Since 1984, New Zealand has made major changes in public sector management. This article describes the perceived problems with the previous New Zealand system and discusses the reforms designed to address these problems. The changes attempt to increase efficiency by: (1) separating commercial functions from other government operations; (2) strengthening lines of ministerial and executive accountability; and (3) designing budget and financial management systems to improve measurement of public sector performance. This last reform includes shifting from an input to an output-based system, changing from cash to accrual accounting, and creating different forms of appropriations for different types of government activities. While it is too early to assess whether the reforms are successful, we note potential problems.  相似文献

What explains the reversal of transnational private rule‐making authority? Embedding constructivist insights within a rational principal–agent model, this article advances a five‐step sequential process that nuances the traditional explanation of delegitimation. It argues that entrepreneurs must first successfully promote the belief that the high costs of ineffective private policies follow from the private rule‐setter's flawed institutional attributes. Subsequently, a de‐delegation solution that minimizes transaction and uncertainty costs must be proposed. The examination of two cases in the field of international sport governance, namely the deliberate reversal of private authority in anti‐doping governance and the lack thereof in anti‐match‐fixing governance, lends support to these propositions. It sheds new light on the creation of the World Anti‐Doping Agency (WADA) and explains why there will probably be no counterpart to fight match‐fixing.  相似文献

Purpose

This study examined how a specific shift system was associated with stress, sleep and health among police officers. Moreover, this study investigated whether gender moderated the association between shift work and stress, sleep and health. Additional analyses were performed to find out how stress and shift work interact in explaining sleep and health.

Methods

The findings are based on a cross-sectional survey. A written questionnaire was sent to all employees of a local police force. 460 police officers (M = 40.67 years, SD = 9.66; 25.2% females) volunteered to take part in the study. 251 subjects were shift workers (54.6%). Police officers filled in a series of validated instruments assessing stress (TICS), perceived health (SF-12, somatic complaints, health care use) and sleep (ISI, PSQI).

Results

Shift work was associated with increased social stress, work discontent and sleep complaints. In turn, shift workers reported decreased use of primary health care. Moreover, stress was associated with increased sleep complaints and lower scores in perceived health. The interplay between stress and shift work did not produce any significant effects.

Conclusions

Workforce health promotion should make attempts to reduce chronic stress, while occupational health physicians should emphasize the diagnosis of undetected sleep disorders.  相似文献

An increasing number of psychologists with expertise in the area of battered women are participating in the legal system as expert witnesses and occasionally testify on behalf of a battered woman who has injured or killed her partner. Testimony about the battered woman syndrome has been offered to help the jury understand why the defendant reasonably perceived that she was in danger of harm. One of the requirements of expert testimony is that it be beyond the common understanding of the jury. Many commentators assume that jurors are uninformed or misinformed about battered women and, thus, that expert testimony is necessary to educate them. This study evaluated what jurors know about violent relationships. Approximately 300 jurors read scenarios about spousal violence and answered a questionnaire dealing with circumstances surrounding such abuse. Results suggest that on certain dimensions of spousal violence, jurors are aware of empirical research findings. On other dimensions, jurors are less well-informed and could potentially benefit from the testimony of an expert.  相似文献

This article summarizes results from the authors' evaluation of the first five years of operation of one of the first MEP centers—the Michigan Manufacturing Technology Center. The evaluation utilizes the Performance Benchmarking Service's proprietary database of quantitative measures of performance in 3000 smaller manufacturing plants. The results suggest that while clients are satisfied with MMTC services, nany of the center's projects are less than effective at achieving desired client outcomes and policy objectives. The article considers the implications of this finding both for program operation and future evaluation approaches.  相似文献

In the past decade, the forensic use of hypnosis to enhance the memories of victims, witnesses, and defendants has sharply increased. A great deal of controversy surrounds this issue. Some commentators argue that testimony derived from hypnosis should not be allowed as evidence because of its inherent unreliability and the unduly powerful impact it may have on a jury. In the present research, we used a jury simulation technique to study the impact that a hypnotically refreshed witness has upon jurors' decision making. A major finding is that jurors view hypnotic testimony with a certain amount of skepticism. In some respects, its impact is comparable to that of testimony based on delayed recall, and rarely does it have the impact of testimony from an immediate report. In addition, jurors' judgments about hypnotically refreshed testimony affected the way they evaluated other evidence at trial: Jurors who learned that a prosecution witness had been hypnotized were less believing ofother prosecution witnesses than were jurors not exposed to hypnotic testimony.
