From state paternalism to neoliberalism in Australian rural policy: Perspectives from the Western Australian wheatbelt 总被引:1,自引:0,他引:1
For much of this century, the rural policies of Australian governments were directed at providing a viable social and economic base for rural communities and country towns. Policies which provided the conditions for stable growth in the agricultural economy, together with equitable levels of access to services such as schools, hospitals and public housing, were seen as instrumental in the development of stable rural communities. More recently, however, the process of global economic restructuring, agricultural adjustment, farm amalgamation and rapid technological change, have contributed to the declining socio‐economic viability of many rural areas. This pattern of decline has been compounded over recent years by the emergence of state and federal government policies based upon the principles of ‘neoliberalism’. The emergence of this approach to rural policy has meant that state and federal governments have, increasingly, withdrawn from effective regional development strategies, rationalised the levels of public service provision, and devolved much of the responsibility for community well‐being to the local level. This paper critically reviews the changing governmental approaches to rural development, and reflects upon some of the outcomes of these policy changes in the wheatbelt of Western Australia. 相似文献

This paper aims to provide an exploratory case study of the sustainability agendas being publicly reported by the UK's leading retailers and to offer some wider reflections on the ways these retailers are currently addressing and pursuing sustainability agendas. The paper begins with a short discussion of the characteristics of sustainability. The paper draws its empirical material from the most recent information on sustainability posted on the UK's top 10 retailers' corporate web sites. The findings reveal that all the UK's top 10 retailers provide information on a wide range of environmental, social and economic sustainability agendas and that the majority of them essentially argue that by integrating sustainability into their businesses, they are better placed to provide long term growth. More critically, the authors argue that the UK's leading retailers are, at best, adopting a ‘weak’ model of sustainability and that in pursuing continuing growth, they are ignoring the basic fact that present patterns of consumption are unsustainable in the long term. The paper provides an accessible review of, and some reflections on, the sustainability agendas being pursued by the UK's leading retailers and as such it will interest academics and those working in management positions within the retail and the retail supply industries. Most of the studies on crime show that no society is immune from crime and organized crime. Large or small, complex or simple, developed or underdeveloped, every society faces the task of controlling crime and organized crime. Furthermore, recent events reveal that the so‐called ‘'domestic crime'’ has become more globalized, or internationalized. Unless dramatic changes take place, collectively, e.g., by the United Nations, no single nation can expect to control or regulate illegal activities. In particular, crime prevention and criminal justice has been a long standing agenda item of the General Assembly and the Economic and Social Council; the two principal legislative bodies governing the United Nations program of work in the criminal justice field. The Council is, after the Assembly itself, the major legislative and policy‐making organ of the United Nations. The field of criminal justice is an important component of social and economic affair, the Economic and Social Council determines policy and initiates activities. Within the United Nations system, the most direct responsibility for international efforts toward crime prevention and control is borne by the recently created Commission on Crime Prevention and Criminal Justice (which has replaced the expert subsidiary body of the Economic and Social Council, namely, the Committee on Crime Prevention and Control) and the Crime Prevention and Criminal Justice Branch. The establishment of the Commission, by the Economic and Social Council in February 1992, ushered in a new era in United Nations involvement in crime prevention and criminal justice. The commitment of the Member States to the prevention of crime and the promotion of justice through strengthened international cooperation has been clearly spelled out in numerous General Assembly and Economic and Social Council resolutions. Those resolutions are indicative of the Member States’ heightened awareness and concern that crime, in its internationalized form, has to be tackled by a multilateral approach including international cooperative measures, and that interdependent efforts are urgently required. The Commission provides a means by which Governments can be directly involved in the determination and supervision of the program of work of the United Nations in crime prevention and can clearly manifest their political will. Its establishment was the result of a long process of review of the functioning and program of work of the United Nations in crime prevention and criminal justice, and was seen as an indispensable condition of a structural reorganization of United Nations activities in this field.
