The threat of cascading failures across critical infrastructures has been identified as a key challenge for governments. Cascading failure is seen as potentially catastrophic, extremely difficult to predict and increasingly likely to happen. Infrastructures are largely privately operated and private actors are thought to under‐invest in mitigating this threat. Consequently, experts have demanded a more dominant role for government, including the use of regulation. Empirical evidence on cascading failure is, however, extremely scarce. This paper analyses new data drawn from news reports on incidents. We find that, contrary to current thinking, cascades are not rare. Neither do they indicate a wide array of unknown dependencies across infrastructures. Rather, we find a small number of focused, unidirectional pathways around two infrastructures: energy and telecommunications. We also found that most cascades were stopped quickly, in contrast to the oft‐cited ‘domino effect'. These findings undermine the case for more intrusive public oversight of critical infrastructures.  相似文献

Despite extensive sociological research on gender and organizations, criminologists have paid insufficient attention to how organizational context and market demands may shape the extent and nature of women's participation in illicit enterprises. This study uses an organizational framework to examine the case of Chinese human smuggling to the United States. Drawing from interviews with 129 human smugglers, we propose a gendered market perspective for understanding the place of women in the human smuggling enterprise. We argue that the limited place of violence and turf as organizing features of human smuggling, the importance of interpersonal networks in defining and facilitating smuggling operations, gender ideologies about work and caregiving, and the impact of safety as an overriding concern for clients combine to create a more meaningful niche for women in human smuggling operations than is found in other criminal endeavors. Our research suggests that organizational and market contexts are significant explanations for gender stratification in illicit enterprises.  相似文献

We use data from the National Crime Survey (NCS) and the National Crime Victimization Survey (NCVS) to explore changes in the likelihood of police notification in rape incidents. The findings indicate that during the 1970s and 1980s there was a significant increase in police notification by third parties and by victims raped by non‐strangers. During the 1990s the increase in rates of police notification in rape incidents accelerated and broadened in scope. In addition, differences in police notification between stranger and non‐stranger incidents diminished during the 1970s and 1980s and, by the early 1990s there was no significant difference.  相似文献
