ABSTRACTIt has been well acknowledged by historians of South African media that the country had a vibrant grassroots community press under apartheid, which declined with the advent of democracy. The ruling African National Congress (ANC) has supported media diversity in its media policy and has also criticised the supposedly anti-transformative nature of mainstream agenda-setting press. It has called for a range of measures to counteract this problem, including media diversity and intensified support for community media. However, apart from the establishment of the Media Development and Diversity Agency (MDDA), in its practices in government, the ANC has adopted a market-driven approach to the development of the sector, leaving questions of market structure to the Competition Commission and Tribunal. Evidence from the community press suggests that this approach, which amounts to an adaptation to neoliberalism, but with a public service top-up, is inadequate to the task of realising diversity. As a result, the community press is facing deep crisis. The article will then consider why the ANC has adopted an incoherent, even contradictory approach to press diversity, and what policy measures are needed to encourage the sorts of vibrant community press that a democratic South Africa needs. 相似文献

Observers argue that the business of news is responsible for worsening the coverage of terrorism, but exactly how economic considerations influence coverage is controversial. Based on an analysis of over 1600 articles from The Washington Post and USA Today, we find that concerns about the effects of economic pressures on terrorism reporting are exaggerated. The business climate affects coverage, but the long-term impact of market pressures on coverage is modest. Articles about terrorist violence are increasingly prominent, but coverage of counterterrorism remains robust. Objectives
Using data from a randomized experiment, to examine whether moving youth out of areas of concentrated poverty, where a disproportionate amount of crime occurs, prevents involvement in crime.Methods
We draw on new administrative data from the U.S. Department of Housing and Urban Development’s Moving to Opportunity (MTO) experiment. MTO families were randomized into an experimental group offered a housing voucher that could only be used to move to a low-poverty neighborhood, a Section 8 housing group offered a standard housing voucher, and a control group. This paper focuses on MTO youth ages 15–25 in 2001 (n = 4,643) and analyzes intention to treat effects on neighborhood characteristics and criminal behavior (number of violent- and property-crime arrests) through 10 years after randomization.Results
We find the offer of a housing voucher generates large improvements in neighborhood conditions that attenuate over time and initially generates substantial reductions in violent-crime arrests and sizable increases in property-crime arrests for experimental group males. The crime effects attenuate over time along with differences in neighborhood conditions.Conclusions
Our findings suggest that criminal behavior is more strongly related to current neighborhood conditions (situational neighborhood effects) than to past neighborhood conditions (developmental neighborhood effects). The MTO design makes it difficult to determine which specific neighborhood characteristics are most important for criminal behavior. Since crack cocaine first appeared on the streets of the United States, the criminal justice system has been overwhelmed with poor, minority drug offenders. This situation can be attributed in part to the existence of mandatory minimum sentences that treat violations associated with crack cocaine more harshly than those associated with powder cocaine. Using data from New York City, the present study uses Black's theory of law to help understand discrepancies in crack and cocaine dispositions. Results show mixed support for Black's propositions. Racial minorities are more likely to be charged with a felony and receive longer prison sentences compared to Whites. Implications of the study and directions for future research are discussed. 相似文献
