist type the two value dimensions are similarly multidimensional and separate. Rather than reflecting a single larger dimension of value orientation, as claimed by some, it is clear that the Inglehart postmaterialist value measure and the Dunlap and Van Liere NEP index are separate constructs in the thinking of the Canadians and Americans surveyed. While these findings were parallel in the Canadian and American settings, a number of cross-national differences in how these values influence attitudes and behaviors are reported. In general, these findings underscore the need to continue to focus on variations in the cultural context of citizen responses to postindustrial change. 相似文献
Among the problems facing decision makers are those of receiving reliable warnings of nascent crises and of having relevant information which can be brought to bear on unforseen decision problems. This paper describes how computer technology is being used to address both of these problems in a real-time environment. Specifically, computers are being used to manage and analyze the relations among nations in order to forewarn decision makers withad hoc information retrieval and data analysis capabilities. Using computers in this fashion in the foreign policy arena is a recent innovation which may have application in other arenas where decision makers must continually anticipate and adapt to unfolding world situations. 相似文献
