Policies directed at alleviating poverty rest on a set of assumptions regarding the demographic composition of the poor and the psychological dispositions of poor individuals. Evidence from a long-term study of a representative sample of low-income individuals shows that poverty is very widespread but not usually very persistent, and that the characteristics of the persistently poor do not conform to the conventional wisdom. Furthermore, the economic status of the poor does not appear to have been caused by psychological dispositions. Intergenerational data from the same study show generally weak links between the poverty or welfare status of parents and that of their children. Public policies for dealing with poverty can be properly devised without attempting to resocialize poor people and without undue concern that poverty programs will generate dependency among the majority of those they help.  相似文献

This study investigated, under real-world conditions, whether a statewide 2-year administrative ignition interlock license restriction program in Maryland was effective in reducing subsequent alcohol-related traffic violations among multiple offenders and whether any reductions in recidivism could be maintained after the program ended and interlock license restrictions were removed. A total of 1,927 drivers eligible for relicensure were randomly assigned to either the 2-year interlock license restriction program or the normal and customary sanctions afforded multiple offenders in Maryland. Recidivism was defined as incurring a subsequent alcohol-impaired driving violation during the 2-year intervention or 2-year postintervention periods. Compared to the control group, participation in the interlock license restriction program reduced drivers’ hazard (or risk) of a subsequent alcohol-impaired driving offense by a statistically significant 36% during the 2-year intervention, 26% during the 2-year postintervention period, and 32% during the entire 4-year study period. This investigation of interlock program effectiveness is the first to report significantly lower recidivism among the interlock group than its control group after the ignition interlock license restriction program ended. Possible reasons for this novel finding and areas for future research are discussed.  相似文献

A common problem in forensic DNA typing is PCR inhibition resulting in allele dropout and peak imbalance. In this paper, we have utilized the Plexor® real‐time PCR quantification kit to evaluate PCR inhibition. This is performed by adding increasing concentrations of various inhibitors and evaluating changes in melt curves and PCR amplification efficiencies. Inhibitors examined included calcium, humic acid, collagen, phenol, tannic acid, hematin, melanin, urea, bile salts, EDTA, and guanidinium thiocyanate. Results were plotted and modeled using mathematical simulations. In general, we found that PCR inhibitors that bind DNA affect melt curves and CT takeoff points while those that affect the Taq polymerase tend to affect the slope of the amplification curve. Mixed mode effects were also visible. Quantitative PCR results were then compared with subsequent STR amplification using the PowerPlex® 16 HS System. The overall results demonstrate that real‐time PCR can be an effective method to evaluate PCR inhibition and predict its effects on subsequent STR amplifications.  相似文献

Internationally shared basins supply 60 % of global freshwater supply, are home to about 1/3 of the world’s population, and are focal points for interstate conflict and, as importantly, cooperation. To manage these waters, states have developed a large set of formal treaties, but until now these treaties have been difficult to access and systematically assess. This paper presents and makes publicly available the assembly and organization of the largest known collection of transboundary water agreements in existence. We apply for the first time a “lineage” concept to differentiate between independent agreements and groups of legally related texts, spatially reference the texts to a global basin database, and identify agreement purposes, goals and a variety of content areas. The 688 agreements identified were signed between 1820 and 2007 and constitute 250 independent treaties which apply to 113 basins. While the scope and content varies widely, these treaties nominally govern almost 70 % of the world’s transboundary basin area. In terms of content, treaties have shifted from an earlier focus on regulation and development of water resources to the management of resources and the setting of frameworks for that management. While “traditional” issues such as hydropower, water allocation and irrigation are still important, the environment is now the most commonly mentioned issue in treaty texts. Treaties are also increasingly likely to include data and information sharing provisions, have conflict resolution mechanisms, and include mechanisms for participation beyond traditional nation-state actors. Generalizing, treaties have become more comprehensive over time, both in the issues they address and the tools they use to manage those issues cooperatively.  相似文献

Abstract

This article will analyse the challenges facing the Common Security and Defence Policy (CSDP) through an evaluation of the impact that differing member state strategic cultures have on the EU Battlegroup Concept, highlighted through the examples of Germany and Poland. The concept was initiated to give the EU an increased rapid reaction capacity. However, as emphasised through the cases of Germany and Poland, divergences in EU member states' strategic cultures remain, including when, where and how force is used. When this is combined with the cost of plugging military capabilities' gaps, the political willingness to deploy a Battlegroup can be affected. Whilst the article highlights that the role that member states want to play within CSDP as well as international expectations can override constraining factors, the Battlegroups rely on a rotation system. As some member states are more willing to deploy the Battlegroups than others, the concept risks becoming a declaratory policy thus undermining CSDP.  相似文献

Despite the vast amount of comparative research on right-wing populist parties over the past decade, there has been little work on non-European parties (as opposed to leaders). In this article, we argue that the international literature on populist parties has largely overlooked a significant non-European case: India’s ruling Bharatiya Janata Party (BJP – Indian People’s Party). Following the ideational approach to understanding populism, we examine whether the three distinguishing features of right-wing populism – its conceptions of “the people”, “elites” and “others” – are reflected in the views from interviews we conducted with BJP officials and representatives. We find that they are and so then consider whether they have been manifest in actions and statements while in power or whether, as some scholars claim, governing parties like the BJP moderate their populism. We conclude that the BJP can be very fruitfully included in comparative research on right-wing populist parties and propose a series of concrete ways in which this could be pursued.  相似文献

Abstract

Rather than viewing the recent violence in the Thai South largely as a product of long-standing historical and socioeconomic grievances, this article argues that the government of Prime Minister Thaksin Shinawatra has played a crucial role in provoking conflict in the region. Early in his premiership, Thaksin decided that the South was controlled by forces of “network monarchy” loyal to the palace and to former prime minister Prem Tinsulanond. Thaksin sought to reorganize political and security arrangements in the deep South in order to gain personal control of the area, but in the process he upset a carefully negotiated social contract that had ensured relative peace for two decades. As the violence increased, royal displeasure — articulated mainly by members of the Privy Council — forced Thaksin to make certain concessions, notably the creation of a National Reconciliation Commission to propose solutions for the growing crisis. Network monarchy had struck back, albeit from a position of weakness. This analysis seeks to demonstrate that the southern violence is actually inextricable from wider developments in Thailand's national politics.  相似文献

Thailand's monastic politics are in turmoil. No longer can the sangha be written off as a political force and viewed simply as a fount of legitimacy for the nation and the monarchy. The role played by a few hundred pro-Thaksin “redshirt” monks in the March to May 2010 mass demonstrations testified to growing unease within the rank-and-file monkhood, which is drawn from the same regions and segments of society as the redshirt movement more generally. But beyond these overt displays of dissatisfaction, the sangha faces a range of serious challenges. While long-standing tensions between the rival Thammayut and Mahanikai orders have apparently declined, a dearth of moral and administrative leadership has paralyzed the Thai monkhood and rendered it seemingly incapable of reforming itself. Competing power groups linked to secular politics are vying for influence within the Supreme Sangha Council, while there is no widely supported successor ready to replace the current supreme patriarch, himself nearly a hundred years old. In many respects, the political paralysis of the monkhood mirrors the wider crisis confronting the body politic of the Thai nation itself.  相似文献
